  OpenStack: Two changes in config file vs env vars handling.

1. Do not overwrite config values with "unset" env vars (but env vars
   set to the empty string still take precedence)

2. Allow multiple env vars to be used as a source for a configuration
   item (e.g., allow `OS_PROJECT_NAME` and `OS_TENANT_NAME`)

  OpenStack: only read environment variables in the cloud provider code.

This has two beneficial effects on the code base:

1. Avoids duplication of default values and env var names across the
   "cloud provider" and the configuration parser code;

2. Allows more precise messages/warnings to be issued to users.

Whether and how ElastiCluster should read OpenStack environment
variables is an entirely different question...
