And the error seems to come from /etc/needrestart/needrestart.conf,
which is included via
eval `cat "$opt_c"`
at line 125 *shudders*
neither the file, nor the files in /etc/needrestart/conf.d were modified
by me (conf.d only contains the README).
Oh, maybe i even configured it. I disabled the kernelhints some time
ago, i am not sure if i edited the config directly, but probably i did.
I guess it's still a bug, isn't it?

xrdb -remove
urxvt
ssh server
dvtm
even without perl-extensions rxvt-unicode does not work with dvtm.
urxvt or dvtm bug?
