Could we get this fix pushed out into the repositories? It can be pretty
annoying and confusing to users if you have other issues which cause
application crashes fairly frequently.
For users to fix this:
1) Press Ctrl+Alt+T to open a terminal
2) Enter this command:
sudo apt install whoopsie-

19.04. However, in 18.04 we can see the issue (it wouldn't be installed
on MATE or Xubuntu):

My detective work reveals that the uploads which "fixed" bug 1778497
expect the WhoopsiePreferences D-Bus objects to be available yet
declared no relationship between apport and the package whoopsie-
