Dear All! I think you are confused. There are two kind of TTC, TV tuner cards in the market. One is internal TV tuner card and other one is external TV tuner card. Internal TTC works only when your PC is working, just like any programme on an operating system and the external TTC works without the help of any PCthat means you only need 1 speaker, 1 cable connection and the electricity to use an external TTC. If you need display for sighted persons, just plug-in your computer moniter. If a VH person is wishing to use the external TTC, he/she can switch off the moniter, it will work for you. Apart from TV tuner card, there are some radio sets known as world receivers (not sure of name) and are capable of catching audio signal of free to air channels. Several of my school friends use to have it during my school days and use to miss a lot of classes because of serials like Yug, Joonoon. Frauds happen even to sighted persons is a good argument, but the chances of frauds committed against blind persons would be certainly higher. In our own interest it would be better to take the debitcard/ATM card in the name of spouse or any other dependable relative. For this to happen the account should be opened / made as either or survivour. It is my humble suggestion that on practical considerations both the branch manager as well as the blind customer has to be conservative in their approach and dealings.These words I am writing based on my experience of conducting a number of training programmes on preventing frauds in banks as trainer and co-ordinator in my Institute. There is a certain degree of limitations about it, but we have intelligence enough to identify between risk and non-risk situations. You have got to believe this since some of us work in places and take up responsibilities given to us believing our ability to perform well; this is not possible if we don't have the basic intelligence to decide between what is safe and what is danger? Alright, sometimes things may go wrong. I may be mugged, pocketed or someone can bash me up and take the money... This is the most common form of threat. Pl don't try convincing me that a person who is fully aware of what he/she is doing by asking the banker an ATM card is foolish enough to lose his/her money. When you and others repeatedly side with the bankers, what you say doesn't matter. What you imply by saying things like that is that we may be capable of earning the money, but we are not capable of safeguarding it. This defeats the very purpose of you and I doing a job for living. So pl don't say that, even as a token of reconciliation to the bankers. Certain things in life are non-negotiable. This obviously includes our self-esteem, self-respect and our trust in ourselves. If you don't trust you, it will be harder to convince others. This is not ego, it is the belief in yourself that you will mostly take the right decisions for yourself. [AI] Banking complaints
I have only been reading the subject lines of all the mails on Banking. I know the debate is hot but at present I cant join in. What i have done is what I can best do in the situation. I have emailed to and spoken to the official at the RBI who first helped us by personally looking at each and every complaint that we forwarded. This was even before the 4th June circular of RBI and of course before IBA guidelines. The suggestion is that I have to compile a list of complaints and send them in by 15th June 2010. So those who still are being denied facilities please write to me on or off the list: 1Name of the complainant 2. bank 3. Branch 4. What facility has been denied. Thats all I require at this stage. The phone number in India is of 10 digits, (excluding 0 and including STD code, if he can determine how many digit from left and right should be shown and the middle to be replaced with X, the formula can be composed using concatenate. Dear Madhav! Sorry to respond so late. Yes, there is no consession for the VH candidates in MTNL broadband. They give consession in one of their plan that is 250 monthly plan. We can not use it for broadband. We are supposed to opt any broadband plan along with this 250 monthly rental plan. If we go for any combo plan, there is no consession for this. [AI] Payment of fee under the Right to information Act. 2005 - scope of sub-section (3) of Section 7 of the Act
Hi Friends, Please go through the Office Memorandum: N0.12/9/2009-IR Government of India Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) ** North Block, New Delhi Dated the 24th May, 2010 OFFICE-MEMORANDUM Subject: Payment of fee under the Right to lnformation Act. 2005 - scope of sub-section (3) of Section 7 of the Act. ** The Undersigned is directed to say that a question is raised from time to time whether a Public lnformation Officer (PIO) has power to charge fee under Section 7(3) of the RTI Act, 2005 in addition to fee prescribed under Sections 6(1), 7(1) and 7(5) of the Act. 2.Section 6(1) of the Act enables the Government to prescribe application fee and sub-sections (1) and (5) of Section 7 to prescribe fee in addition to application fee for supply of information. On the other hand sub-section (3) of Section 7 provides the procedure which a PI0 has to follow for realizing the fee prescribed under sub-sections (1) and (5) of the Section. Details of fees that can be charged by a public authority under the Central Government are contained in the Right to information (Regulation of Fee Cost) Rules, 2005. The Rules or the Act do not give power to the PI0 to charge any fee other than prescribed in the Fee and Cost Rules. Attention in this regard is invited to following extracts from the common order passed by the Central Information Commission in Appeal No. CI/MA/A/2008/0185 (Shri K.K. Kishore Vs. Institute of Company Secretaries of lndia) and Complaint No.CIC/WB/C/2007/00943 (Shri Subodh Jain Vs. Dy. Commissioner of Police) : The Act under proviso to sub-section (5) of Section 7 also provides that fee prescribed under sub-sections (1) and (5) of Section 7 shall be reasonable and no such fee shall be charged from the persons who are below poverty line as may be determined by the Appropriate Government. The Government has already prescribed fees as deemed reasonable mandated under Sections 7(1) and 7(5) of the Act and in the view of the Commission, there is no provision for any further fee apart from the one already prescribed under Sections 7(1) and 7(5) of the Act. Thus, there is provision for charging of fee only under Section 6(1) which is the application fee; Section 7(1) which is the fee charged for photocopying etc. and Section 7 (5) which is for getting information in printed or electronic format. But there is no provision for any further fee and if any further fee is being charged by the Public Authorities in addition to what is already prescribed under Section 6(1), 7(1) and 7(5) of the Act, the same would be in contravention of the Right to Information Act. The further fee mentioned in Section 7(3) only refers to the procedure in availing of the further fee already prescribed under 7(5) of the RTI Act, which is further in terms of the basic fee of Rs.10/-. Section 7(3), therefore, provides for procedure for realizing the fees so prescribed. 