I also had been a big fan of Paytm.com but recently there are issues
in it while using the netbanking payment option for payment.

There mobile version is also giving problems these days.

Good thing of the Paytm.com had been that it does not charge extra 2
rupees on every recharge as is the case with lot of other websites.

I hope they shall do well to take care of accessibility.

Dear all Access Indians, Software giant Google has been petitioned by J.P. 
Shandra, a blind user, to make each of its products accessible for people with 
visual disabilities. The petition, posted on global consumer campaigning site 
Change.org, identifies that the company is failing to keep up with its 
competitors on accessibility. While Google has made significant steps towards 
improving the accessibility of some of its applications, including Gmail and 
Chrome, Shandra says Google fails to integrate the needs of vision-impaired 
users into its product development. Shandra identifies the social network 
Google+ as an example of a product which has been released to the public with 
inaccessible buttons and form fields. Vision-impaired community is tired of 
hearing accessibility features are coming in updates. They must be there from 
the very beginning. Stop treating your vision-impaired customers as 
second-class citizens, said Shandra in the petition's description. Moreover, 
stop treat
 ing them like they don't exist at all. We have the right to live a productive 
life like everyone else, Shandra asserted. Conversely, Apple incorporates the 
accessibility into the development of its devices and software, making its 
products the first choice of the most blind and vision-impaired users the 
world-over. Apple designs their products with accessibility in mind right from 
the start. Even if the execution isn't perfect, the intention was clearly 
there, Shandra remarked. According to the World Health Organization, there are 
285 million blind/vision-impaired people worldwide. This represents a 
significant market which Google is failing to reach. At the time of writing the 
petition on Wednesday, 22 May 2013, it had 125 signatures backing Shandra's 
representation, but many more are needed to exert pressure on Google to change 
its policies. If so many of us want to prove ourselves as champions for the 
cause of accessibility, let's not hesitate to carry the torch for our rights
  of accessibility and back Shandra by signing the petition to Google.

The Employment News (Ministry of Information and Broadcasting) claims that
their employment news website, E-Version
(http://www.employmentnews.gov.in/job_highlights_coming_issues.asp) is
accessible to the users with Vision Impairment in terms of

a)  Flexibility in colour and contrast in making the content more clear
and suitable

b)  Providing flexibility in font size and making text readable

c)   Providing 'skip to main content' link at the top to bypass banner

d)  Giving caption to photographs

e)  Creation of screen reader support. It is further clarified that the
archival section shall be updated once the website is redesigned.

TThe website was modified after Score foundation made a formal
complaint to the office of Chief Commissioner for Person with disabilities
(CCPD).

We request all users of E-version of employment news to send their feedback
about the usability and accessibility of the website, to us by 28th of
June, 2013 at n...@eyeway.org

This shall help us in compiling the issues faced by visually impaired users
after the website is claimed to be accessible for users with vision
impairment and others. The same shall be sent over to CCPD's office to take
it forward.

Dear all Access Indians, Software giant Google has been petitioned by J.P. 
Shandra, a blind user, to make each of its products accessible for people 
with visual disabilities. The petition, posted on global consumer 
campaigning site Change.org, identifies that the company is failing to 
keep up with its competitors on accessibility. While Google has made 
significant steps towards improving the accessibility of some of its 
applications, including Gmail and Chrome, Shandra says Google fails to 
integrate the needs of vision-impaired users into its product development. 
Shandra identifies the social network Google+ as an example of a product 
which has been released to the public with inaccessible buttons and form 
fields. Vision-impaired community is tired of hearing accessibility 
features are coming in updates. They must be there from the very 
beginning. Stop treating your vision-impaired customers as second-class 
citizens, said Shandra in the petition's description. Moreover, stop 
treating them like they don't exist at all. We have the right to live a 
productive life like everyone else, Shandra asserted. Conversely, Apple 
incorporates the accessibility into the development of its devices and 
software, making its products the first choice of the most blind and 
vision-impaired users the world-over. Apple designs their products with 
accessibility in mind right from the start. Even if the execution isn't 
perfect, the intention was clearly there, Shandra remarked. According to 
the World Health Organization, there are 285 million blind/vision-impaired 
people worldwide. This represents a significant market which Google is 
failing to reach. At the time of writing the petition on Wednesday, 22 May 
2013, it had 125 signatures backing Shandra's representation, but many 
more are needed to exert pressure on Google to change its policies. If so 
many of us want to prove ourselves as champions for the cause of 
accessibility, let's not hesitate to carry the torch for our rights of 
accessibility and back Shandra by signing the petition to Google.

