Sir, I believe it is not possible to upload the file in dropbox without
there client. Try sendspace, it can also freely be used from your nokia
device, and you no longer need any client to upload or share the link on
sendspace. For temporary sharings, you even don't need to creat an account
on sendspace.

You can download excel format of Union Bank of India’s ATM locations from
 below drop box link

 https://dl.dropboxusercontent.com/u/8123992/UNION_BANK_OF_INDIA_Talking_ATM_Locations_15Oct2013_EXCEL.xlsx

You can filter list state wise, region wise, etc. or find your postal code
 for easy search.

Recommended to carry a computer headphone or earphone which is a standard
3.5 mm (TRS) jack. Mobile earphone (TRRS) may or may not work.

First thing you need to do is find headphone jack and plug in headphone to
start talking mode. You will listen prompt as welcome to union bank of
India accessible atm. Choose your language. Press 1 for English or press 2
 for Hindi.

All operation is IVR type and you need to give input only though keypad
numbers keys and function keys. Operation is simple after couple of times
usage you can finish your transaction within a minute. I request members
those who have used talking ATM can share here.

First time user can do first balance enquiry to get familiarity. You can
use debit card of any bank.

  Dear Friends,

Union Bank of India updated its website with 500+ talking ATMs as on 15
  October 2013. Please visit
  http://www.unionbankofindia.co.in/personal_TalkingATMs.aspx

to download accessible pdf document having a complete list. State
 names are
given heading style for easy navigation and location details are in
  table
  format.

Currently Union Bank is deploying talking ATMs at a large scale.

ATMs from three ATM vendors NCR, Diebold and Wincor-AGS are upgraded
  with
talking functionality for the blind. Good locations are present in
  the
list. Few test audits bank has done at locations like Badlapur,
 Dombivili,
Airoli, Kurla, Delhi, Mumbai, Indore, Baroda, Thane, Ernakulum, etc.
  with
the help of individuals and staff.

Friends, in my mails dated 15 and 26 September 2013, I mentioned a key
  point of actual usage of

talking feature at ATM can only confirm it is working fine. So
 requesting
list members to try out talking ATMs set up by banks like Union bank,
 State
Bank of India, Bank of Baroda, etc.

One more very very key point friends I wish to put across is that banks
have concern on utilization of talking ATMs by blind persons after
 setting
up. Banks top management looks for usage data. So I again urge
  members
 to
use talking ATMs and increase usage if we want more and more such ATMs.
  Please
find time and explore talking ATMs near to you. Also help Union bank in
improving / correcting ATM location addresses and your feedback after
 usage.
You can give feedback on Union Bank of India talking ATMs to mail id
  pran...@gmail.com

I am preparing excel format of the talking ATMs list which will be very
useful for searching locations of your choice by filtering. Also I
  will
write about few key locations in the list from tomorrow.

Once again urging all to start utilizing talking ATMs. Once usage will
increase, there will be more demand and so more pressure on other
  public
and private sector banks to install talking ATMs.

Ultimately I am dreaming of a day when we will have nearest ATM
  available
to us as a talking ATM.

It's certainly possible to upload a file without their client, at least

[AI] What It Means To Be a Disabled, Dalit or Tribal Child in Our Schools

2013-10-24 Thread avinash shahi
The full paper is attached
The findings of a qualitative study commissioned by the Sarva Shiksha
Abhiyan in six states - Andhra Pradesh, Assam, Bihar, Odisha, Madhya
Pradesh and Rajasthan - during 2011-12 to look at inclusion and
exclusion in schools may not be original. But they make it possible
for policymakers to officially acknowledge the prevalence of
exclusionary practices in schools and the urgent need to address them.
One of the overarching insights from this study is the need to view
inclusion and exclusion from different vantage points: from the
outside (who goes to what kind of school); from the inside (what
happens inside the school); and in society (who is visible and who is
not visible; for example, seasonal or new migrants are often invisible
in data on out-of-school children). Equally significant is the
influence of the larger society and social norms on what happens
inside a school, the attitude and behaviour of teachers and the
involvement or lack of involvement of parents and community leaders.
Political and social assertion of the rights of dalits and adivasis
also influences practices and attitudes.

Vimala Ramachandran (vimalar.ramachand...@gmail.com) is with the
National University of Educational Planning and Administration, New
Delhi and Taramani Naorem (tara.nao...@gmail.com) is Consultant
(Research and Evaluation), Technical Support Group (SSA and RTE),
Ministry of Human Resource Development, Government of India, New
Delhi.

