Dear All,

I am pleased to forward you the Judgment of High Court in the matter of
Vidhya Sahayak.  You will be very glad to know that due to hard work of 
all
the blind persons who was selected as Vidhya Sahayak and were not 
appointed

and due to cooperation of our Advocate, Mr. Kaushi Pujara, High Court
delivered the most favourable Judgment.

The summary of this landmark Judgment is given  in Paragraph 16.1 of the
Judgment which reads as follows

There is nothing on record to show that any action has been taken by the
State Government to exempt appointment of Vidhya Sahayaks from the
application of the provisions of Section 33 of the Act.  Therefore, the
decision of the respondents not to consider the Petitioner's for their
appointment as Vidhya Sahayaks pursuant to the advertisement issued in the
year 2010-11, as referred to hereinabove, is contrary to the provisions of
Sections 32,33,34 36 of the Act, 1995 and also unreasonable, arbitarary,
discriminatory and violating of articles 1416 of the Constitution of
India.

Just to inform all of you that Secretary, Department of Primary Education
was ordered by the Court to remain present personally during the final
hearing of the contempt application

Now a good news, the Department of Primary Education has already issued
letters to all the blind persons who had successfully comnpleted TAT exam.
in respect of appointment of Vidhya Sahayak inviting them to remain 
present

on 6th July for the finalization of their appointment.

Circa 2033, Anand is 49 years old. Unfortunately his mother expired six months 
back. His father who was 80 years old and was in reasonably good health expired 
suddenly nine months back. His brother Yogi, settled in Australia, had come 
down for the last rites of mother. However he had to return back after 14 days 
due to personal contingencies.  Yogi has not been able to get Australian visa 
for Anand who is intellectually challenged. Yogi had anticipating this 
situation and was in constant discussion with mother trying to evolve a

refresher course (5-7th June 2013) to update their teachers on changing trends, 
understanding of associated disorders, technology and education of children

Professionals from various fields were asked to conduct lectures / workshops. 
Kavita Shanbhag of ChildRaise and Vice President of Indian Epilepsy 
Association, Mumbai, spoke to the teachers about Epilepsy and understanding 
children with convulsions and its implications to teachers and parents.

[AI] Delhi University: “Laptops for visually impaired ”

Delhi University on Wednesday told the Delhi High Court that it would
provide laptops, equipped with non-visual desktop software, to all its
visually impaired students to ensure that they do not face any
difficulty while undertaking the four-year undergraduate programme
(FYUP) being implemented from the current academic session.

Counsel for the petitioner said that the laptops would not be of much
help for the students so far as the study of Mathematics and Science
was concerned as they had touch screens.

Intellectual Property Organisation that has now legalised the right to
read for an estimated 314 million blind and print disabled. The most
notable common provision in the new treaty and India’s copyright law
is the waiver of prior approval from authors and publishers for the
reproduction and distribution of works into any alternative format,
precluding commercial gain. This could, at least in theory, open up
access to an unprecedented variety of published works to the blind and
print disabled and enable a qualitatively new and real-time reading
and learning experience. Public libraries should seize on this huge
new avenue and cater to the needs of this hitherto largely unserved
segment of the population. It is only through such interventions that
there could be any realistic chance of realising the lofty objectives
of universal and inclusive education. The other key provision in the
Marrakesh Treaty is for the cross-border exchange of accessible
formats of books. This move is truly path-breaking because exchanges
between countries in the past were foreclosed given that copyright law
is territorial. The new arrangement should lead to an increase in the
overall number of works available in accessible formats, as
service-providers around the world can share texts and eliminate
duplication. Cross-country exchanges would also contribute to a more
judicious utilisation of scarce resources in terms of trained manpower
and other material. After all, in addition to public provision of
services for the disabled, the voluntary sector continues to remain a
key partner in this area. Guarantees under the treaty to protect the
legitimate interests of authors and publishers should be scrupulously

Congrats all.
Finally the result came in our favor.
But there are 19 students who were suppose to get job in 2010.
But due to insensitivity of Gujarat government they got justice in 2013.
Who is responsible for this?
Will they get any kind of justice in terms of seniority or cash?
I think our NGO of ahmedabad  should do something significant in this regard.
Because I don’t think our insensible government will do anything itself.

At the time of publishing, the BoomBox plus was available through the RNIB shop 
competitively priced at either £28.80 or £24 (if registered blind).  

About me
I am Neil Smith and I am in my forties. I live with relatives and I have been 
registered severely sight impaired/blind in the last couple of years. I can see 
objects and people through my left eye although I cannot read normal sized 
print, but can see buttons, keys or dials. I cannot see a TV screen picture 
clearly if it is 5 or 6 feet away. I have absolutely no vision in my right eye. 
I have used this device for about a year now.

The BoomBox 
The BoomBox plus USB Memory stick and FM radio is described as follows by RNIB 
shop: “Listen to your audio books, music and local talking newspapers directly 
from a USB stick with this compact MP3 player. Its easy-to-use with just three 
large yellow control buttons and a large, tactile volume control dial. It also 
has built-in speakers and an FM radio”.