Summary: About the life of Helen Keller, the deafblind woman who became a 
role model for millions of people





Helen Adams Keller was born on 27 June 1880 in Tuscumbia, a small rural town 
in Northwest Alabama, USA. The daughter of Captain Arthur Henley Keller and 
Kate Adams Keller she was born with full sight and hearing.


Kate Keller was a tall, statuesque blond with blue eyes. She was some twenty 
years younger than her husband Captain Keller, a loyal southerner who had 
proudly served in the Confederate Army during the American Civil War.


The house they lived in was a simple, white, clapboard house built in 1820 
by Helen's grandparents. At the time of Helen's birth the family were far 
from wealthy with Captain Keller earning a living as both a cotton 
plantation owner and the editor of a weekly local newspaper, the North 
Alabamian. Helen's mother, as well as working on the plantation, would save 
money by making her own butter, lard, bacon and ham.


Helen falls ill
But Helen's life was to change dramatically. In February 1882, when Helen 
was nineteen months old, she fell ill. To this day the nature of her ailment 
remains a mystery. The doctors of the time called it brain fever, whilst 
modern day doctors think it may have been scarlet fever or meningitis.


Whatever the illness, Helen was, for many days, expected to die. When, 
eventually, the fever subsided, Helen's family rejoiced believing their 
daughter to be well again.


However, Helen's mother soon noticed how her daughter was failing to respond 
when the dinner bell was rang or when she passed her hand in front of her 
daughter's eyes.


It thus became apparent that Helen's illness had left her both blind and 
deaf.


The following few years proved very hard for Helen and her family. Helen 
became a very difficult child, smashing dishes and lamps and terrorising the 
whole household with her screaming and temper tantrums. Relatives regarded 
her as a monster and thought she should be put into an institution.


By the time Helen was six her family had become desperate. Looking after 
Helen was proving too much for them. Kate Keller had read in Charles Dickens' 
book American Notes of the fantastic work that had been done with another 
deaf and blind child, Laura Bridgman, and travelled to a specialist doctor 
in Baltimore for advice. They were given confirmation that Helen would never 
see or hear again but were told not to give up hope, the doctor believed 
Helen could be taught and he advised them to visit a local expert on the 
problems of deaf children. This expert was Alexander Graham Bell, the 
inventor of the telephone, Bell was now concentrating on what he considered 
his true vocation, the teaching of deaf children.


Alexander Graham Bell suggested that the Kellers write to Michael Anagnos, 
director of the Perkins Institution and Massachusetts Asylum for the Blind, 
and request that he try and find a teacher for Helen. Michael Anagnos 
considered Helen's case and immediately recommended a former pupil of the 
institution, that woman was Anne Sullivan.


Anne Sullivan
Anne Sullivan had lost the majority of her sight at the age of five. By the 
age of ten, her mother had died and her father deserted her. She and her 
brother Jimmie were sent to the poorhouse in February 1876.


Anne's brother died in the poorhouse. It was October 1880 before Anne 
finally left and went to commence her education at the Perkins Institution. 
One summer during her time at the institute, Anne had two operations on her 
eyes, which led to her regaining enough sight to be able to read normal 
print for short periods of time.


Anne graduated from Perkins in 1886 and began to search for work. Finding 
work was terribly difficult for Anne, due to her poor eyesight, and when she 
received the offer from Michael Anagnos to work as the teacher of Helen 
Keller, a deaf-blind mute, although she had no experience in this area, she 
accepted willingly.


Helen meets Anne
On 3 March 1887 Anne arrived at the house in Tuscumbia and for the first 
time met Helen Keller. Anne immediately started teaching Helen to finger 
spell. Spelling out the word Doll to signify a present she had brought 
with her for Helen. The next word she taught Helen was Cake. Although 
Helen could repeat these finger movements she could not quite understand 
what they meant. And while Anne was struggling trying to help her 
understand, she was also struggling to try and control Helen's continuing 
bad behaviour.


