Are you sure they don’t have an iPhone and maybe iMessage is disabled? Also,
make sure you are sending to their mobile number and not to their email
address. If they had, for example, an iPad, they might have iMessage enabled
using their Apple Id email address and for some reason the message might fail.
I would also try to text that person by entering the number manually, then when
you are in the edit field where you type your text, see if Voiceover says if it
is an imessage or text message. Lastly, check under Settings, Messages and make
sure you turn on to send as a regular SMS if iMessage is not available then
your message should go either way.

Hi friends,
Just noticed something very strange, when I use SIRI and say text and the name
of a contact, it goes through the process fine and I send the message but it
comes back with a message send failure.
When I open the failure text message, it seems to be trying to send an IMessage
even though the recipient is not an IPhone, so confused, sure I am doing
something very simple wrong, does anyone have any ideas?
This has only been an issue since IOS but that could be totally unrelated.
