govt employee so have no circular in english or in hindi
it may be available in marathi.
I think the exemption is admisible for all employees irrespective of employer.

I couldn't find it on the net. Swamy's Handbook mentions Orthopaedically 
handicapped only. Some departments of the Railway have allowed double relief 
to vh employees, not all. My office assistant actually wanted to give me 
double exemption. I only wanted a copy of the section in Swamy's Handbook 
and spoilt my chances.

An update on our income tax refund case.
After waiting for two years, I had filed an RTI asking for status of my 
case. Within 24 hours of posting the letter I got a call from the Income Tax 
Officer asking for more details and giving assurance of quick action.
Then I received their written reply wherein they mentioned that my income 
tax refund information was not availabel in there system and according to 
them I had to pay some amount which was overdue. We knew this was an effort 
to shrugg off the blame of undue delay from their shoulders.


They gave a date for representation. We went there and provided all the 
Income Tax Returns and correspondence done with them so far.
They said that the matter is now clear to them and they will issue the 
refund soon. Today after three weeks from that meeting I got a call that the 
refund has been issued.


I am very pleased with the outcome of using RTI in this case.  There is a 
forum on the web which offers help on such matters.

the reverse of the debit card with a number in front of alphabets A to P. It

an extra level of security. I have noted this grid in an excel sheet with
sighted help at once and keep the same handy while performing an online

about to join
college, my father had to get a slope constructed at SRCC (Shri Ram
College of Commerce) because there was none. This was possible because
we could afford
it, but what about the ones who can't? It just means they will be
denied education. There's no point having 10% reservation for the
differently abled if
they can't access their colleges in the first place.

What are the most basic barriers a differently abled person faces in
accessing his/her office?

The physical infrastructure in our country does not cater to the needs
of a physically challenged person. For a person to go to work means
their mother/father/family
member has to leave their job and assist them the whole day, taking
them in and out of wheelchairs, etc. Restrooms are not accessible,
that is, they are
too small and leave no room for wheelchairs, or there are steps, and
level changes, and places that have ramps often have very steep
gradients, which can
be very hazardous.

But in addition to the internal access within the workplace, what also
matters is being able to access your workplace in the first place. The
basic infrastructure
is so poor that there was no way these people could even come in to work.

What are the most basic facilities a workplace must ensure for
differently abled employees?

First, make level changes accessible by having elevators and ramps.
Ramps must be the 1:12 gradient. Doors should be wider, about 3ft.
Every floor should
have a restroom that is accessible. Restrooms should also be
accessible, that is, they should have space for a wheelchair; wherever
required, there should
also be railings for support. And yes, at least make sure your
employee can get to his workstation without assistance.

Your organization has worked to make the Qutab Minar and Red Fort
accessible. Could you tell us about this process?

When Stephen Hawkins came to India in 2000, the inaccessible
infrastructure became glaringly evident. It was then that we started
getting involved to make
these structures accessible. We added an accessible restroom to Qutab
Minar. The Red Fort is now accessible all the way to the Diwan-i-Khas,
which I had
never seen until then.

What's the biggest hurdle in providing access in this country? Is it
lack of resources?

It is essentially the mindset. It's almost as if because we have an
enormous population, we seem to value human life less. In the West,
you see how every
person is valued, treated as a resource and asset to the economy.
Here, being disabled means being subjected to house arrest. People too
can be very insensitive
to the disabled. As I child, I recall a particular incident that made
me vow never to step outside my home: I was alone on a sidewalk and my
wheelchair
almost toppled into a manhole, the wheels had got stuck with the edge
of the hole. Nobody helped me out, they formed a circle around me, to
watch. Unless
the mindset changes, the infrastructure can't.

The below news item says Chief Minister B.S. Yeddyurappa has called upon 
Information Technology (IT) companies to provide employment to persons with 
disabilities as part of their corporate social responsibility.

From the head of a state, should not we expect the paradigm shift in his 
approach at disability, to look at skilled PwDs as potential workforce which 
too can meet industry's requirements, instead of thinking to recruit them as a 
social responsibility.

Sometimes I feel it should be advocated that the word disability should be 
replaced with impairment. Word 'Impairment' neutrally indicates only the not 
normal function at sensory or physical level, and does not presume anything 
about the abilities of the person. 
Similary in Hindi the word 'Viklaang' to my mind is more objective than the 
word 'Nishakt'.