3. The Commission, while delivering decision in above cases, recommended to this Department to make rules, for charging fee towards supply of information which may include fee for supply of books, maps, plans, documents, samples, models etc. that are priced and towards postal/courier charges for mailing information, when postal/courier charges are in excess of minimum slab prescribed by the Department of Posts and for other similar situations. 4. The Right to Information (Regulation of Fee Cost) Rules, 2005 already provide provisions for charging of fee for giving information in diskettes or floppies or in the form of photo copy; for providing samples, models, printed material like books, maps, plans etc; and for inspection of records. The Government have, however, not considered it desirable to charge fee towards expenditure involved in mailing information or overhead expenditure etc. Nevertheless, supply of information in a form which would disproportionately divert the resources of the public authority is taken care of by Section 7(9) of the Act according to which information shall ordinarily be provided in the form in which it is sought but supply of information in a particular form may be refused if supply of information in that form would divert the resources of the public authority disproportionately. 5. It is hereby clarified that where a Public Information Officer takes a decision to provide information on payment of fee in addition to the application fee, he should determine the quantum of such fee in accordance with the fee prescribed under the Fee and Cost Rules referred to above and give the details of such fee to the applicant together with the calculation made to arrive at such fee. Since the Act or the Rules do not provide for charging of fee towards postal expenses or cost involved in deployment of man power for supply of information etc., he should not

She scored 91.5 per cent in Maharashtra's HSC (Class 12, junior college) exams. I was expecting to score below 90 per cent. But when I heard I scored close to 92 per cent, I didn't know how to react, an elated Aditi said. Born sighted, Aditi was diagnosed with Retinitis Pigmentosa, a disease which results in progressive loss of vision, when she was 10. According to our doctor, this disease usually hits people after they have crossed 60 years. Why it happened to my daughter is still a mystery, said Kamlesh, Aditi's father. After she started losing her vision, Aditi shifted to enlarged font books. She started wearing glasses with a magnifier in order to adjust to the loss of vision. But one day, she could hardly see anything. That is when she felt it was the end of her world. But I did not lose hope. I was lucky my father hired Nikita Rane, 19, who came to me every day and read out my lessons. She also recorded lessons on an audio tape so that I could listen to them in her absence, Aditi said. Nikita, on the other hand, attributes Aditi's good performance to the clarity with which she can grasp concepts. I have never met someone as strong as Aditi. Her zeal for life and her zest for studies can hardly be seconded, Nikita said. Staying in north-west Mumbai's suburb of Kandivli, 17-year-old Aditi studied the commerce stream from N L College, Malad. I did want to take up the science stream after I passed Class 10, but I was low on confidence and thought it would be too difficult to cope with the practical sessions. The Reserve Bank of India (RBI) has notified banks in a recent circular to not accept cheques that have corrections or alterations in anything but the date. The measure has been taken to help banks identify and control fraudulent alterations. The banks have started informing customers about the policy change through mailers. If you issue a cheque with corrections, you will be slapped with cheque return charges that are Rs100-250 for public sector banks and Rs350-550 for private banks. It is consumer protection that the RBI is looking at. Many a times cheques are stolen and encashed by other parties by making corrections, said S Govindan, general manager (personal banking and operations), Union Bank of India. He said the move is essential keeping in view the changes in the way cheques are dealt with now. Earlier, banks used to tell people not to issue a bearer cheque and about some basic precautions. But now cheques get couriered. Also, they are deposited in drop boxes. So the possibility of them falling into the wrong hands is high. The RBI also wants to reduce and, if possible, eliminate transactions through cheques. Now that daily interest rate calculation has come in, it works in your favour to keep money in your account for as long as possible. At least three days are wasted in the issuance of a cheque. Whereas netbanking is instant, said a banker. Circular summary is as follows:- Prohibiting alterations / corrections on cheques : No changes / corrections should be carried out on the cheques (other than for date validation purposes, if required). For any change in the payee's name, courtesy amount m(amount in figures) or legal amount (amount in words), etc., fresh cheque fors should be used by customers. Hey, recently there was an email query regarding reading column heading in MS Excel. The query was regarding some JAWS settings. I am unable to answer the query but can provide a solution for reading column headings. This is an extract from Stafee bleaks website : Alt 1 through 4. This keystroke will read cells located in the 1st, 2nd, 3rd, and 4th rows of the current column. this is useful if you want to glance up and see what is in those cells (usually titles). Alt Ctrl, 1 through 4. These keystrokes will read the cells in the first 4 columns of the current row. Alt, Ctrl, Shift, C. Set column titles to row range. Move to the row within the table where the column titles are located and use the above keystroke command. This will set the column title association to each cell within the table and will allow JAWS to automatically speak the title of the cell while you navigate the table. This will, of course, offer valuable contextual reference to each cell especially with larger, more complex tables. Note: Yes, this keystroke consists of 4 keys. Hold down the Alt, Ctrl and Shift keys and tap the letter C. Note: You will want to use this keystroke when you encounter a table where the title row is located below the 4th row. Alt, Ctrl, Shift, R. Set row titles to column range. Move to the column within the table where the row titles are located and use the above keystroke command. This will set the row title association to each cell within the table and will allow JAWS to speak the title of the cell while you navigate the table.
