Don't know if suggested already, but download the video intercept file 
available in portable jaws download page, and re-install the video intercept 
driver. However, first its better to try uninstalling and re-installing 
Jaws.

Do you  know that there is an expiry
date (physical life) for  LPG cylinders? Expired
Cylinders are not safe  for use and may cause
accidents. In this  regard, please be cautious
at the time of accepting  any LPG cylinder from the vendor.
Here  is how we can check the expiry of LPG cylinders:
On one of three side stems of the cylinder,  the
expiry date is coded  alpha numerically as follows
A or B or C or D and  some two digit number following this e.g. D06.
The alphabets stand for quarters -
1. A for March (First Qtr),
2. B for  June (Second Qtr),
3. C for Sept (Third  Qtr),
4. D for December (Fourth Qtr).
The digits stand for the year till it is  valid. Hence
D06 would mean December  qtr of 2006.  Please Return Back the  Cylinder
that you get with a

Expiry Date, they are prone to  Leak and other

Hazardous accidents  ...
The second example with  D13 allows the cylinder
to be in use until Dec 2013 .

though I have opened an account in State Bank Of India on October 2010 and 
applied for net banking, but did not got access to its net banking. The 
branch gave me an username and password but did not allow access to the page

net banking for visually challenge and could not been able to access the 
facility till now.

I talked with the head of net banking Mr. Agam Prakash Sharma, but my 
problem is yet to be solved.

I have lodged a complain in their happy room but I experienced that, even 
they are not aware that, the visually challenged persons have such facility 
in the bank. they also told me that, the facility is in experimental stage. 
When I categorically told that, such facility is in existence, they assured 
me to help and I am waiting for it.

So if anyone can help, I will be highly solicited.

It used to be that you would have to stop and ask for directions if
you got lost, but thanks to GPS systems this is no longer necessary.
Unfortunately, main stream stand alone GPS devices are not accessible
to the blind, and up until recently, accessible GPS options were too
expensive for most blind people to purchase. With Apple's iPhone and
Google's Android phones featuring out-of-the-box accessibility, there
are now multiple low cost accessible GPS applications available. For
the next few weeks I will cover what I think are some of the best GPS
options for both of these platforms.

There are three applications on the iPhone that can be used either by
themselves, or together to help the blind arrive at their destination.
These include Navigon, Sendero LookAround, and Skobbler.

Navigon is a full GPS solution. Its features include turn by turn
navigation, virtual navigation of route, POI (Point of Interest)
selection for destinations, and much more. Sendero LookAround helps
the user learn their current location, their nearest cross street,
nearest POI's, and compass direction. This application was also
designed with the blind in mind. Finally, Skobbler is a turn by turn
GPS option that uses an open source map instead of maps loaded on the
phone. Although this application is free, it is missing many features
present in the other two applications, but could still be useful in
certain situations.

Although accessibility on the Android platform is not as good as the
iPhone, they are making some great progress. On Android phones there
are two applications that the blind can use to help them navigate.
WalkyTalky gives spoken walking directions, and intersection explorer
allows you to virtually navigate before venturing out. Both of these
are free in the Android Market.

CSR for the ‘differently abled’ 
CB Bureau, New Delhi, January 14, 2011In the very beginning of the year, a news 
story in one of the leading dailies of the country talked about how one wedding 
matchmaking website was cashing in on the ‘ability matrimony’ platform.

BharatMatrimony, as part of its corporate social responsibility (CSR) 
initiative, thought of connecting people with disabilities including physical 
impairment, mobility impairment, hemiplegia, spinal impairment, vision 
impairment, learning disability, quadriplegia and paraplegia. They offered the 
entire service – from registration to seeking the right match – for free. The 
idea was to get all people with special needs, and those who wanted to marry 
them, on the same platform. 

Interestingly, what makes this initiative special is not just the idea, but 
also the fact that the service is being provided for free and is a part of the 
CSR initiative of a dotcom/digital venture. Such CSR-oriented investment by a 
dotcom company in a country (with merely four per cent of the population using 
internet) where internet businesses are still at a nascent stage, is highly 
commendable. 

Another fact to be acknowledged is that the company has focused on the 
‘disability’ cause, which – for unknown reasons – does not rank high on the CSR 
initiatives list of many companies and is under-shadowed by environment, 
education, or public health. 

