This ensures that I have predictable names starting with eth*. And it is
working fine from 2-3 years. Even with current issue, name assignment is

d.network (v242) supports:
IgnoreCarrierLoss=true.
This way routes should not vanish when cable is unplugged.

unexpected way.
Case 2) may be KDE related issue but case 1) should atleast have worked
as expected.
