gmp: machine-readable d/copyright and new repack

Hi, I have just pushed some git commits that convert gmp's d/copyright file to the machine-readable format and replace the repack logic to make use of Files-Excluded. Would some team member who is more involved in gmp review the changes to make sure I have not missed something? Thanks,
