If you are using AD why not just use ldap to create the user in Active
Directory with an exchange account?

I have had to solve a problem with similar requirements in the past.
I took a slightly different approach which may work for you.
Instead of creating a new exchange account per loan, we configured the
e-mail server with a catch-All address on a subdomain. For example,