NASSCOM initiatives for the disabled
Another organization that talks about ‘total inclusion’ is NASSCOM Foundation 
(NF), the social development arm of NASSCOM, India’s premier information 
technology (IT) industry body. The organization is engaged in empowering and 
enabling persons with disabilities (PwDs) in the IT workforce. 

To mark World Disability Day on December 3, 2010, NASSCOM Foundation launched a 
series of activities all across India, starting with the release of a Document 
on Workplace Inclusivity listing five principles that enable and empower PwDs, 
at NASSCOM’s Diversity  Inclusivity Summit 2010 held in Bangalore on November 
22. 

‘The government has a target to ensure that three per cent of the workforce are 
PwDs. NASSCOM, through its Accessibility Initiative, is pushing hard to ensure 
that IT companies create policies, ease physical access to workplaces, and use 
assistive technologies. Some IT companies are doing some groundbreaking work 
here. We, at NASSCOM Foundation, want to encourage this and have released a 
document containing the principles and best practices to employ persons with 
disability. We will also have job fairs and volunteering and career counselling 
workshops for persons with disabilities,’ Rita Soni, CEO of NASSCOM Foundation, 
had said during the release of the document. 

The organization did host a job fair for persons with disabilities on December 
10, 2010, in New Delhi. The fair promoted employment not on the basis of 
compassion or reservation, but purely on their capabilities and their 
qualifications. 

On December 16, 2010, the foundation organized a volunteering session in 
Kolkata for the employees of NASSCOM member companies. The session took the 
volunteers through an experience at an NGO, in order to sensitize employees to 
the challenges faced by PwDs. 

NASSCOM Foundation also initiated the Accessibility Initiative in 2010. The 
initiative aims to create an industry platform to empower people with 
disabilities, using the collective strength of NASSCOM member companies. It has

The Union Minister for Social Justice  Empowerment, Shri Mukul Wasnik has said 
that a new Legislation will be brought very soon to replace Persons with 
Disabilities (Equal Opportunities, Protection of Rights and Full Participation) 
Act, 1995 (PwD Act), which would be suitably aligned with the UN Convention on 
the Rights of Persons with Disabilities (UNCRPD). 

He was speaking on the occasion of Inauguration of seminar on Rights of Persons 
with Disabilities in the Commonwealth, here today. The Seminar was jointly 
organized by the Commonwealth Secretariat, and National Human Rights Commission 
of India. 

The Minister said that provisions of the present act do fall short of the 
provisions of UNCRPD in certain respects and therefore, a high level committee 
of stakeholders to draft a new legislation to replace the PwD Act has been set 
up by the Government. “The committee is going about its work in a participative 
manner and its recommendations are due by March-end this year. Once its 
recommendations become available, we would take prompt action to replace the 
PwD Act with a new legislation, which would be suitably aligned with the 
UNCRPD” Shri Wasnik added. 

Shri Wasnik also informed that action is being taken separately to revise other 
three legislations also which concern persons with disabilities, viz The 
National Trust Act (for people with developmental disabilities), The 
Rehabilitation Council of India Act and The Mental Health Act. The revision is 
aimed at bringing them in tune with the UNCRPD. 

Shri Wasnik said that he firmly believes that it is our collective 
responsibility to ensure that all human beings including those with disability 
get equal opportunities to lead their lives with dignity. He said that India is 
committed to uphold the rights of people with a disability and the Government 
fully supports the need to shift attitudes in the way people with disability 
are viewed and treated, and to focus on disability as a rights issue. “The 
essence of our government’s policies can be put into three core issues -- 
inclusion, independence, and empowerment. All Along, people with disabilities 
have endured isolation and segregation because of discrimination. Now, we 
strive to promote inclusion for people with disabilities in all aspects of the 
society. In the past, we presumed that disability meant a life of dependence. 
Now, we recognize that people with disabilities are differently –abled and want 
to -- and can -- lead independent lives and contribute to our nation's 
prosperity” the Minister added emphatically. 

