Please stop using icu-config, instead use provided pkg-config files. Icu has transitioned to be multiarch, and thus one can have i686, amd64, armhf etc libicu-dev's co-installed and icu-config is not flexible enough to tell one which one should be used. pkg-config on the other hand can resolve it.
