Send To vs Upload

Hi all, We have the need to all users to "Send To" a Document Centre library but not directly Upload to it. So far as the library is concerned are these two events differentiated in any way? If not, is the only solution to hijack the Send To page and run with elevated permissions? Cheers, Pa

Has anyone had to set the server collation to "Latin1_General_CI_AS_KS_WS" to get moss sp2 to work?