Changing the nomenclature which objectively defines the state also is important 
to bring a change in how the world thinks about the state.

Chief Minister B.S. Yeddyurappa has called upon Information Technology
(IT) companies to provide employment to persons with disabilities as
part of their corporate social responsibility.

Speaking at the inaugural function of the national conference on ‘IT
for persons with disabilities', organised by the Department of
Information Technology, Biotechnology, and Science  Technology, here
on Monday, Mr. Yeddyurappa said that the law mandated reservation of 3
per cent jobs in the Government sector for persons with disabilities.
Though no such provision existed in the private sector, the IT sector
was capable of providing employment to persons with disabilities who
were literate, he said.

Fifty-two per cent of persons with disabilities were literate,
according to the 2001 Census. The IT sector could fruitfully employ
such persons in Business Process Outsourcing units (BPO), Information
Technology Enabled Services (ITES) and for software development and
technical writing.

He cited the example of companies such as IBM, Wipro and Microsoft,
which were employing persons with disabilities.

Of the 7 lakh jobs expected to be created as part of the deals signed
during the recent Global Investors Meet in Bangalore, as many as 3
lakh were in the IT sector.

Mr. Yeddyurappa expressed optimism over the creation of another 4
million jobs through the proposed Information Technology Investment
Region (ITIR) near Devanahalli.

He also called upon IT companies to make their workplaces disabled-friendly.

Higher Education Minister V.S. Acharya, who also holds additional
charge of IT and BT Department, lamented that precious little had been
done for the benefit of persons with disabilities.

Neither had they been provided job opportunities nor had a
“barrier-free” environment been created for their benefit, he said.

He reiterated the Chief Minister's appeal to the private sector to
provide employment to persons with disabilities.

Executive Director of Karnataka Knowledge Commission M.K. Sridhar, who
delivered the keynote address, emphasised the need for companies which
employed persons with disabilities not to view the gesture as
“charity” but as their “right”.

Out of the 600 million disabled persons worldwide, as much as 80 per
cent lived in developing countries, he said.

Website launched

Earlier, Mr. Acharya launched a website, www.itforpwd.com, which seeks
to provide a platform for leveraging the benefits of IT tools to help
integrate persons with disabilities into the mainstream. Mr.
Yeddyurappa felicitated Charudatta Yadav, who developed the world's
chess software with speech, Naveed Aslam Hagalvadi, an IT personality,
and Pavithra Y.S., who runs a BPO employing only disabled persons.

Sportsperson Malathi Holla and Principal Secretary to the Department
of IT, BT and Science  Technology Ashok Kumar C. Manoli were present.

handicapped only. Some departments of the Railway have allowed double 
relief to vh employees, not all. My office assistant actually wanted to 
give me double exemption. I only wanted a copy of the section in Swamy's 
Handbook and spoilt my chances.

XII. Slowly we are getting there.


Ask Sam or Kartik for the new CBSE circular and ask Sam for the HSC 
circular. Of course HSC is the board that conducts exams in Maharashtra. 
Therefore may not be relevant for your story.   This is the plus.


The minus is that there was a Engineer from Karnataka who had only one eye. 
He got stuck inbetween. Not disabled by the definition and therefore no 
reservation. The new law is going to add this category too. At present it is 
hopeless. in case you need this persons contact details ask Dr. Rajat.


There are some studying Engineering and they had to go to court to get 
admission. They will reply to you directly.


There is one bright spark who wants to do it  and I am sure he will get back 
to you.Smile


There are some who lost vision after studying and maybe working for a 
while.Had to change jobs, rehabilitate themselves and start a new life. Some 
have succeeded and some have fallen.

Pranay whatever word you use it is OK but what are you thinking thats what 
is most important. The CM is still in the mode of social responsibility.


The only  way I have learnt to control my temper is that I tell myself that 
for whatever reason atleast a challenged person gets a job. He then will 
become a productive member  of Society and not a burden on it. If he is good 
at his work then he will make people change their attitude. The colleagues 
may still tell their families about the blind person working in their 
offfice but they will then say that the blind person does a great job. I 
have no problem being referred to as blind in that context.


