I am experiencing this also. If I disable plymouth-quit-wait.service then boot completes but leaves me in text mode until I type control- alt-f7. A lot of people seem to be suffering this if you search for "Bootup is not yet finished (org.freedesktop.systemd1.Manager.FinishTimestampMonotonic=0)".
