We would like to use libxnvctrl in libhwloc, but we can not do this
since libxnvctrl is built as a static library (without even -fPIC). Is
there any reason against that (except working on a patch of course)?

For what it's worth, this bug is not debian-specific, nor does it have
anything to do with XFS. I'm seeing a similar regression on Fedora
[15|16] systems. The bug was not present in the 3.0.x (or older)
kernels, but is still present in 3.1.x and 3.2.x. I haven't had a
chance to test 3.3.x yet

When using LSB logging functions you shouldn't not "set -e". This
prevent the logging funtion to return a message in case of something is
failing.
Please remove the 'set -e' and manually exit the script if needed, after
the call to log_end_
Note that #665808 (reported against gnome-shell) is likely the same bug as
this.