I have been telling every organisation that works for the disabled -please 
dont look at unemployment allowance and concessions except for a stop gap 
measure but please look at training and employability. Training and 
employability are tough, time consuming and requires a mind set.


As you know tomorrow we have this big hearing, I am dreading it. One of our 
groups is insisting on some concessions and some unprecedented powers . 
Until now I have fought for a level playing field, reasonable accomodation 
and a chance to show our ability.Maybe I will have to divorce myself and 
fight only as a lawyer and leave my emotions on this mail.

From the head of a state, should not we expect the paradigm shift in his 
approach at disability, to look at skilled PwDs as potential workforce which 
too can meet industry's requirements, instead of thinking to recruit them as 
a social responsibility.


Sometimes I feel it should be advocated that the word disability should be 
replaced with impairment. Word 'Impairment' neutrally indicates only the not 
normal function at sensory or physical level, and does not presume anything 
about the abilities of the person.
Similary in Hindi the word 'Viklaang' to my mind is more objective than the 
word 'Nishakt'.


Changing the nomenclature which objectively defines the state also is 
important to bring a change in how the world thinks about the state.

(IT) companies to provide employment to persons with disabilities as
part of their corporate social responsibility.

Speaking at the inaugural function of the national conference on ‘IT
for persons with disabilities', organised by the Department of
Information Technology, Biotechnology, and Science  Technology, here
on Monday, Mr. Yeddyurappa said that the law mandated reservation of 3
per cent jobs in the Government sector for persons with disabilities.
Though no such provision existed in the private sector, the IT sector
was capable of providing employment to persons with disabilities who
were literate, he said.

Fifty-two per cent of persons with disabilities were literate,
according to the 2001 Census. The IT sector could fruitfully employ
such persons in Business Process Outsourcing units (BPO), Information
Technology Enabled Services (ITES) and for software development and
technical writing.

He cited the example of companies such as IBM, Wipro and Microsoft,
which were employing persons with disabilities.

Of the 7 lakh jobs expected to be created as part of the deals signed
during the recent Global Investors Meet in Bangalore, as many as 3
lakh were in the IT sector.

Mr. Yeddyurappa expressed optimism over the creation of another 4
million jobs through the proposed Information Technology Investment
Region (ITIR) near Devanahalli.

He also called upon IT companies to make their workplaces disabled-friendly.