The buying process
The BoomBox plus is available through the RNIB shop competitively priced at 
either £28.80 or £24 (if registered blind).  I brought the BoomBox plus myself, 
direct from the RNIB shop and the buying process was very straightforward. The 
delivery was quick and free of charge. However, it can also be brought direct 
from the manufacturer or via some audio book libraries such as Calibre.

Setting it up
The BoomBox plus comes with a set of instructions that are available in the 
format of your choice: audio CD, large print or Braille, which is determined on 
settings of your RNIB shop account if ordered online. The instructions are 
simple and the BoomBox is easy to set up as I did not need any assistance. It 
is a small brown coloured box about the width of your hand spread out with 
speakers at the sides it has 3 bright yellow buttons on the top, a yellow 
sliding on/off switch on the back and a clear round volume dial on the front 
that lights up when turned on. There is no labelling to read on the device, but 
you could quite easily add your own as the buttons are raised on a black 
plastic panel.

Using the product or service
I use the BoomBox plus to play USB memory sticks containing a copy of my local 
talking newspaper. It is easy to insert a USB stick in the top of the device 
and it plays immediately. Although there is a USB port on the back of it that 
is used for charging the battery, nothing happens if you insert a USB stick 
into this. You move forwards and backwards through tracks by pressing the left 
and right yellow buttons on the top of the unit.

The FM radio tunes in by pressing the middle of the top 3 yellow buttons, which 
you only need to do once. The signal is clear for major national stations such 
as BBC Radio 1, 2, 3 and 4, but not always so clear for local ones and may take 
some adjustment of the aerial that can be extended from the back right hand 
side or by moving the box around slightly. There is no digital DAB channel. And 
there is no display to show what station you are listening to.

I consider the BoomBox plus good value for money even though there are other 
products available in a similar price range - the Sapphire 3 USB memory stick 
player and the Sovereign USB memory stick player.

It is useful to anyone that uses a Talking newspaper service or who subscribes 
to an audio book service that is provided on a memory stick. I would recommend 
this to anyone who wants a simple device for playing memory sticks or listening 
to the radio.

Any other comments
The BoomBox plus is small and compact so it is easily portable to take 
travelling if you don’t use other devices such as smart phones or tablet 
computers or cannot get an internet connection for services such as radio and 
talking books.

because We have to give our bank account number to them to buy any products.
so is there any chances to hack my account number?

so I  afraid to give my account number.
I am thinking will they hack my account. like that.

there are also some websites which look like genuin shopping sites,
but are actually out to cheat people with their personal account
information. hence generally its not advisable to use sites that ask
for account number, ATM pin etc. so its better to be careful and use
safer sources.

just check if the website starts with https:
for security reason.
more over, nowadays, fishing, spooling, identity theft are very
casual. So precaution is needed. we might not be able to identify if
the website is fake or not.
but, check the website details twice before giving you're bank  info.

A year ago I was told by titan dealer  told me that Titan is launching talking 
watches. But when whenever I contacted them later they told me that no 
information on the topic was given.
Avalone, a US company is making fine talking watches and the price starts from 
30 dollars.

[AI] Problem with data card.

Friends,
I am facing a grave problem with my huwai E303c data card. For the last 3 
months my net account draining heavily. This time I monitored my acount 
carefully and found that the uploading from my system is very high. But it was 
not done by me but it takes place automatically. I heard that some of the data 
cards from China have a malware in the device, which uploads data from our 
system. If this is the problem with my device, how can I resolve the problem? 
Can I format the device? Does formatting help to resolve the problem? Learned 
members may please throw some light on the issue.

InSight: Inclusion in provision of banking services has been an
important need of persons with disabilities. Accordingly, RBI has
directed banks to make one third of their new ATMs installed
accessible for people with disabilities. Union Bank of India has been
the first to install the Talking ATM. When did the initiative begin?
How many accessible ATMs have you set up since? And how many do you
propose to set up, especially in semi-urban centers where the
availability of such facility is still at a nascent stage?

Lalit Sinha: Union Bank of India’s Chairman  Managing Director, Shri
D. Sarkar and top management fully supported and initiated an IT
solution project ‘ATM Voice Guidance’ for visually challenged persons
as Corporate Social Responsibility. As General Manager, Alternate
Channels and New Initiative Department, I led the development teams,
implemented project and conceptualized fully accessible ATM VG
solution for blind.

Last year, in January 2012, we started this technology solution
project to enable technology for persons with disabilities and
especially for blind and visually challenged persons. The outcome of
this was a pioneering step in bringing a Truly Accessible Bilingual
Talking ATM to India. A Talking ATM provides audible instructions so
that persons who cannot read ATM screens can independently perform ATM
transactions. A Talking ATM is not only for blind and visually
impaired persons but can also be used by aged as well as illiterate
population as voice prompts are available in Hindi along with English.

Union Bank of India launched first Truly Accessible ATM on 6th June
2012 at Ahmadabad, Gujarat in the premises of Blind People’s
Association. It is the first of its kind bilingual text-to-speech
technology based Talking ATM, and the bank’s 4000th ATM. Till the end
of March 2013 we deployed 100+ Talking ATMs spread across India. We
have now set a target as to reach 1000 Talking ATMs installations in
this financial year.

