I suggest a tried-and-tested, lowtech but labourious method:
since a cone is a developable surface it can be of flat material. you
should be able to get a piece of remesh large enough, or make one by
overlapping two sheets and wiring them together.
cut out the cone and roll it up. wr

An update on my earlier message. The dial is shown on p135 of the book Sundials of the British Isles.
John has telephoned to say that it is made of steel, and I will get more details when I see him at one of our meetings tomorrow.

(two sides and top) with copper or brass sheeting bolted on. Maybe a
concrete base 3/4 ft high with rebar studs to bolt the thing down to. pre
assemble - mark - disassemble, then ship to site with easy to follow
instructions.
