For software, the OS can, and as oft as not, does make a huge difference
in the accessibility of software. By way of example, my copy of Window
Eyes won't run on Win10, but it will run on Win7.

The version of LibreOffice that _RedHat_ distributes has some major
differences from the version distributed from LibreOffice.org. The
version of LibreOffice from _Canonical_, has significant differences
with both the version distributed by _The Document Foundation_, and that
distributed by_RedHat_.

For your purposes, the issue is how much those differences affect a11y,
which is why you need the VPAT from RedHat for their version of LibreOffice.
