I have a Thinkpad T470p laptop and I had the same problem since
upgrading from 4.13.0-21 to 4.13.0-25 in xenial. Resume after hibrnate
doesn't work. I updated to bionic (devel) with 4.15.0-13-generic kernel
but hibrnate still doesn't work. It will not freeze, but a fresh new
session will be resumed

I can confirm that this still happens on Ubuntu 17.10.1. I've uploaded a
recent screenshot. The red arrow (added by me) on this picture points to
the disabled controls.
After the installation, there's indeed a new directory /home/.ecryptfs
(which has not been created before by the Private *folder*

stuff plus python3-pyqt5.qtwebengine and tried to execute a tiny

In summary, these "complex" webcams need drivers both in kernel space and user
space, and it will take some time before they are supported under linux.