Based on a study commissioned by the Sarva Shiksha Abhiyan, Ministry
of Human Resource Development and Government of India in 2012. The
principal investigators were Vimala Ramachandran and Taramani Naorem.
The state reports were prepared by: A Padma and P Prasanthi of Andhra
Pradesh Mahila Samatha Society; Gita Rani Bhattacharya of Assam Mahila
Samata Society; Ajay Kumar Jha, Taramani Naorem and Ajay Kumar Singh
of A N Sinha Institute of Social Sciences, Patna and Educational
Consultants India, Delhi; Anjali Noronha and Kavita Suresh of Eklavya
in Bhopal; and Shobhita Rajagopal and Radheshayam Sharma of the
Institute for Development Studies, Jaipur
Important Sections from the article

9 Children with Special Needs
It is important to note that in all the schools visited there were
either very few or no CWSN. This raised a serious question:
Were these children actually being included in schools or not?
Under inclusive education, the SSA framework clearly mandates
that the programme will ensure that every child with
special needs, irrespective of the kind, category and degree of
disability, is provided education in an appropriate environment
and that SSA will adopt zero rejection policy so that no
child is left out of the education system (GoI, SSA website).3 In
all the six states, factors such as availability of CWSN friendly
infrastructure and a positive and supportive attitude of the
teachers and students towards CWSN did not seem to refl ect
this mandate. Even though ramps have been provided in some
schools and there was also a CWSN friendly toilet in one
school in Andhra Pradesh, their usability still remains a big
concern. However, there is a silver lining as in the case of one
school in AP where teachers and the headmaster were observed
taking an active interest in school activities and being
supportive of the needs of the CWSN and children from
deprived social groups.
10 Can We End All Forms of Exclusion/Discrimination?
As the research teams travelled across the sample states one
question kept cropping up: “When and how will the situation
change?” There are no easy answers and given our track record
of the last 65 years, some prejudices have only become more
palpable. Issues such as caste, religion, and economic status,
place of residence and knowledge of English have become
signifi cant markers in our social and political life. Many older
teachers admitted that the feeling of national unity and of being
one is fading. Many of them attributed this to the way our
electoral system has evolved whereby mobilisation of political
support is done on the basis of social, religious, caste and cultural
identities.
However, despite the fact that the larger sociopolitical environment
is becoming more stratifi ed and divisive, there are
islands of hope across this vast and diverse country.
Taking the Constitution as the guiding spirit, teachers, administrators
and community leaders need to be told that any
violation of the right to equality and the right against discrimination
will invite strict penal action. A non-negotiable code of
behaviour needs to be communicated to all those who are involved
in school education. This needs to be done in writing
and prominently displayed in all schools and educational institutions.
Simultaneously, children need to be involved in activities
that enable them to understand and appreciate diversity,
respect differences and formulate school level norms of behaviour.
Involving children in creating an egalitarian atmosphere
could bring

that text part which says upload. After that, you will get a tipical attach

upload the file in your dropbox folder. If you want to upload it in to a

Subject: [AI] Kashmir University: Disabled unfriendly institution
dear avvinash, we need to know how many studants and employess with disablity
in this university?, as per provisions of u g c this is obligatory for every
university and college to provide reservation in admitions, employment to pwd
and to ensure a barier free envirement to them in study, teaching, movement and
residing. so their problems may be brought into the notice of u g c or ccpd.
But some one has to take lead to make difference in situvation.

