I should note that one of the reasons I do not suspect the charm is at
fault here is that in the bionic sosreport linked in the bug, I do not
see the delay that I would expect in a timeout scenario. If the stop
timeout were coming into play, I would expect to see a long duration on
the restart.

I've taken a good look at this issue today. I'm not convinced its an
issue with Horizon itself, rather with the policy.json file that's being
configured by the deployment itself.
In order to display the Create User button, the user needs to be able to
qualify for the following policies:

keystonev3_policy.json file which requires that the
target.group.domain_id matches the current admin's id. The "Delete
Groups" button depends on the delete_groups policy but the policy

On Firefly and Hammer, marking an unfound object as lost causes OSDs to
crash due to a failed assertion in the ordering of the journal entries.
The problem seems to be that the unfound objects are removed from the
set of objects needed to be locally recovered but failed to adv

itself.
There's an upstream commit located at [0] which fixes the problem. In a
nutshell, the stopping of rsyslogd in an upstart system removes the
/dev/log socket, which causes the swift service's attempt to log a