Anne and Helen moved into a small cottage on the land of the main house to 
try and get Helen to improve her behaviour. Of particular concern were Helen's 
table manners. She had taken to eating with her hands and from the plates of 
everyone at the table.

Hi, I tried to install IE 10 after your valuable opinions, but it says
that program is not compatible with the windows, it can be installed
on win 7 service pack 1 or higher. whats wrong with my windows? M i

The house they lived in was a simple, white, clapboard house built in 1820 
by Helen's grandparents. At the time of Helen's birth the family were far 
from wealthy with Captain Keller earning a living as both a cotton 
plantation owner and the editor of a weekly local newspaper, the North 
Alabamian. Helen's mother, as well as working on the plantation, would 
save money by making her own butter, lard, bacon and ham.


Helen falls ill
But Helen's life was to change dramatically. In February 1882, when Helen 
was nineteen months old, she fell ill. To this day the nature of her 
ailment remains a mystery. The doctors of the time called it brain 
fever, whilst modern day doctors think it may have been scarlet fever or 
meningitis.


Whatever the illness, Helen was, for many days, expected to die. When, 
eventually, the fever subsided, Helen's family rejoiced believing their 
daughter to be well again.


However, Helen's mother soon noticed how her daughter was failing to 
respond when the dinner bell was rang or when she passed her hand in front 
of her daughter's eyes.


It thus became apparent that Helen's illness had left her both blind and 
deaf.


The following few years proved very hard for Helen and her family. Helen 
became a very difficult child, smashing dishes and lamps and terrorising 
the whole household with her screaming and temper tantrums. Relatives 
regarded her as a monster and thought she should be put into an 
institution.


By the time Helen was six her family had become desperate. Looking after 
Helen was proving too much for them. Kate Keller had read in Charles 
Dickens' book American Notes of the fantastic work that had been done 
with another deaf and blind child, Laura Bridgman, and travelled to a 
specialist doctor in Baltimore for advice. They were given confirmation 
that Helen would never see or hear again but were told not to give up 
hope, the doctor believed Helen could be taught and he advised them to 
visit a local expert on the problems of deaf children. This expert was 
Alexander Graham Bell, the inventor of the telephone, Bell was now 
concentrating on what he considered his true vocation, the teaching of 
deaf children.


Alexander Graham Bell suggested that the Kellers write to Michael Anagnos, 
director of the Perkins Institution and Massachusetts Asylum for the 
Blind, and request that he try and find a teacher for Helen. Michael 
Anagnos considered Helen's case and immediately recommended a former pupil 
of the institution, that woman was Anne Sullivan.


Anne Sullivan
Anne Sullivan had lost the majority of her sight at the age of five. By 
the age of ten, her mother had died and her father deserted her. She and 
her brother Jimmie were sent to the poorhouse in February 1876.


Anne's brother died in the poorhouse. It was October 1880 before Anne 
finally left and went to commence her education at the Perkins 
Institution. One summer during her time at the institute, Anne had two 
operations on her eyes, which led to her regaining enough sight to be able 
to read normal print for short periods of time.


Anne graduated from Perkins in 1886 and began to search for work. Finding 
work was terribly difficult for Anne, due to her poor eyesight, and when 
she received the offer from Michael Anagnos to work as the teacher of 
Helen Keller, a deaf-blind mute, although she had no experience in this 
area, she accepted willingly.


Helen meets Anne
On 3 March 1887 Anne arrived at the house in Tuscumbia and for the first 
time met Helen Keller. Anne immediately started teaching Helen to finger 
spell. Spelling out the word Doll to signify a present she had brought 
with her for Helen. The next word she taught Helen was Cake. Although 
Helen could repeat these finger movements she could not quite understand 
what they meant. And while Anne was struggling trying to help her 
understand, she was also struggling to try and control Helen's continuing 
bad behaviour.

Hello,
With regard to the first question there is a junior level civil judge
in State of TN totally blind. Some of the list members may know him
and may provide the contact details. Except this, I don't know any in
present scenario.

So far I know and seen in practice, judges have the right to issue the
directions with regard to the filing. Such as filing the synopsis of
the cases in advance, which party wishes to rely upon during the
hearing, filing the CD/E-copy of the petition. Since you're holding a
judicial post, you surely know better than me about it. However, I'm
not sure whether civil judges have power to issue such directions or
not. But as you know, in High courts this practice works well.

