If you are using startx, it won't work anymore after 001 security fix. Please
switch to using xenodm(1).

I do receive local mail (e.g., from crontab) for a non-priveleged user created
during setup.
Any ideas of what might be going on?

Knowing OpenBSD philosophy, you should probably NOT expect a CMS :).
But you don't need to guess when you can check for yourself - all the sources
are available for an anonymous CVS as described in [1].
