[AI] CPI(M) Stand on the Disability Bill

2014-02-07 Thread avinash shahi
Dear All
We all must thank CPI(M) and Sitaram Yechury who demanded for refering
RPD Bill to the Standing Committee yesterday and represented the
legitimatd demands of majority of persons with disabilities. we should
not forget disabled have no representation in either of the houses.
and if Seitaram sir has not raised this demand our lives would have
been in peril. what we want debate and discussion in the parliament
on RPD. isn't disability a national issue? formost India should
legislate its law on disability in harmony with UNCRPD which current
law has intentially ignored.
Now attempts are on to vendalise and attack CPI(M) Office, we all
should unite to condemn such attempts, and lets be united to fight
against such individuals and groups who for scoring political points
are hastening RPD Bill for passage which has countless inadequacies.
Many thanks to Sitaram Yechury and CPI(M)
JNU blind students and scholars are greatly indebted to CPM and
sitaram Yechury who became the powerful voice of the disabled in the
Rajya Sabha.
We hope CPM will not succum to any pressure exerted by some of the
politically motivated groups and individuals.

Dear Syamala gidugu,
This is in connection with your concern about the cpim's position re
the rights of persons with disability bill which you expressed to me
in the telephone conversation we had yesterday. You said that the
government had agreed to twenty amendments to the bill jointly worked
out by the disability sector and that therefore the bill should be
passed without any delay instead of sending it to the standing
committee as suggested by the cpim.
I believe you are completely misinformed. The government did not move
any of the amendments which had been unitedly suggested by the
disability sector.. Not a single one, except for changing the date on
the bill!
When the bill was introduced in the house, without any of the official
amendments, the parliamentary group leader of the cpim, com sitaram
yechury, asked for it to be referred to the standing committee.this
reflected the opinion of the disability sector. It had been unitedly
agreed by all those involved in the struggle for the bill that if the
government did not accept the minimum non-negotiable amendments, the
bill should not be passed.
I would request you to kindly verify the facts before taking public
positions. if this had been done much of the subsequent confusion
regarding the bill on the part of a few of the organisations who were
wrongly informed that the amendments had been moved, when they had
not, could have been avoided.it was entirely wrong on the part of the
government to introduce the bill without the amendments.
I would like to reiterate what I told you on the phone, the pressure
should be on the government to move the official amendments on the
floor of parliament, in the few days it has left of this last session.
The onus is on the government, not parties like the cpim who have been
uncompromising in their wholehearted support for the disability rights
movement. In fact it is only because of the strong stand taken by the
cpim that the government could not push this flawed version of the
bill through. we have provided another opportunity to force the
government to bring the amendments.
having been personally involved with the movements for justice for the
disability sector for many years and having as a member of the rajya
sabha, ensured the first detailed discussion on disability issues
demanding a bill based on rights, in the rajya sabha I can assure you
that my party is fully committed to take the issues forward. we are
happy to work with all organisations working on disability rights
issues including your organisation.
i am copying this letter to the nprd with the request to circulate it
to other organisations and individuals so that the position of the
cpim can be made clear.
with best wishes,
Brinda Karat

Just came across this link.
http://pib.nic.in/newsite/PrintRelease.aspx?relid=103259
Now what does this imply as far as the immediate future of the
legislation is concerned? Will it be pushed through in this Parliament
session itself? The Cabinet interestingly, has refused to accept the
legitimate demand regarding the need for a disabled person to head the
proposed Disability Commission.

Now what does this imply as far as the immediate future of the

session itself? The Cabinet interestingly, has refused to accept the
legitimate demand regarding the need for a disabled person to head the

Re: [AI] Must attend Protest against the Bill at Parliament Street today at 11 AM

2014-02-07 Thread Rajasekhar
The Rights Bill without rights in the present global context is a mockery in
itself and any bill will just be nothing more than another semantic
exercise.
We must remember that even with the 1995 Act, we have to wait till October
2013 when the Supreme Court have to intervene thanks to Mr. Rungta.
There is a great deal of difference the way the 1995 Act was formulated
and the New Rights Bill being conceived today.
20 years ago when the 1995 Act was prepared, many of us must be students and
today we are well matured, well informed and motivated enough to shape our
destiny for ourselves and even for future generations.
Nothing About US without US!
Global perspectives on disabilities have considerably improved and we cannot
afford to lag behind. Hense all efforts must be put right now for the best
bill possible.
Let us all strengthen Mr. Rungta and Mr. Dipendra at this most momentous
juncture.
Now that the Bill is tabled in Rajya Sabha, focus must be on the necessary
additions and amendments.
We should raise our issues with the members of the Select Committee of the
Rajya Sabha.
We can have more informed debate on the Rights Bill during the AccessINdia
convension.

Rajasekhar

Though not physically, but mentally I am very much with the protestors at
parlimant street.

If the present draft bill fails to clearly define low vision, does not have
adequate penal provisions, has weak institutions to monitor and enforce the
law, justifies discrimination on ground of disability for furthering
so-called legitimate aims, places persons with high support needs in
pattronage of RCI, does not say who may be included in high support needs,
and so on, why should we have it in the first place?
Only solace perhaps is bifurcation of reservation for blind and low
vision
that too by giving half a percent to each it makes mockery of biggest group
of persons with disabilities...