Third question will take time to answer and I will revert as soon as possible.

citizens with disabilities in our land of rich heritage and culture of 
co-existence: 
As his Excellency might be fully aware, nearly Three Crore Indians - 3% of our 
population - are officially counted as people suffering from various 
disabilities, visual-impairment, hearing-impairment and other locomotor 
disabilities in particular. Ironically enough, a large proportion of this 
population suffers gross negligence in the hands of our public institutions. It 
is now estimated that nearly Fifteen Million visually-impaired and around 
Sixty-four Million other disabled have been subjected to the cruelties of daily 
life, and almost all of them are living without basic amenities such as food, 
decent clothing, a shelter of their own and minimum education. At a time our 
policy echelons are busy ensuring human rights for other marginalised groups, 
SCs, STs and Women, here are the minuscule minority who live away in a shear 
silence a life that falls below the standards any civilisation can ever think 
of.

We hope his Excellency would agree with us in a candid admission that the 
socio-economic backwardness of persons with disabilities in our country stems 
from nowhere but our own constitution that fails to make any meaningful 
provision for the rights of this scattered community. While Articles 14, 15 and 
16 of the Constitution took extra-care to ensure the right of equality for all 
citizens in India, with enough safeguards for such marginalised sections as 
SCs, STs and OBCs through affirmative policy in education and employment, 
persons with disabilities have been conveniently forsaken in this thwarted war 
of vote-bank politics. Look at, for example, the speed with which Governments 
in the recent past have moved swiftly and brought about 27% reservation for 
OBCs in education and employment through the constitutional Amendment, and the 
same swiftness that can be seen in the present regime's attempt to provide 33% 
reservation for women through another Constitutional Amendment. Persons wi
 th disabilities at times really feel let down in the present political climate 
where every community with a sizeable Vote-bank and social capital is 
frequently showered with all policy concessions, whereas, persons with 
disabilities, who are a scattered minority at best (with very little advantage 
for commanding vote-bank manoeuvring in a given place), are never taken 
seriously by our majoritarian democracy. Consequently, the real concerns of 
this genuinely deprived community hardly get any attention, whatsoever.

The depiction briefly outlined above may give you an impression that the 
signatories of this letter are unaware of the recent initiatives being 
undertaken by the Governments in favour of persons with disabilities, which we 
wish to clarify in unequivocal terms in the following lines with as much 
precision as possible: 
The socio-economic deprivation of persons with disabilities and a well-found 
recognition that this deprivation is due largely to lack of constitutional 
safeguards is neither entirely new nor has been hidden from the ruling regimes 
of post-independent India. The Government of India under the leadership of Sri 
Rajiv Gandhi set up a committee to consider legislation for the physically 
challenged. Headed by Shri Baharul Islam, a distinguished parliamentarian at 
that time, the Committee was asked inter alia to work out the scope, objectives 
and general scheme of legislation for persons with disabilities covering 
various aspects of prevention, rehabilitation, social security and welfare of 
this section of society.

Baharul Islam Committee submitted its report to the Government in June, 1988, 
with a prime recommendation, among other things, that Articles 14, 15, 16 and 
46 of the Constitution be amended to include the words persons with 
disabilities and mentally-handicapped so as to provide constitutional 
recognition to the special circumstances under which the communities these

 Further, the solution to the second question as suggested is very
 complecated. An easy way of approaching this is by employing set
 theory.

 Let h be the set of students who failed in Hindi, and E be the set of
 students who failed in English
 Let the total No. of students in the class=100
 Now, we have:
 No. of elements in H=35
 No. of elements in E=45
 Further, No. of elements in E intersection H=20
 Further, we know:
 E u H=No. of elements in e+No. of elements in H-No. of elements in e
 intersection h
 Where u is union
 (You can learn this formula for this type of problems, it will prove
 handy)
 Therefore, in this case:
 e u h=35+45-20=60
 Now, 60 students failed in either English or Hindi or both.
 Therefore, students who did not fail in either of the subjects (rather
 who passed in both the subjects)=100-60=40

