  (DU) has decided to waive fees and hostel charges for people with
  physical disabilities from this academic year. They will also get a
  50% mess subsidy.

  It has been decided that students with physical disabilities enrolled
  in the faculties, departments, centres and institutions/colleges of DU
  will be exempted from payment of fees, excluding admission fee,
  subscription towards Delhi University Students' Union and the identity
  card fee.

  The other university fees include library fees, health centre fees,
  sports fees and university development fund fees. The university has
  also issued a circular to all the deans of faculties, heads of
  departments, principals of colleges and directors of centres to refund
  the fees already paid by these students for the academic session
  2012-13 at the earliest, said deputy registrar (academic) Ram Dutt.

  This year, around 500 students with disabilities have enrolled in
  various undergraduate courses, the highest so far, although 1,500
  undergraduate seats are reserved for them at DU. The decision is
  likely to benefit around 2,000 students at various undergraduate and
  postgraduate levels, including MPhil and PhD.

  TOI on August 28 first reported about DU planning a series of
  initiatives for physically disabled students. These included free
  transport, subsidized housing and provision of assistive devices to
  help students in their higher studies.

  All physically-handicapped category students who are residents of
  different hostels/halls of the university will also be exempted from
  payment of all fees and charges, except the refundable caution fees.
  Moreover, the university shall pay 50% of the mess fees as well, said
  Dutt.

Hi! I also use Photon while using internet first I press start button,
then a diologbox appears which indicates us to search for a program or
file.  there I type connect, I get following options Connect to a
projector, Connect to an external display it may also ask connect to a
printer.  But when it says connect to internet at that time I press
enter on it.  Again a diologbox appears which asks create a new
connection? I press then down airrow which enables me to select no I
will choose the existing connection.  after pressing enter on it it
again asks connect Tata photon+ dile 777 there again I press enter.
This is how I connect my PC to internet.  But the work does not ends
here, when the screenreader says connecting to the internet and brows
the internet now; then once again I go to search box and type inter
and press enter on it, and internet explorer starts working.  If you
want to use internet explorer or any other web browser from dextop
only then select it as difault web browser.  As soon as you press
enter on it it will start working.  Please remember it is not possible
to use internet without connecting so first connect it then only press
enter on your selected web browser.
In this way have shared my experience with you regarding Tata photon+,
the above instructions may or may not also work in your PC due to
difference of settings.

Please try following if it is possible for you:
At the time of reading press Alt key which activates menue bar.  There
you will find save file, save as or save as text.  just press enter on
it then a diolog box appears on the screen which asks you about where
to save file, select your required place and please press enter on
save button, your file will not only be saved in your selected folder;
but also it will be red by you properly with JAWS since JAWS is world
champion in reading text for blinds.
I hope it will work for you.  Here one more thing I would like to add
that is although the file is there in PDF format but it is text then
in spite of converting into text JAWS won't read. and by creating text
copy of your book your colligues in your office may use PDF and you
may read text as well.

Hi! as far as that problem is concerned, then you can try this while
recording from FM chanels remove entina and hold it with your one hand
properly and as harder as you can.  make sure that the grip of the
hand should be strong inuff that it may give some support to it.
While recording from FM it produces some sound like an alarm of a
clock.  Here I would also like to say that if your radio station is
out reach of the recording potencial cuppacity of Angel then you are
helpless in this regard.  I am saying this because when I go to my
place although I can listen my programs but when it comes to recording
it makes such sounds.
If you are FM radio chanels like that of Mumbai or any other city like
radio city, FM gold etc. then it is possible that you may be able to
record properly.

have an online library of mp3 files in indian languages that is free to
download. 

As I write, we have 1543 files in 16 indian languages, including Kashmiri,

He could not solve a mathematical problem on a piece of paper because of his 
visual impairment.

But, this did not dampen Pratish Datta's love for mathematics, or his zeal for 
pursuing a career in mathematical research. Not only was he able to do complex 
mathematical calculations but he scored the highest grade among all M.Sc. 
students this year.

Mr. Datta was awarded the Professor Jagadish Chandra Bose Memorial Gold Medal 
for the best academic performance among the outgoing students for the two-year 
post graduate course in science at the 58th convocation of the Indian Institute 
of Technology (IIT) Kharagpur on Saturday.

I do calculations mentally

I could not even write a simple mathematical formula, all I did was remember 
it. I do all the calculations mentally and then dictate it to my scribe, who 
puts it down on paper, 23-year-old Datta said, after being awarded the degree 
in Mathematics by the institute.

Suffering from retinoschisis - an eye disease characterised by the abnormal 
splitting of the retina's neuro-sensory layers, resulting in loss of vision, 
Mr. Datta has been dependent on his mother for all his lessons since his 
childhood.

I would read out the lessons, including mathematical problems, and he would 
memorise them, his mother Ranjana Datta said, adding that since Mr. Datta was 
interested in mathematics, she encouraged him to take up the subject.

His cumulative grade point average was 9.87 - higher than any other M.Sc 
student at the IIT. After graduating with mathematics from St. Xavier's 
College, Kolkata, he joined the institute in 2010.

Keen to take up teaching and research as his career, Mr. Datta has enrolled in 
a Ph.D. programme on Cryptology and Network Security at IIT Kharagpur.

In the last two years at the institute, Mr. Datta has amazed his teachers with 
his ability.

Extraordinary mind

Pratish has an extraordinary mind and his way of learning is only through 
listening to lectures. But whatever he listens, it gets inked in his mind. We 
were also confused when he joined the institute, but he emerged with flying 
colours with his ability to rise above adversities, head of the mathematics 
department Professor P.D. Srivastava said.

Holding that people suffering from disabilities are also equally socially 
backward, if not more, as SC/ST candidates, the Delhi High Court has directed 
the Delhi Technological University (DTU) to provide the same concession in 
marks for admitting disabled persons as applicable for SC/ST candidates.
 
We hold that the provision of giving only 5 per cent concession in marks to 
persons with disabilities (PWD) candidates as opposed to 10 per cent relaxation 
provided to SC/ST candidates is discriminatory and PWD candidates are entitled 
to same treatment, a bench of Acting Chief Justice A K Sikri and Justice Rajiv 
Sahai Endlaw said.
 
The court's order came on a petition by Anamol Bhandari, a physically disabled 
student, who challenged the disparity in treatment between the two categories.
 
In his petition, Bhandari said he had passed his CBSE exam with 52.66 per cent. 
He said DTU had fixed its cut-off for general candidates at 60 per cent but had 
provided a relaxation of 10 per cent for SC/ST candidates and 5 per cent for 
PWD candidates.
 
The petitioner said though he had cleared his All India Engineering Entrance 
exam with a rank sufficient to gain admission to DTU, he could not get 
admission on the basis that his Class XII marks did not meet the cut-off.
 
He said if the relaxation given to PWD candidates was on a par with SC/ST 
candidates, then he have been eligible for admission.
 
The university contended that they were free to frame their own admission 
guidelines, being an autonomous body. It argued that the petitioner was aware 
when applying that he would be eligible for a 5 per cent relaxation.
 
However, when the bench asked the counsel for DTU whether there was any 
rational basis for fixing the limit of relaxation at 5 per cent for PWD 
candidates, no clear answer was given and the counsel merely said it was a 
policy decision.