InSight: Moving ahead from the first installation of Talking ATM, you
now have what is called ‘Sampurna ATM’. Could you tell us how Sampurna
ATM is different from the first Talking ATM? How long did it take for
Talking ATMs to be conceptualized as ‘Sampurna ATM’?

Lalit Sinha: Our bank launched Sampurna brand of ATMs in February
2012. Our Sampurna ATMs are ”one stop shop” for many banking services.
Sampurna ATM of our bank has three remittance products viz. NEFT, IMPS
and Union eCash. The facility of investments into bank’s own mutual
fund Union KBC AMC through Sampurna ATM is possible. We have also
enabled self generation of ATM PIN for customers by calling the toll
free IVR number using registered mobile number in two easy steps.

In June 2012 we added a key facility in our Sampurna brand of ATMs of
complete voice guidance for three basic ATM transactions with privacy
and security for blind persons. It took 6 months of development work
and thorough testing of the solution before launching our first Truly
Accessible Sampurna ATM.

InSight: What was the additional effort required on the part of the
bank to set up the Talking ATMs? Did you take any technical assistance
from any external agency for the same?

Lalit Sinha: Talking ATM technology solution is innovated through the
development of software for ATM application and enhancement in the ATM
hardware. ATM level programming is done for mapping functions display
keys (FDKs) to keypad (EPP) for ease of operation for visually
challenged users and for voicing out screen messages through speech
engine. At ATM host end development is done at the configuration
level. Use of Indian accent Text-To-Speech (TTS) technology helped in
developing synthetic voice prompts for two languages English and
Hindi. ATM operation for visually challenged is developed similar to
the technology of interactive voice response (IVR) system. Voice
guidance state is developed through programming developments at ATM
application level and host level so use of a regular ATM/debit card is
possible in Union Bank of India’s Talking ATM.

For the successful development and implementation of our project we
collaborated with a global ATM manufacturing company NCR Corporate
India Pvt. Ltd. In the next phase of project we also worked with
another global ATM manufacturer, Diebold and Wincor AGS. We closely
worked with these ATM vendors to implement our conceptualized
solution. We achieved our development breakthrough which uses
synthetic speech and requires no “special” ATM card/bin/state to
initiate Talking

 Exclusive: Vodafone To Launch Free Incoming Calls While on Roaming,
 Plans Start At Rs.75

 After the launch of most attractive National Roaming plans by Bharti
 Airtel now Vodafone India is gearing up to launch most competitive
 National Roaming Plan and Free Incoming Call plans for its postpaid and
 prepaid customers across India.
 Vodafone To Launch Free Incoming Calls Roaming Plan
 As per the details received from our exclusive sources, Vodafone India
 is planning to introduce 3 plans, one plan at Rs.75 and the other two
 plans at Rs.149 (price may be +- of Rs.5 in some circles).
 With Roam Pack Rs.75 , Incoming calls while National roaming will be
 FREE and No changes to existing outgoing tariffs for roaming calls.
 We have been also told by our sources that Vodafone India will also be
 launching one monthly plan at Rs.149 (RTP FR 149) where in Incoming
 calls will be free on national roaming and for outgoing calls and SMS;
 100 minutes (Local+Std+Roam) and 100 SMS (Local+Std+Roam) will be free.
 Beyond free usage, outgoing local and STD calls will be changed at 1/min
 and Rs.1.50.
 The third plan called as RTP 149 which comes at monthly charges of
 Rs.149 with per second tariff, offers 100 minutes (Local+Std+Roam) and
 100 SMS free (Local+Std+Roam). Beyond free usage calls will be charged
 at 1.2paisa per second for outgoing calls and incoming calls while
 Roaming.
 Note : These plans are still officially not launched by Vodafone India,
 according to our exclusive sources Vodafone India is expected to make an
 announcement in a day or two.

Delhi University on Wednesday told the Delhi High Court that it would
provide laptops, equipped with non-visual desktop software, to all its
visually impaired students to ensure that they do not face any
difficulty while undertaking the four-year undergraduate programme
(FYUP) being implemented from the current academic session.

Counsel for the petitioner said that the laptops would not be of much
help for the students so far as the study of Mathematics and Science
was concerned as they had touch screens.

programming that is described for people with vision loss. But how well are 
they doing to make this fun and informative means of making TV more accessible 
a reality?

On Wednesday Evening, July 24, at 7:00 p.m., Eastern, join in a lively 
discussion about the past, present and future of described television. Learn 
about what programs are being described and where to go to find described TV 
listings. Get practical tips on how to turn described TV on and who to talk to 
when you have trouble getting description to work. Hear results of a national 
survey of viewers with vision loss to find out what the most popular described 
programs are and which ones people with vision loss would love to see 
described. Weigh in with your own favorite programs and personal experiences 
both successfully and unsuccessfully trying to access described TV. And learn 
what the future holds for description and how you can help to bring it about.
