I'm not sure I understand what you are asking... What kind of tuplet are
you trying to create relative to the notes with fermatas?

Will, what’s more, it’s more semantically correct to set measurePosition
instead of measureLength (if you’d rather not change to 2.19.x and have
it done automatically :-) ).

to be there, but is not.
I can find the Ms-425 :
