I had the same issue and tried various things until I found out that there were incompatible gems installed locally. What I did was uninstall redmine and anything ruby-related (since I don't have other dependencies on ruby) via aptitude, then following http://www.geekystuff.net/2009/01/14/remove-all-ruby-gems/ I did gem list | cut -d -f1 | xargs gem uninstall -aIx NOTE: this will remove ALL ruby gems - if you have anything installed that needs those beware!
