Same problem with 5.18.0-2-alpha-smp kernel (5.18.0-2-alpha-generic boots
fine).
Also tested with 6.0.0 kernel - same problem.
OpenBSD 6.6 and Tru64 boot fine on this machine and both use 2 processors.
