If one installs kernel 3.4+ one gets missing microcode message on
bootup, installing the requisite microcode package removes that message.

The AMD64 microcode updates do not depend at all on any kernel 3.4
patches. Don't mix issues, please.
Anyway, I am a Debian Developer, so the Precise backport will have to be
handled by an Ubuntu developer. The package should be trivial to
backport (actually, it probably works as-is).

I second that, it will need the updated kernel 3.4 patch as well. What
this actually does is reduce temperature of amd cpus, especially the
quad core ones on laptops by fully implementing AMD Quiet N' Cool and
also controls fan speed thereby reducing noise and life of fan and
increasing CPU life
