I should have said something.
I enabled it under the recent Control Center interface ,,, now that the
Herd is using menus for Preference and Administration (Control Center is
gone) I don't remember how I had enabled it.
But it does work now. So I guess that is the end of it.

Aah, I now checked the desktop files, this menu entry actually belongs
to Bug buddy. It is not enabled by default, that's why I didn't see it.

Are you sure that 'Bug Report Tool' was in Applications/Programming?
Apport does not install itself into this menu directory, nor does it
advertise itself with this string.
If you open a terminal, close firefox, and do
ubuntu-bug -p bash
does Firefox open with the https://launchpad.net/ubuntu/
