I have to build a module that exports only symbol with a given prefix:
in the pre-dh debian/rules , something as
CFLAGS="$(cflags) -Wl,--version-script,debian/.version"
was use. I cannot figure out how to proceed within the dh machinery.

Why do you redirect tar's stderr to /dev/null?
I recommend passing these options to tar, so that the user's
name/group/umask are not leaked:
--owner root --group root --mode a+rX

and simplest way is to use "dpkg-deb -b" which does right what you asked
for. A slightly more advanced way would be to use tools like
checkinstall(1) which require some Makefile which installs files to the
