Does it work better with nvidia driver?
You could use another locker in 18.10 as workaround. See contents of
/usr/bin/xflock4 script for hint. (You have to kill light-locker process
and make it not start in "Session and Startup" dialog.

Please, any new findings/new info? It is very annoying! :/ and got
worse. I must go to TTY1 and `killall light-locker` in order to be able
to use computer again...

Another piece of information:
It seems to be broken only once - at the first time. When I do the workaround
and let it go blank again, no need to repeat it - just once every fresh boot
seems to be enough. Weird...