Hi sir, if your first question is related to the working as a judge,
then the information with me is not reliable, but I know one person
who is from Haryana who has qualified last year haryana judicial
services and working as a civil judge junior devision, he is a low
vision. If your question is regarding as a advocates, there are many
visually challanged lawyer are there who are working as advocate and
senior advocates.
I am also trying to be a judge, and preparing for judicial services,
however in my native state there is no reservation against the
vacancies for recruitment for judicial officers. Nevertheless I have
filed a case in Allahabad high court regarding the issue.
I am also not very clear what kind of work a judge can perform
efficiently being a totally blind person, thats why various state
governments are reluctant to prefer a blind person to appoint as a
judge, but in my view he can perform the duty of a judge quite
efficiently if he is provided to work in friendly environment.
As in future the concept of e-filing of the cases will be in reallity,
if not already in practice, then in those cases he can efficiently
work on such cases. however with the assistance of next person he can
accomplish all the tasks which are assigned to a judge.
While hearing the cases pleaded by various noted blind advocates the
court has remarked that how efficiently he has presented the case that
it is hard to believe that a blind advocate is pleading the case.

I know that we can use webvisum to solve captchas but
1. not every visually impaired internet user knows  to use webvisum,
2. it is rather tedious to enter a captcha just for loging in.
Also, if they could start the e payment as soon as then, it can be
more disabled friendly.

problem at hand, not to spoon feed with exact numbers. If I write 15000
instead of 15, it should not be so difficult to find out the solution.
Secondly, look at the below calculations to understand how the method of
multiplying the given number (15) twice to get the population 2 years
ago is incorrect.

Method 1 - Suggested by Mr. Kanchwala:
Current Population (given) = 1,50,000
Population 2 years back = 1,36,054 (calculated as 1,50,000 / 1.1025)
Population 1 year back = 1,42,857 (calculated as 1,36,054 * 1.05)
Current Population = 1,50,000 (calculated as 1,42,857 * 1.05)

Method 2 - Suggested by Mr. Sharma:
Current Population (given) = 1,50,000
Population 2 years back = 1,35,375 (calculated as 1,50,000 * 0.95 * 0.95)
Population 1 year back = 1,42,144 (calculated as 1,35,375 * 1.05)
Current Population = 1,49,251 (calculated as 1,42,144 * 1.05)

Taking the calculated population 2 years back using the two methods, one
should be able to get the current population as given in the problem. This
does not happen in case of method 2 because 5% of 95 is not 5, it's 4.75.
Population 2 years back would be calculated as 0.9025x (0.95 * 0.95).
Population 1 year back would be 0.9025x + 0.045125x = 0.947625x and current
population would be 0.947625x + 0.04738125x = 0.99500625x whereas it should
be x.

The logic is simple - If you want to add 5% then multiply by 1.05 and if you
want to subtract 5% then divide by 1.05.

Note that I am rounding off the numbers as population cannot be expressed as
a decimal number,

Hi all I want to add the latest version of Firefox to my windows8 iso
and also to windows7 iso.
but it should not display prompts when I install.
how do I do this?
And let’s say I add a software to my windows8 iso and it is not

I realise there is no benefit that anyone may gain by mugging up the
values. I commented on your final answer  to ensure that there is no
confusion or ambiguity. I just revisited the solution as posted by Mr.
Sharma, and now realised the error. Sorry about that.

Your method, is in fact, correct, and the answer comes to 136054.4
(rounded off to 136054).

The compound interest formula is another alternative. One may approach
this problem using any method with which one is comfortable.

On the contrary, what I proposed was:
If you know the formula for the compound interest, take the present
population as the principal and solve it.
I am writing the formula for the same.
Principal * (1+ rate /100) ^N times
Putting this formula and substituting the numbers:
1,50,000 (105/100) ^2 = 165375. This is the answer of the first part.
 Now the second part is: What was the population two years back.
 For this:
 15 (100/105) ^ 2 =
 136054.4