Students with disabilities complain that university and college
authorities have failed to provide them the facilities they need
CONCERN
BILAL BHAT
October 21 2013
http://jammu.greaterkashmir.com/news/2013/Oct/21/disabled-unfriendly-institutions-11.asp
It’s hard to imagine the life of the disabled. You can see them
toiling to move from one place to another. Some hobble down the aisle,
some are seen struggling to use the staircase, while others complain
how difficult it is to walk under the scorching sun and in the chill
of the winter.
The social welfare schemes don't seem to benefit the disabled students
in time. Most of the disabled students are not able to avail the
benefits due to lack of awareness. Being physically challenged,
education becomes their only hope to achieve their dreams and live an
independent life. But in the garb of sympathy, they face lot of
discrimination, not only in educational institutes but also at the
time of their employment. After years of struggle to get educated,
they are shown the door by employers on the pretext of being
‘disabled.’
For 24-year-old Arshid Ahmad Dar, who is pursuing LLB in Kashmir
University, climbing stairs in the campus is like climbing a mountain.
He uses a crutch and totters when he walks. “Orthopedically challenged
students while climbing the stairs always have fear of falling. It
feels like you are on the tip of the cliff and death is a step away,”
he says. “Why our university is lacking facilities for disabled
students? How could the orthopedically challenged persons walk up
stairs and make it to the department,” he asks. “University should
have taken this into consideration as other universities in India do.”
After struggling hard to get educated for a normal job, the disabled
are rejected at the time of their employment. Twenty-five-year old
Mohammad Sulthan Rather, who hails from Wassan Bangil, Tangmarg, wants
to become a teacher. Without upper limbs, he struggled hard to make it
to the postgraduate level. After doing masters in education, he
completed his B.Ed and applied for teachers post in 2010. After
getting shortlisted, he was interviewed. He thought his dream is a
step away. But in spite of having the requisite education
qualification, he was disqualified on the pretext of being a ‘disabled
person.’ His dreams were shattered.
“Why did they accept my form and shortlisted me for the post and even
interviewed me?” he asks. “They should have told me from the beginning
that I'm not eligible. While I approached higher authorities they told
me you are not eligible because you don’t have upper limbs.”
Mohammad Sulthan writes with his feet and believes he can teach as
well as others teachers. Disappointed by the system, he says
politicians only brag and those schemes remain confined to the files
and are not applied on the ground. In order to get justice, he filed a
case in high court challenging his post. “I will fight my case. If
other states can have a teacher without upper limbs why not in
Kashmir?” he asks. “I won’t get distracted by this and I have almost
completed my M.Ed to fulfill my dream.”
For the past one year some students in the varsity are yet to get the
benefits of old schemes. Showakat Hayat, who studies law in Kashmir
University, is yet to get the previous scholarship he had applied for
last year. “I had applied last year and till now we have not received
a single penny and now I’m applying for another one,” he says. “When
will I receive the aid? We even don’t get any information about
different programs and welfare schemes for the disabled students.”
Disabilities act of 1998 guaranties equal opportunities for the
disabled persons. But in Kashmir the law of equality remains confined
to the papers. To look after the grievances of the university
students, a special cell was created in the university campus in 2009.
There are about 150 disabled students in the Kashmir University.
Accepting some lacunas, Registrar Kashmir University Prof. Zafar Ahmad
Reshi says university does provide them scholarships on time like
universities Alumni scholarship. “The centrally sponsored scholarships
may take time because of the procedure,” he says. “We are working to
provide every possible facility to these students. We will be
installing audio books and Braille system for vision of disabled
students soon.”
Prof. Zafar says

David wearing blindfold using a screenreader

I’m a full visually-able user and I love looking at websites. I know
though, that not everyone experiences websites in the same way.
Browsing websites at
different screen sizes is a hot topic at the moment, but lets not
forget that it’s not just mobile users that experience websites
differently, blind users
experience them in a way you might not even realise.

So I started using a screen reader to see (I suppose I should say
“experience”) how a blind user navigates a website. First I want to
say accessibility
isn’t completely new to me. I’ve been creating W3C valid websites for
years, building to web standards, and always taken care to make sure
all my images
have alt tags, and any Flash has an appropriate text alternative.

However, when I started using a screen reader, I learned quite a lot.

1. A screen reader reads the entire desktop, not just the browser.

Somehow in my ignorance I assumed the screen reader was just the
browser, but it’s not, it’s the entire operating system experience.
From turning your computer
on, you need to navigate using keyboard commands to the browser and open it.

If anyone tells you that a good way to experience websites as a blind
user is to use obscure browsers like
lynx
 or
w3m
(as someone tried to tell us on
our Facebook page),
just remember that it’s unlikely you’re getting the same experience as
the majority of blind users.

2. It’s difficult

The learning curve is steep! Getting to know the keyboard shortcuts
just to move around the page is difficult, as is remembering where
those keys are on
your own keyboard when you’re blindfolded! Oh yes, I did blindfold
myself for the full experience, not at first, but gradually once I
became more confident
I knew what I was doing. Often I would navigate myself into a corner
or option that I was unfamiliar with though, and had to take a peek to
discover what
had gone wrong.

Here’s a sample of what happens when you navigate to a page using a
screen reader, it starts to read out every piece of content on the
page, and I mean
EVERY piece of content, and doesn’t stop until it’s melted your brain
and the words merge together into a sea of electronic voice. If you
want, you can
listen to the entire page, but I learned from
this screencast
by visually-impaired user Robert William that it’s actually much
better to wrestle for the control and navigate through the content
yourself. Be prepared
though to be baffled by hundreds of links and headings before you even
get to the page content, or the link you want.

