Well and it's remarkable that the problems are not permanent. "System" is from lxqt-system-theme. "Lubuntu Arc" is from lubuntu-artwork. "Light" is from lxqt-themes, along with all the others. Actually I wonder if the failure can be reproduced in French. Given the fail on the call to ipapi (US-based) and the fact that it doesn't fail all the time, I'm thinking perhaps a timeout error of some kind. On the other hand, I'm told that importing urllib.request seems to produce different results than from urllib import request, so that may be part of the error. Yes, because there is no "blocked" status. "In Progress" includes waiting for reviews when nothing is really happening. This is normal. I hit this last night, it didn't impact booting, but it did fail the upgrade, which I had to fix up post-reboot with dpkg --configure -a. This should not be necessary. The problem is the *running* kernel from 16.04 is unsigned, and that is what the postinst complains about. So, to confirm: a) With Ubuntu kernel 4.15.0-34, using the kernel parameter "nvme_core.multipath=0", you _don't_ see the issue; b) With kernel 4.17.0-041700rc1-generic, even using the parameter "nvme_core.multipath=0", you *can reproduce* the issue. Right? I've noticed that the fix patch is present in v4.17-rc4, but I see a "rc1" in your kernel version - it could explain why even in this 4.17 version you can reproduce the issue. I'll build an upstream 4.17 and re-test in my environment, to double-check if it fixes for me.
