util: vircgroupv2: don't error out if enabling controller
I found a much better workaround.
rtkit works fine after the CGroup V2 CPU controller is enabled.
So, if the V2 CPU controller is enabled before a user process gets
the realtime priority, libvirt-daemon works also fine.
I made the following lines to /etc/systemd/system/libvirtd.service.d/cpu.conf

Control: found 931243 5.2.0-2
Dear Maintainer,
I installed version 5.2.0-2 from the experimental and
confirmed that this issue still exists in 5.2.0-2.