3. It’s different between browsers

The most popular browsers for blind users (
according to WebAIM in May 2012)
in Internet Explorer 8 (30.4%) and 9 (28.5) and Firefox (20%). My
favourite browser is Chrome, which I started using, but soon realised
the experience
was very different between browsers, so switched to Firefox which
actually does a very good job of accessible navigation.

It was when I viewed a page created by accessibility researcher
Sina Bahram
to demonstrate good accessibility that I discovered that Firefox
automatically adds a landmark HTML5 nav elements without having to
specify an ARIA role.
I asked Sina why he didn’t add a role=”navigation” to the element,
which I thought was standard practice, and he replied:

block quote
“when there’s an actual HTML5 element to do the same thing, I tend to
use the element. More semantic.”
block quote end

He’s right, but of all the browsers I tested, this only created a
landmark in Firefox.

There’s a video of Sina demonstrating accessing the web using a screenreader
here.

4. You have to learn to listen fast

I once realised when watching a DVD on my Playstation 3 that you can
set the speed to 1.5x. Which means you can finish watching a 2 hour
movie in only 1hour
30 mins and still understand what’s going on. “That gives me 30
minutes of life back!” I said excitedly at the time, and started to
fry my brain listening
to their speeded up chipmunk voices. Of course I couldn’t take the
unnatural high speed pace, and changed it back to normal pretty
quickly. But that’s
nothing compared to the speed Sina Bahram listens to his screen reader
(see the first 40 seconds of the video linked above).

Even at a relatively casual pace though, it’s a lot of information to
take in at once and often I would have to go back and listen again to
the page options
I’m given.

5. Some popular websites are very difficult to use

I was trying to use my screenreader to browse to the websites I use on
a daily basis. Facebook, forget it. Despite
articles telling me how accessible Facebook is
in theory, the JavaScript and infinite scrolling page caused my
screenreader to slow

[AI] Infosys Labs - Web 2.0 Challenges Accessibility? another must read post.

Hello friends,
This post gives expression to many of the facts that a differently
abled person suffers from in his every day life. Please read and

Infosys Labs - Web 2.0 Challenges Accessibility?
Does Web 2.0 Challenge Accessibility?

By Shrirang Sahasrabuddhe and Ajay Kolhatkar PhD
Web 2.0 poses a volley of challenges for the differently-abled user
and any step ahead in the technology must mull on inclusiveness

Download

With its global reach and versatility the world wide web has had a
huge impact on the way we work and live. The web has enabled access to
a range of news,
information, services and entertainment. It has also provided means
for social interaction, civic participation and in many cases, a means
of livelihood.
While for the able user the web opened a wealth of information and
entertainment, it provided more independence, work opportunities and
social interaction
for people with different abilities (PwDA). Assistive technologies
such as screen readers and speech recognition have made the websites
easily accessible
for people with visual and auditory impairments.

Over the past few years developments in web technologies such as
JavaScript, cascading style sheets (CSS), eXtensible Markup Language
(XML) and Asynchronous
Java and XML (AJAX) have transformed the web from being a mere
information provider to an interactive medium that allows two-way
communication between
a website and its users. It has converted the web users from being
passive consumers to being active producers and consumers of content.
The new web harnesses
collective wisdom of crowds through means such as wikis, blogging,
tagging and social networking. Rather than being a means of
disseminating marketing
information the web is now being used to involve consumers in the
processes of product design, development, marketing (buzz or word of
mouth) and even
after sales support. This new web — christened Web 2.0— provides
interactions that are visually rich, contents that comprises
multi-media and experiences
that pan both real and virtual worlds. Most such visually rich
applications rely extensively on user interactions especially using
mice or other interface
devices.

While all the above are welcome changes for able users, for PwDAs it
creates new challenges for access and usage. What follows is a brief
discussion on
the need to address the requirements of differently-abled people,
challenges posed by some of the technologies and possible resolutions
of some of these
challenges.

NEED FOR ACCESSIBILITY
According to World Health Organization (WHO), close to 10% of the
world’s population (a little over 650 million people) suffers from
some form of disability
[1]. However some country specific statistics, collated from the
respective country’s census data, indicates that the malaise might
actually be larger.
Table 1 gives an indication of the percentage of PwDA population as a
percentage of total population.

As per the WHO, disability is an umbrella term that covers
impairments, limitations on human activities and restriction in social
participation. Since the
use of information and communication technology (ICT) is increasingly
becoming a vital part of educational, economic and social life for
everyone today,
people with different abilities are likely to be excluded unless
efforts are undertaken to make ICT accessible.

