The only slightly surprising thing is the pre/post inst/rm scripts, due to this being part of a python module package. Are you using the most recent vivid? This sounds like bug 1431774 which ought to be fixed now. Please follow /usr/share/doc/systemd/README.Debian to start the debug shell, then shut down. When it hangs switch to Ctrl+Alt+F9, capture the output of "journalctl -b", and attach that here.
