Using a standard recursor.conf you should not need to tweak much more than the
max-cache

I'm not having this issue, can't seem to reproduce it on my system.
Stock ubuntu 10.04, with powerdns recursor 3.3 installed, running in
vmware esxi
added ulimit -n 3
dnsperf -q 4000 -l 120 -d 3million.dump
Statistics:
Parse input file: multiple times
Run time limit: 120 s

(downloaded the PDNS Recursore .deb from www.powerdns.com webpage) and install
it using dpkg -i pdn_recursor_3.3.deb
As for the setup, all went fine so far !!!
But i ran queryperf -q 4000 -d queries
