The Madras High Court on Monday rejected a plea from K Kumaravelu of
Marudhur South village in Nagapattinam district, praying for a
direction to Teacher Recruitment Board (TRB) to appoint him as a
secondary grade teacher under the priority quota for
physically-disabled persons.

After passing the higher secondary examination, Kumaravelu, belonging
to a backward class community, completed diploma in teacher education,
in 2009. During his school days, he met with an accident and his right
leg below the knee had been amputated.

He was issued a certificate by the joint director, Medical and Rural
Health and Family Welfare in Nagai, fixing his disability at 60 per
cent. He also appeared for the TET and obtained 83 per cent marks.

The petitioner contended that against the total vacancy of 12,000
posts, 3 per cent of 360 posts had to be earmarked for the disabled
under Sec 33 of the Person with Disability Act, 1995.

Very few candidates were selected under this section. Hence, he must
be given accommodation, after giving relaxation in the requirement of
90 per cent marks, he pleaded.

Additional Government Pleader P Sanjay Gandhi submitted that the
minimum eligibility marks under the Act was 90 per cent.

No person could claim any relaxation in the matter, he added.

I underwent surgery for RD almost after two months and I haven't
regained vision after that.  So, the later you undergo surgery, the
lesser the chance of regaining vision.

Hi,

I have heard that the taptapsee app on the iPhone can be used to recognize
handwriting. The writing has to be in the center of the image though.
TapTapSee uses an image analysis engine and humans to create image
descriptions. The humans handle handwriting recognition.

 In the case of gmail it is the same. Gmail also uses multiple I.Ps,

 line alone it again got banned. So first try with only one line. If

 free to inform me. It may help us to refine our knowledge.

you with the signature change card .

any signature, as i am totally blind. And that's the reason they are

even i have the same experience with angel recorder. it is only
recorded well if someone holds the recorder and records it from near
microphone. may be this has been improved in angel pro. users of this

Imagine a mechanism or a system, which aids in real time conversion of sign
language into audio and video signs for the convenience of visually and
hearing impaired. Well, students of RNS Information Technology, Bangalore,
came up with this system and exhibited it at the IEEE International Asia
Pacific Conference held in the capital.

The idea was to make a project that would help many people in their daily
life. Everyday many visually and hearing impaired people find it difficult
to track things and communicate with new persons at bus, railway, hospitals
and other public places. Hence, the project was developed, says Sachin S.K.
from RNSIT.

This system is equipped with a web camera, speakers, LCD display screen and
software and costs about Rs.35,000. There are other systems in the market
but this is simpler and economical. Efforts are on to build a small,
portable hand-held sign language converter, claims Mr. Sachin.

It was not just this project, there were over 20 other innovative projects
at the biannual congress, which was conducted for the first time in the
city from July 11 to 14.

During the conference, Dr. Peter Staecker, 2013 IEEE president and CEO,
Prof. Deepak B Pathak Project Head – Aakash and other delegates addressed
the gathering.

Students need a platform to exhibit their talent, share their ideas,
interact with experts for updating their knowledge and keep track of
technological developments. IEEE International Asia Pacific Conference
provides them all these facilities under one roof, says Prashant K.V.,
Chair, Executive Committee of the Conference Organising Committee.

Hi,
There are four stages of Retina Detachment, one to four. The recovery of
vision depends on at what stage its detected. At stage 1 & 2 there are more
possibilities of vision recovery.
You should consult good ophthalmologist. If you are at Chennai, visit
Shankar Netralaya or LV Prasad Eye Institute , Hyderabad. In my opinion,
these are two hospitals with institutional set-up.

Hi,

The surgery for retina detachment should be performed without any delay.
The more you delay, the poorer are the chances of you gaining the vision 
back.
Also, there is no guarantee that you will get back your normal   vision 
after the surgery

I lost my sight because of Retinal Detachment. From what I know I
would ask you to undergo the surgery immediately.
In wikipedia it is said that the sooner the operation is done the more
is the chances of getting maximum vision.

The I.P of youtube is different from that of facebook. And from one
website I learned that youtube uses multiple I.Ps. So you will have to
type
 208.65.153.238 www.youtube.com
 208.65.153.251 www.youtube.com

 208.65.153.253 www.youtube.com
  208.117.236.69 www.youtube.com
In the case of gmail it is the same. Gmail also uses multiple I.Ps,
but I don't know what they are.
But  sometimes a single one of the four lines itself would ban
youtube. When I tried to ban youtube by typing only the first line of
the  four commands youtube got banned. When I tried it with the second
line alone it again got banned. So first try with only one line. If
that doesn't work then type all the four lines.
There may be mistakes in my explanation. I learned this trick from
another mailing list. If you find any mistake in my description feel
free to inform me. It may help us to refine our knowledge.

As far as I am aware, there is no any tool for recognizing the hand written 
materials. But I heard intel has a portable device with which we can read 
printed materials and the main thing is, it is portable.

 A visually challenged wants to know how she  can improve her work at
her School where she's presently a
computer specialist inputting data that is read out to her, basically she
types in reports from audio files or which is read to a her ( by a person).
With time being an issue, the suggestion that came from the employer was to
explore looking at a OCR with better handwriting/ scribbled text
recognition.
If there are any better and more powerful tools -
pls advice on the same

[AI] A bank related query

Hi Friends,

I have a query with regards to doing the signature. Firstly, is that
possible to modify my current signature (which is currently thum
impression)? Actually i am a totally blind person, and I want to sign
every time i do any bank related activity, such as withdrawing the
amount. The people in the concerned branch of SBI say, that I can't do
any signature, as i am totally blind. And that's the reason they are
not excepting my current pan card, which has my full signature. My
understanding is, that if one feels confertabel to sign, then why
isn't he or she allowed to do so?

if you are using windows 7 and IE8 or 9 then switch to adobe acrobat 10. the 
lower versions of adobe readers does not properly work with win7.
