The election staff had the paper written in braille stating clearly each candidate, his party and Number. on the EVM the numbers were written in braille in front of each button. Not a disabled friendly electoral system 5 December 2013 While it tried through media campaigns to improve the voter turnout for the Delhi Assembly elections, a large number of persons with disability (PwDs) were still unable to reach the polling booths — as they were not disabled friendly — and could not exercise their franchise. A case in point was that of Neeru Gautam, who works in the disability sector with Sahyogi. A resident of Block 34 of West Patel Nagar, Ms. Gautam decided to cast her vote by taking her power chair all the way to the polling station in Block 26 Community Centre. However, on reaching her polling booth, she realised there was no ramp to enter and the entrance to the room was also blocked by a wooden pole which had been put in the middle of the passage to segregate the incoming and leaving voters. “As my chair could not enter the room, I asked the election staff to come out and help me cast my vote. But despite repeated pleas, no one came forward. Then one person offered to lift me physically, which I refused outright and I came back without casting my vote,” she rued. Ms. Gautam incidentally had been voting in every election. “Earlier, I had a helper who would take me inside the booth but ever since I became independent due to my power chair, I have not felt the need for one. The Election Commission should have ensured ramps and barrier-free access for the PwDs in this election.” Some PwDs also vented their anger on social networking sites. Abha Khetarpal, a wheelchair user and president of NGO Cross the Hurdles, wrote on the Facebook page of Dr. Satendra Singh, Coordinator with the Enabling Unit of the Equal Opportunity Cell of the University College of Medical Sciences, how polling booth number A-28 in Subhash Nagar, where she had to cast her vote, had no ramps for wheelchair users and no Braille stickers. She commented: “So, in this politics of vote bank, polling stations are inaccessible. How can this be called government of the people, by the people and for the people?” Ms. Khetarpal also noted the media often asks for proof about such shortcomings in the electoral system. “But taking pictures is not allowed — a disabled system indeed.” For his part, Dr. Singh said: “I haven’t seen any attempts on the part of the Election Commission to publicise voting facilities for the disabled. There is no information on radio or media. However, kudos to the EC Delhi to finally make their website accessible to visually impaired. Sadly, EC’s website is still inaccessible.” Despite the heavy odds, some PwD voters remained determined to cast their vote. Virender Kalra, a bank manager and a resident of Subhash Nagar, was one of them. But I found the numbers written in braille. Initially, I could not locate the numbers. but when I touched the machine very carefully, I found the braille indicators after each button. The pressing area was lower than the point where the numbers were written. The Explorer application by default creates a preview of the selected items. Naturally, it takes time. Jaws takes longer to initialise the information it reads out. The problem may not be noticeable in most cases. But I faced it and the trick I wrote about solved my problem. The preview is important in a folder of images where a sighted person can see the images without actually opening the jpg or fif file. In such a situation you can turn on the preview window using alt+p command. However, as I wrote, I am not sure if it would solve the problem of my friend. I just asked him to give it a try. Friends, I do not think merely providing Braille on the EVMs buttons is the solution. Most blind voters will not be able to read Braille. The solution has to be more universal. Providing Braille notings on buttons is a cut and paste solution. We need to take the matter with the EVM manufacturers or the EC needs to understand the issue of access and then come up with a solution. The plan, announced a day after World Disability Day on Tuesday, will help thousands of handicapped passengers protect their allotted space on local trains. The Railway Protection Force (RPF) of the Western Railway has planned a special SMS alert system to prevent able-bodied people from using compartments reserved for handicapped persons. This initiative comes in the wake of an aggressive campaign by disabled rights groups which have been stopping suburban trains where compartments for the disabled have been occupied by able-bodied people. Mahim Swami, chief security commissioner and inspector general of the RPF, said, We will co-ordinate with the public relations office of the Western Railway to implement the SMS alert plan, with the help of mobile phone service providers. The SMS plan was revealed a day after World Disability Day, which was observed on Tuesday, and would help handicapped travelers protect their space on local trains. Bothered by the crowds of able-bodied people regularly misusing handicapped reserved compartments, activists have been taking recourse to pulling the emergency alarm chain to stop trains and get these people out. This results in delays and affects the punctuality of services. Strangely, even the heavy fine of Rs500 on those caught traveling in a compartment reserved for the handicapped hasn't deterred these offenders. Swami said the railway police had also launched a special drive on Tuesday against able-bodied commuters traveling in compartments for the handicapped. The SMS that will go out soon reads: Please don't board the coach for the disabled on your train journey. It is especially reserved for physically handicapped commuters. Unauthorised commuters boarding these compartments, will be prosecuted by the RPF under the Railways Act. The officials say announcements at stations have failed to stop unauthorised commuters using compartment for the handicapped. But they believe that the SMS campaign would make a difference. Sunil Chimulkar, secretary, Disability Advocacy Group (Mumbai division), appreciated the SMS initiative saying it would help to reduce illegal travelers and make travel for handicapped commuters less taxing. Chimulkar and Jeetendra Karelia, president of the group, together with some regular handicapped commuters met Swami on Tuesday. What law says. Technology is not the only factor here. Yes, we need to explore possibilities with the technologies the EC uses but alongside there is a great need to sensitise and train the officers posted at the polling booths. As far as the technology is concerned, I believe the EC has to be involved with the process of creating access. She didn’t seek help from any sighted for knowing the serial number of her choice. After knowing the serial number from the Braille list, she moved towards the EVM. it's true Gorge Sir, until unless we know the list of candidates and their serial number then how will we come to know to which number we have to press the button, on EVM machine if the names are provided against the buttons it will take long time to read where there will be more candidates, for example in Timarpur constituance there were 12 candidates we can't waste our time reading near EVM machine the other people in the line will start shouting, so I request you to write to Election Commission to provide Braille list of candidates outside the Poling booth so that we can decide to which number we can press button.