Higher Education Minister V.S. Acharya, who also holds additional

Barrier Break Technologies, a Mumbai-based company, has a range of
assistive products for people with hearing, vision, mobility and
learning impairment. Take a few to start with. They have a hearing aid
compatible, Braille support, large key phone from GE, meant for people
with hearing and visual impairment. There is a vibrating alert, large
keys with Braille script and direct buttons for emergency numbers.
This comes at around Rs1,500. A screen reader for visually-impaired,
along with a magnifier, is priced at about Rs9,750.
Then there is an adaptive keyboard, four times bigger than normal
ones, designed for people with low vision and learning disabilities.
The vowels, consonants, numbers and function keys come in different
colours and are in slightly altered positions to aid easy use. There
is a virtual keyboard too, for people with impaired mobility, that
allows them to point and click for any of the Windows applications.
There is a literacy software for people with learning disabilities,
Braille displayers and translators for the vision-impaired and
augmentative and assistive communication (AAC) devices as well (which
cost upwards of Rs6,000). As Shilpi Kapoor, the founder director of
Barrier Break points out, “though we try to keep the prices as low as
possible, the high customs duties on some products push up the prices
of imported devices.”
Chennai-based Invention Labs Engineering Products Private Limited, too
has a portable AAC device called AVAZ, priced at around Rs30,000. This
product is meant for children with cerebral palsy and aims to help
them communicate with their parents, friends, teachers and
care-givers. It is wheel-chair mountable and supports audio-prompts
for the visually-impaired.
Low-cost solutions
While technology drives the invention and modification of assistive
devices, in a country like India, it is crucial to talk about
cost-effective technology. Until and unless we can provide an
environment of accessibility for all, these technologies remain
showcase inventions at best. There are two aspects to lowering costs.
One would involve creative use of existing technologies and the other
would be indigenous production.
Barrier Break’s Signntalk portal is an example of the former.
Signntalk.org is a web portal that acts as a kind of a call centre for
hearing-impaired people. There are some products available for the
vision-impaired. But we also need to think about other disabilities.
“At Signntalk, we provide a sign language interpreter and translator.
All a person needs is a computer with a webcam and an Internet
connection. Our personnel are trained in sign language and can deliver
a message conveyed to them,” says Kapoor. It is a very effective
platform for connectivity for the hearing-impaired and the service is
available for corporates with hearing-impaired employees too.
Worth Trust, a Vellore-based organisation is doing stellar work in
manufacturing and selling low cost assistive devices. They provide
residential and day-care training facilities for the disabled and have
six manufacturing units, which cater to commercial needs and each of
them works on assistive products for persons with disability. These
are supplied to the Indian market at cost price or at heavily
subsidised prices so that it is accessible to all.
For instance, its plastics unit makes Braille slates with stylus and
supplies it to the Indian market at Rs70 a piece. Their mobility-aid
unit manufactures and supplies manual and motorised wheelchairs, the
former comes to Rs4,500 and above while the latter costs upwards of
Rs27,000. They also assemble the components of the Perkins Brailler (a
Braille typewriter devised by the Perkins School in Boston, where
Hellen Keller studied). While these cost about 700 dollars abroad,
Worth supplies it to the Indian clientele at Rs13,500. The subsidy is
borne by the Hilton Foundation and Worth Trust. They also collaborate
with Christian Medical College, Vellore to design low cost artificial
limbs. With fitment and training, the cost for these comes to around
Rs 20,000, as opposed to Rs3 or 4 lakh that one would spend on a
normal motorised version.
Incidentally, Spice Telecom in India has a Braille mobile phone priced
at about Rs800.
Research in motion
There is a growing body of research in India to explore this sector
deeper. Barrier Break is researching on devices for persons with
disability and their thrust is on hearing, learning and
mobility-impairment as well. “We are trying to use cloud computing to
develop tools for people with learning disability,” says Kapoor.
Worth Trust too has an active research wing and one of their ongoing
projects is with an MIT researcher to develop a Braille labeler for
any public notice. This hand-held device traces Braille into the signs
and thereby enables vision-impaired people to

For the benefit of everyone, I am reproducing the text of income tax
act, section 10 (14) (iii) on transport allowance as follows:

Section 10(14)(iii)(i)   Transport allowance: Any transport allowance
granted to an employee to meet his expenditure for the purpose of
commuting between the place of his residence and the place of his duty,
to the extent of Rs. 800 per month shall be exempt

However, such transport allowance granted to an employee, who is blind
or orthopaedically handicapped with disability of lower extremities, is
exempt to the extent of Rs. 1,600 p.m. instead of Rs. 800. 

Please note that:

1 Section 10(14)(iii) deals with Allowances which are exempt to the
extent of amount received or the limit specified, whichever is less.

2. this section text clearly extends this benefit to blind.

people towards disabled , no harm in CSR and allowances or benefits as a
right, words does not make any difference as long as opportunity is
offered. Big country , some people can fight for rights , some cannot as
they come from different sections of society with different attributes.
i.e. poor/rich , educated/ illiterate etc .

Loadstone. Hence you may uncheck it.

Dear Friends,
Namasthee all. The relevant  provision is Rule 3 of IT Rules. PH
persons get  double exemption of Transport Allowance that is available
to normal persons(Rs 800), PHRs 1600. Pl. go through the said rule,
right now I am not having it. It is available on net. My feeling is
that a law cannot discriminate between govt employees and other
private sector employees.One more thing, the dearness allowance on TA
is not exempt.

Yes! it's risky, so I've password protected it. Still if someone
tweaks into it, he does not know the algorithm I've used to store the
numbers - they do not correspond to alphabets as they appear in the
worksheet. Suggest any other measures that I can take for protection
coz I do not want to depend on sighted help for performing secure
financial transactions.

act, section 10 (14) (iii) on transport allowance as follows:

Section 10(14)(iii)(i)   Transport allowance: Any transport allowance
granted to an employee to meet his expenditure for the purpose of
commuting between the place of his residence and the place of his duty,
to the extent of Rs. 800 per month shall be exempt

However, such transport allowance granted to an employee, who is blind
or orthopaedically handicapped with disability of lower extremities, is
exempt to the extent of Rs. 1,600 p.m. instead of Rs. 800.

Please note that:

1 Section 10(14)(iii) deals with Allowances which are exempt to the
extent of amount received or the limit specified, whichever is less.

