OK So I've done the extraction of kscreenlocker_greet from
"plasma-workspace-5.4.2-4.fc23.x86_64.rpm". Turns out the packaging was
restructured on Fedora 23 from 5.4.2-4 to 5.5.5 and kscreenlocker was broken

Hi Rex,
The date on the package for xorg-x11-drv-intel-2.99.917-19.20151206.fc23.x86_64
in the repo is:
16 Feb 2016
i.e. entirely possible this driver has effected kscreenlocker-greeter in some
way.
Also worth noting

Hi Rex,
Thanks for that. The revision of the driver is:
xorg-x11-drv-intel-2.99.917-19.20151206.fc23.x86_64
which seems to indicate that it was working OK from December to Feb roughly.
I'm pretty sure my issue started

I'd suggest you try reverting to older xorg-x11-drv-intel first , to confirm