Subject: Guidelines for conducting written examination for Persons with
Disabilities.
The undersigned is directed to say that Chief Commissioner of Persons
with Disabilities (CCPD) in its order dated 23.11.2012 in case No. 3929/2007 (
in the matter of Shri Gopal Sisodia, Indian Association of the Blind Vs. State
Bank of India  Others) and in case No.65/1041/12-13 ( in the matter of Score
Foundation Vs. Department of Disability Affairs) had directed this Ministry to
circulate guidelines for the purpose of conducting written examination for
persons with disabilities for compliance by all concerned. In compliance of the
above order, this Ministry hereby lays down the following uniform and
comprehensive guidelines for conducting examination for the persons with
disabilities as recommended by CCPD:-
I. There should be a uniform and comprehensive policy across the country
for persons with disabilities for written examination taking into account
improvement in technology and new avenues opened to the persons with
disabilities providing a level playing field. Policy should also have
flexibility to accommodate the specific needs on case-to-case basis.
II. There is no need for fixing separate criteria for regular and competitive
examinations.
III. The facility of Scribe/Reader/Lab Assistant should be allowed to any
person who has disability of 40% or more if so desired by the person.
IV. The candidate should have the discretion of opting for his own
scribe/reader/lab assistant or request the Examination Body for the
same. The examining body may also identify the scribe/ reader/lab
assistant to make panels at the District/Division/ State level as per the
requirements of the examination. In such instances the candidates
should be allowed to meet the scribe a day before the examination so
that the candidates get a chance to check and verify whether the scribe
is suitable or not.
V. Criteria like educational qualification, marks scored, age or other such
restrictions for the scribe/reader/lab assistant should not be fixed.
Instead, the invigilation system should be strengthened, so that the
candidates using scribe/reader/lab assistant do not indulge in malpractices
like copying and cheating during the examination.
VI. There should also be flexibility in accommodating any change in
scribe/reader/lab assistant in case of emergency. The candidates
should also be allowed to take more than one scribe/reader for writing
different papers especially for languages.
VII. Persons with disabilities should be given the option of choosing the mode
for taking the examinations i.e. in Braille or in the computer or in large
print or even by recording the answers as the examining bodies can
easily make use of technology to convert question paper in large prints,
e-text, or Braille and can also convert Braille text in English or regional
languages.
VIII. The candidates should be allowed to check the computer system one day
in advance so that the problems, if any in the software/system could be
rectified.
IX. The procedure of availing the facility of scribe should be simplified and
the necessary details should be recorded at the time of filling up of the
forms. Thereafter, the examining body should ensure availability of
question papers in the format opted by the candidate as well as suitable
seating arrangement for giving examination.
X. The disability certificate issued by the competent medical authority at
any place should be accepted across the country.
XI. The word “extra time or additional time” that is being currently used
should be changed to “compensatory time” and the same should not be
less than 20 minutes per hour of examination for persons who are
making use of scribe/reader/lab assistant. All the candidates with
disability not availing the facility of scribe may be allowed additional time
of minimum of one hour for examination of 3 hours duration which
could further be increased on case to case basis.
XII. The candidates should be allowed to use assistive devices like talking
calculator (in cases where calculators are allowed for giving exams),
tailor frame, Braille slate, abacus, geometry kit, Braille measuring tape
and augmentative communication devices like communication chart and
electronic devices.
XIII. Proper seating arrangement (preferably on the ground floor) should be
made prior to the commencement of examination to avoid confusion or
distraction during the day of the exam. The time of giving the question
papers should be marked accurately and timely supply of supplementary
papers should be ensured.
XIV. The examining body should also provide reading material in
Braille or EText

 There mobile version is also giving problems these days.

 Good thing of the Paytm.com had been that it does not charge extra 2

having my Public service exam in Allahabad tomorrow(26 June 2013). The
scribe who was considered to go with me is unable to accompany with me
due to some unavoidable reasons. Now I have to do some alternative
arrangement for writing the exam. If any body is there who could help
me in this odd situation, I will be highly thankful for this
generosity.
There will be two papers, one in the morning and second in afternoon.

The home page of this website has some low/miner accessibility issues for 
the people with vision impairment.
The headings are not labeled and edit box appeared just below more career 
article link is also not labeled as per the need of screen reader users. 
There is a link which has again labling related bug.
I could not take much time to go through the entire website, however, I will 
endeavor to do it soon whenever I get some time.
I have tried to open E-VERSION link of this site and found more defects 
related to edit box again. Two out of 4 edit boxes are not labeled in 
accordance with the accessibility norms. Moreover, we cannot consider as 
good accessible site unless any solution for captcha image is provided to 
the users of screen reader application.
Let me see if I can get some time to find more bugs and revert back to your 
team.