On a contrasting note, as per US Department of Labor estimates, the
PwDAs in the US have discretionary income of $175 billion [8]. In the
UK a similar estimate
puts the number at £200 billion and in Canada the estimate is $26
billion [8]. This clearly indicates that there is a huge untapped
market that has expectations
of high quality products and services that are available at competitive prices.

Another important consideration is the fact that for most able users
the internet is just one more medium for transaction. But for a
differently-abled individual,
it is probably the most important (and sometimes the only) means of
interaction with the world outside. It also affords them the much
desired sense of
independence.

In 2000, the National Organization on Disability and Aetna U.S.
Healthcare instituted Harris Interactive to conduct a survey of
Americans with Disabilities
[9]. One of the findings of this research was that four out of ten
people with disabilities were online and spent twice as much time on
the internet compared
to their able counterparts.

Notwithstanding such an overwhelming case for making the web an
accessible place, almost 97% of the WWW is inaccessible as per the
United Nations Global
Audit of Web Accessibility conducted in 2006 [10].

MAKING WWW AN ACCESSIBLE PLACE
In view of the situation described in the previous section, a world
wide effort is on to make the WWW an accessible place for all. The
efforts are at multiple
fronts of instituting legal requirements, to creating new standards
and guidelines for web development, to developing tools and services
for assessing
if a website

[AI] regarding scanning even and odd pages with openbook

2013-10-24 Thread mukesh jain
hello,
i believe that many of you may be using the openbook software to scan
the prinbted matterial. recently, i have been facing some difficulties
in scanning large books as i have to repeatedly move either my pearl
camera or the book to have the page exactly just beneath the camera.
this repeatation causing me bit anoyance and disturbance resulting in
slow speed of scanning the huge book. this was bit easy with fine
reader using flat bed scanner as i only had to lift the book and keep
it on the glass quickly. since pearl technology uses same accuracy
with much faster speed than fine reader, i am now more keen on
exploring the available option in openbook i.e. scanning even and odd
pages. i have tried to work on this setttings but couldn't exactly
understand the method for it. so if anyone has applied these settings
while scanning, please write detailed steps for scanning even and odd
pages and how to arrange those pages in a serial number.

your valluable suggestions are kindly invited.

Re: [AI] Regarding JAWS Scripts

2013-10-24 Thread shankar shan
First of all, let’s start out with some definitions. What is a script
anyway? When you perform a job on a computer, it usually involves a
number of steps. You may have to press several keys to get you to the
right part of a program to do a job, or you may even have to press
several keys to open the program you want to use. Then, once you are
where you want to be, you may have to press several more keys to enter
the data you want. For example, you might be in a word processor and
want to type your return address at the top of a letter. This could
become a tedious task if you have to do it a lot, so wouldn’t it be
nice if you could have the entire return address typed out for you
with one keystroke? That is exactly the type of thing a script can
do. A script is a sort of mini computer program which combines many
steps or keystrokes into one operation that you can activate quickly
and simply. Well, at least that’s one type of script. JAWS and other
computer applications use scripts all of the time, and obviously they
aren’t always being used to type out return addresses. So, more
globally, scripts are sequences of individual steps that can be used
to activate and control a wide variety of computer processes from
things as simple as entering repetitive strings of data to many of the
things your computer does on an ongoing basis as part of its
operation.

can guide you in a better way.

hello,
i believe that many of you may be using the openbook software to scan
the prinbted matterial. recently, i have been facing some difficulties
in scanning large books as i have to repeatedly  move either  my pearl
camera or the book to have the page exactly just beneath the camera.
this repeatation causing me bit anoyance and disturbance resulting in
slow speed of scanning the huge book. this was bit easy with fine
reader using flat bed scanner as i only had to lift the book and keep
it on the glass quickly. since pearl technology uses same accuracy
with much faster speed than fine reader, i am now more keen on
exploring the available option in openbook i.e. scanning even and odd
pages. i have tried to work on this setttings but couldn't exactly
understand the method for it. so if anyone has applied these settings
while scanning, please write detailed steps for scanning even and odd
pages and how to arrange those pages in a serial number.

your valluable  suggestions are kindly invited.
thanks,

Unless the web designers consider the requirements of all types of
their users, the minorities (in their view), though a considerable
number, will be ignored and they have to fight for their rlights.

This clearly indicates that there is a huge untapped
 market that has expectations
of high quality products and services that are available at competitive
 prices.