Shri Wasnik said that in the Commonwealth, a vast number of people are disabled 
and lack basic support services such as access to social safety nets,

One law Vs. Multiple laws

 

 This concise note contains some arguments and counter-arguments in respect of 
a raging debate on only-one-law theory versus another theory favouring one 
common law together with other need-based specific laws on disability. These 
arguments and counter-arguments which are based on my personal understanding of 
the issue are stated below: 

 

1.  Argument:

 

 There should be only one common law for all persons with disabilities; and, 
there should not be any specific law for persons belonging to any specific 
category of disabilities. Having more laws than one will adversely impact the 
unity of the movement of persons with disabilities. In fact, more laws than one 
for persons with disabilities will divide them and will eventually bring about 
fragmentation in their movement.

 

Counter-argument: 

 

 The above argument is utterly ridiculous. Division or split in any movement 
can not be attributed to the existence of a given number of laws for a certain 
group. Split or division in movements happen due to other reasons, such as, 
ideological differences, personality clashes, ETC. Can anybody, for example, 
argue with even the least measure of justification that the women's movement 
will disintegrate because there exist various legislations to protect and 
promote various aspects of their rights? Certainly not. The fact of the matter 
however, is that legislations on specific issues are reflective of the state's 
resolve to address those issues in a focused manner. This explains why we have 
specific legislations on prohibition of dowry, protection of women against 
domestic violence, equal pay for equal work for women, ETC. Besides, the 
Constitution of India also addresses the commonality around gender/sex-based 
discrimination as it includes sex amongst one of the prohibited grounds of 
discrimination vide Articles 15 and 16 which applies to all women in equal 
measure. 

 

All persons with disabilities across the entire spectrum of categories of 
disabilities do share certain commonalities. These commonalities, for example, 
are around issues of impairment-based discrimination. While constitutionally, 
there exist no explicit safeguards against discrimination for persons with 
disabilities, we do have a common law in the form of Persons with Disabilities 
Act covering various major categories  of persons with disabilities; and, this 
law will now be replaced with an altogether new law which will be in consonance 
with the Un Convention on the Rights of Persons with Disabilities(UNCRPD), and 
which will include and benefit all persons with disabilities. It goes without 
saying that we do have some specific and dedicated legislations on disability, 
such as, the National Trust Act, the Mental Health Act, and the RCI Act. While 
the National Trust Act and the Mental Health Act seek to address some very 
specific issues of persons belonging to certain specific categories of 
disabilities, The RCI Act imparts a statutory status to the Rehabilitation 
Council under a dedicated statute. Understandably, these dedicated legislations 
will also be either amended or replaced with new legislations so that they are 
in harmony with the UNCRPD.  Since persons with some specific categories of 
disabilities are more marginalized and vulnerable compared to other persons 
with disabilities, existence of additional and specific and dedicated statute 
for such persons would rather strengthen the disabilities rights movement 
instead of weakening it as erroneously apprehended by some. We must remember 
here that such persons with disabilities will always remain covered under the 
common legislation. Clearly, therefore, the objection to having specific and 
dedicated statute has no merit whatsoever.

 

Moreover, one must also not lose sight of the fact that there concurrently 
exist both common law and specific law in other areas as well. For example, 
while the Indian Penal Code is a substantive common law on crimes, nothing has 
prevented us from enacting any number of laws on specific crimes under 
dedicated statutes, such as, Prevention of Food Adulteration Act, Prevention of 
Corruption Act, ETC. 

 

2.  Argument:

 

 Only one law will ensure single-window service to all persons with 
disabilities and will also cut down costs of implementation and monitoring.

hello,
i am using net banking of sbi successfully with the browser  internet
explorer. however, with mazila firefox i am unable to get the log in
page on the screen. it shows me the valid security certificate
authentication and asks me to asure the valid certificate for
onlinesbi.com

assuming that this problem might be with the settings loaded for
firefox on one machine, i tried to log in with the same browser on my
other personal computer. but the same authentication was required.

so i would like to know that what could be the solution for such problem?

 I just hope that things change in the near future, and India too can
 have VI professional engineers. You may write in for any more help.

 @Also some AI members have completed B.Tech. in CSE through lateral
 entry into the 2nd year of the course. Hope they will reply and share
 their opinions/experiences. Also, I would suggest that this goes on
 the list, so that everybody is made aware of this new field believed
 to be impossible for VI.

