The problem with the project in basically its an idea. In Ottawa we had a huge advantage with having the building outlines available in Open Data that could be carefully imported. Then anyone could add tags and they did. To move the project forward and make it more general I think we need to spl

I've added an introduction which sums it up. If I'm polite about it there is material in the wiki which suggest bringing building footprints using automated tools such as image scanners and imports are the way forward. Scanning hasn't been accepted by OSM and imports have their own set of issuse.