2. this section text clearly extends this benefit to blind.

I had a very dificult time with PNB on geting my ATM. the law of the
land is that the visually challenged, like any other Indian citizen,
is entitled to all banking facilities including ATM card and check
book. I got both these facilities, all be after a rzather bitter
struggle. so what I would say is first of all you show the RBI
circular and the IBA one, and expect them to act sensible. or else,
just fight on, approach the RBI, and other authorities.

A new device that restores a form of sight to the blind is turning our

understanding of the senses upside down

CLAIRE CHESKIN used to live in a murky world of grey, her damaged eyes

only seeing large objects if they were right next to her. She could

detect the outlines of people but not their expressions, and could

just about make out the silhouettes of buildings, but no details.

Looking into the distance? Forget it.

Nowadays things are looking distinctly brighter for Cheskin. Using a

device called vOICe, which translates visual images into

soundscapes, she has trained her brain to see through her ears.

When travelling, the device helps her identify points of interest; at

home she uses it to find things she has put down, like coffee cups.

I've sailed across the English Channel and across the North Sea,

sometimes using the vOICe to spot landmarks, she says. The lights on

the land were faint but the vOICe could pick them up.

As if the signposting of objects wasn't impressive and useful enough,

some long-term users of the device like Cheskin eventually report

complete images somewhat akin to normal sight, thanks to a long-term

rewiring of their brains. Sometimes these changes are so profound that

it alters their perceptions even when they aren't using the device. As

such, the vOICe (the OIC standing for Oh, I See) is now proving

invaluable as a research tool, providing insights into the brain's

mind-boggling capacity for adaptation.

The idea of hijacking another sense to replace lost vision has a long

history. One of the first sensory substitution devices was developed

in 1969 by neuroscientist Paul Bach-y-Rita. He rigged up a

television camera to a dentist's chair, on which was a 20-by-20 array

of stimulators that translated images into tactile signals by

vibrating against the participant's back. Despite the crudeness of the

set-up, it allowed blind participants to detect the presence of

horizontal, vertical and diagonal lines, while skilled users could

even associate the physical sensations with faces and common objects.

By the time he died in 2006, Bach-y-Rita had developed more

sophisticated devices which translated the camera's images into

electrical pulses delivered by a postage-stamp-sized array of

electrodes sitting on the tongue. Users found, after some practice,

that these pulses gave them a sense of depth and openness, a feeling

that there was something out there (New Scientist, 29 July 2005,

p 40).

This vague feeling of space, which we experience as part of normal

sight, suggests the brain may be handling the information as if it had

originated from the eyes. Would it be possible to get even closer to

normal vision- perhaps even producing vivid and detailed images- by

feeding in information using something other than tactile stimulation?

To find out, physicist and inventor Peter Meijer, based in

Eindhoven, the Netherlands, turned to hearing. The ears do not detect

as much information as the eyes, but their capacity is nevertheless

much greater than the skin's.

Meijer thought up the vOICe in 1982, though it took until 1991 for him

to design and build a desktop prototype that would translate video

into audio. By 1998 he had developed a portable, if still bulky,

version using a webcam, notebook PC and stereo headphones, which

allowed users to experiment with the device in daily life. The device

is now more discreet, consisting of spy sunglasses which conceal a

tiny camera connected to a netbook PC, and a pair of headphones.

Alternatively, some users download the software to their smartphone,

and its built-in camera acts as their eyes.

Every second the camera scans a scene from left to right. Software

then converts the images into soundscapes transmitted to the

headphones at a rate of roughly one per second (see diagram). Visual

information from objects to the wearer's left and right are fed into

the left and right ear respectively. Bright objects are louder, and

frequency denotes whether an object is high up or low down in the

visual field.

At first the soundscapes are reminiscent of the whirring, bleeping and

hooting sound effects that would accompany an alien melting the brain

of a human in a 1960s science-fiction movie. But by feeling the

objects first, to learn to associate the accompanying sounds with

their shapes, and by discovering how the soundscape of an object

varies as the user moves, the experience becomes particularly

vision-like.

Pat Fletcher of Buffalo, New York, lost her sight at the age of 21 and

had just a pinpoint of perception in her left eye, through which she

could sometimes see red or green, before she started using the vOICe
