I don't think that, if you stop ACPI deamon, the wifi shutdown works, I
think it's GNOME problem or something that, I have own ACPI script in
ARCHLINUX, which works properly
Try turn off ACPID by "sudo service acpid stop" and turning off of BT
stops working but wifi works
It's maybe devicekit

/sys/class/net/wlan0/device/power/state is not the current interface,
and the current version of acpi-support does not rely on it.
The current toggling in karmic may be happening at a lower level than
acpid; things have been moving fast in this area (the rfkill interface
has been completely rewrit
I tried looking at the /etc/acpi/ibm-wireless.sh script to find the cause of
the issue and noticed the the wireless status cannot be affected by that script:
The script relies on isAnyWirelessPoweredOn and toggleAllWirelessStates to
control the wireless, which are in /usr/share/acpi-support/state
