Thanks Rich for reporting this issue.
The main problem here is because the Ubuntu Orca's version is patched to
add GSettings backend not applied upstream.
I don't think having such huge downstream change is a good decision, I
think we should remove the downstream patch to let Orca being as it is
This issue has been fixed in the development branch of Orca that will be
available on Ubuntu 18.10 or 19.04.

Thank you for filling this bug but it's not Orca related. It was because
GTK2 didn't load the accessibility modules for the root/administrator
user.
GTK3 loads accessibility automatically so I think we could close this
bug because Nautilus has been ported to GTK3.
