Yeah I've been having trouble with it still in Ubuntu MATE 20.10.  Also
appears to be an issue in Vivaldi.

[Bug 1826717] Re: 2 Global menu in libreoffice

I can confirm that this still occurs in Ubuntu MATE 19.10 Beta release
(downloaded on 10/16/19 around 00:00utc).  I checked on my laptop and
desktop, which both are affected.  My laptop has a 1366x768 screen, but
my desktop has a 1920x1080, and on my desktop I can see that there are
two (functioning) menus for LibreOffice in the global menu.