[AI] One law vs Code: both sides of the argument

Considering that many of our members are very activily participating or 
watching the drafting of the new law, I am forwarding two documents for your 
consideration so that you get both sides of the argument. 

Below you wil find opinion of Justice A.P. Shah on the question of One law vs 
Code for persons with disabilities which advocates in favour of a Code. At the 
end is a note written by Mr. Prasanna Kumar Pincha expressing his views after 
reviewing opinion of Justice Shah. 

Mr. Pincha who is not a member of the list feels that all sides and shades of 
opinions should be posted and looks forward to comments on the substative 
content of his comments/observations.

 

One law vs Code  - Opinion by Justice A.P. Shah 
 

Opinion on the Pending Question posed in the Explanatory Note to the Working 
Draft of the Rights of Persons with Disabilities Act and the Memorandum on the 
Disability Code 

 

Background Facts

1.   The question posed to the Committee in the Explanatory Note to the Working 
Draft of the Rights of Persons with Disabilities Act dated 20.11.2010 (the 
Pending Question) was as follows - 

The issue of the induction of the National Trust and the Rehabilitation 
Council as separate chapters could not be attempted primarily because there was 
no time left to undertake a coherent and systematic exercise. It may also be 
noted that as the length of the statute expanded we felt a constraint of space 
in even incorporating all the provisions of power and accountability in the 
chapter on the Disability Rights Authority. It may also be noted that all 
significant authorities in the country have dedicated legislations around them. 
In this view of the matter the Committee would need to consider whether it 
would wish to suggest the creation of One Disability Law Code and within which 
have legislations on: Disability Rights; the Disability Authority; the National 
Trust; and the Rehabilitation Council. Or whether it would also wish to induct 
the National Trust and the Rehabilitation Council into this legislation?

 

2.   Subsequently the Memorandum on Disability Code (the Memorandum) 
reiterated that the DRA, National Trust and RCI should have their own separate 
legislations. The reasons given were as follows - 

(a) Lack of Time and Space (Para 1, Memorandum)

(b)Coherent Operation and Efficient Implementation 
of the transitory measures in relation to the Mental Health Act (Para 3, 
Memorandum)

(c) Efficient implementation and protection of interests of most 
marginalised (Paras 4, 6 Memorandum)

 

3.   The Memorandum also explained the idea of a Disability Law Code in the 
following terms (Paras 5 and 6, Memorandum) - 

It is in the wake of these equally valid concerns that it was suggested that a 
Disability Code may be formulated which could be a legally accepted and 
efficient way of bringing convergence along with accommodating difference. The 
difference between a Code and multiple legislations in a field is that the Code 
has a common philosophy; common grammar and a concerted effort to ensure that 
each part fits into a cohesive whole. Thus for example there are number of 
legislations on children which occupy the field today but they do not make a 
Children Code because the cohesiveness of philosophy, grammar and the 
convergence between authorities is absent. 

The difference between a Code with multiple legislations and a single 
comprehensive legislation is that a Code with multiple legislations allows each 
area to obtain the detailed and dedicated attention it requires. The Companies 
Act; the Income Tax Act are examples of legislations which are comprehensive 
but whose very comprehensiveness becomes a barrier to their efficient 
implementation. A Code with multiple legislations makes it  easier to undertake 
capacity building and awareness raising of the law and it ensures that the 
interests of the marginalized groups are not submerged in the bulk of a large 
legislation.

 

Issue

 

4.   The central issue which has arisen is thus whether the gamut of 
disabilities laws in the country should be embodied as - 

 

(a) one comprehensive statute incorporating the rights of disabled persons, the 
provisions for enforcement of such rights, and, the powers and responsibilities 
of the proposed implementing authorities, i.e. the DRA, the RCI, the National 
Trust (or their equivalent) under separate chapters/sections in the same 
legislation; or

 

(b)a code of multiple legislations, each dealing with 
- the rights of disabled persons, the powers and duties of each relevant 
implementation authority including the DRA, RCI, the National Trust (or their 
equivalent), each under a separate legislation.

 

Opinion

 

5.   The Constitution of India evisages a legislative instrument only by way of 
a Bill which becomes an Act of Parliament. Although some legislations have 
been titled as Codes (for instance the Indian
