(by default) by the kernel driver and we don't change this. Unmasking
it is a simple thing, but I'm not sure what GNOME will do with it once

In the 'Treaty' window, you can propose things, but not accept the
treaty OR you can't propose things but you can accept. Only one player
seems able to 'accept' treaties at a time. Accept button does nothing
when clicked.