Dear Comrades
Do join us today please, if not today then we'll lose this battle. And our
future generations will never forgive us.
We have not slept last night and have been meeting mailing and calling MPS
of Rajya Sabha through all means that we possess. fortunately we managed to
contect 40MPS of various parties and breiff them about the ramifications of
this RPD Bill. Many of them assured they will oppose the Bill few said: they
will refer to the Standing Committee. in a desperate and sudden move last
late night Government uploaded revised list of legislative business to be
conducted on 7 feb 2014. It is going to introduce RPD Bill today later in
the day. as we read the revised list last night we have been tirelessly
doing what we can do to prevent the passage of this Black law. Please do
circulate this call widely, and ask people to join us. those who have
internet accesss please inform those who couldn't follow such unexpected
development last night.

We are sorry to differ since HV Pro is not the same like HV Pro and it is
onot an advanced model of Angel Pro as it does not come from Karishma

In fact a new model Angel pro Karishma is being relased next week which is
small like a mobile phone and has much better features than HV Pro.
If you need more details please do write to us.

Awaiting to hearing from you.

Dear Mohit,
AngelPro & HV Player are same.

HVPro is the upgraded model of AngelPro/HV player. It is small in size and
can be easily carried.

If you want to travel with the player then you should go for HVPro as it is
easy to carry. Whereas angelpro/HV is  big in size and does not even come in
the pocket.

Hi friends in my laptop C drive consists of 153gb, which I want to

made my drive to 131gb from 153gb but didn't make new drive. More over
I tried through AOMEI partition assistant pro edition, but it seems

2014-02-07 Thread Balaraman

Dear friends,
You can do it easily with Vinux.
Vinux is a customised version of ubuntu which allows a VI to run and
install vinux independently.

Actually, you don't even need to install vinux to use it.
You can boot it from the pen drive and easily accomplish the
partitioning tasks with utmost ease.

If someone is interested, I shall explain more.
Thanks and regards,

P. Balaraman.

Dear colleagues,

Let me first express my gratitude to you all for remaining united on the
issue of Bill on the rights of Persons with disabilities. I would like to
share with you with happiness that our joint efforts have yielded results
and the Bill introduced by the Govt. has been referred to the Select
Committee signifying our victory. I now proposed that we should have a
joint meeting of all the representatives of different disabilities to
examine the Bill as referred to the Select committee and formulate our
common stand on each clause of the Bill. I intend to do it in the first or
second week of the March, 2014 in consultation with you all. IN view of
this I have decided to suspend the NFB's agitation which was initiated on
28.1.14.

The only dampner is that it needs to be used with either the default
Microsoft TTS or eSpeak.
If you want Eloquence or Vocalizer then you need to purchase them
separately.
The TTS on Windows 7 & 8 is pretty good. There are no licensing hassels,
just download window eyes and if you have a valid office 2010 or above
license, it will work in full version.

FOR IMMEDIATE RELEASE

Fort Wayne, Indiana (January 14, 2014) - GW Micro, Inc. (

www.gwmicro.com)

is proud to make a revolutionary announcement. GW Micro and Microsoft
Corp.
have partnered to make Window-Eyes available to users of Microsoft
Office at

no cost. Window-Eyes is a screen reader that enables people who are
blind, visually impaired, or print disabled to have full access to
Windows PCs and

makes the computer accessible via speech and/or Braille.

To better deliver Window-Eyes to the people who need it most, GW Micro
and Microsoft have collaborated on this global initiative, available
in over
15

languages, to enable anyone using Microsoft Office 2010 or later to
also use Window-Eyes for free. Access to technology is critical to
people who are

blind or visually impaired in order to have the same opportunity to
compete in the workplace. As such, this initiative between GW Micro
and Microsoft has

the potential to reduce barriers for millions of people who are blind
or visually impaired around the world.

As the population ages, technologies like Window-Eyes will become more
and more important as the number of people with age-related macular
degeneration

and other retinal degenerative diseases increases. "This significant
change in the way we are doing business reflects the changing
perception of accessibility

and also technology in general. Rather than wait for the world to
change, Microsoft and GW Micro are leading the way," said Dan Weirich,
Vice President

of Sales and Marketing for GW Micro. Weirich believes this technology
can help millions o! f people gain access to their PC, and that
providing it free

of charge will open a whole new world of assistive technology to many
people.

In light of the rapidly changing face of technology and specifically,
the changing face of assistive technology, the combined efforts of GW
Micro and Microsoft

have the goal of providing accessibility to people who are blind and
visually impaired for the long term.

Microsoft continues to take accessibility seriously. "By partnering
with GW Micro in this endeavor we are demonstrating Microsoft's
ongoing commitment

to provide all of our customers with the technology and tools to help
each person be productive in both their work and personal lives." said
Rob Sinclair,

Chief Accessibility Officer for Microsoft.

Now it is not a easy task to ratify it from the standing committee. However
a little hope liave if it will be refered to standing committee. For that we
have to put our full eforts for amending it. Without coming on road it is
not possible.

Thanks

Dear Rajesh,

I could not have put this more eloquently. But I am afraid the MP's
will pass it and then ... some more work for those of us who are
involved in this. Unfortunately, as in many cases earlier, this
government has shown utter carelessness for public opinion and in this
case, the opinion of the concerned public is so fragmented that they
will have free hand.

How ridiculous it sounds when first we go to them saying that the bill
be passed expeditiously and then in the same breath we run saying
"sorry but please wait".

These few days have been truly painful. I can only say that we shall
hope for the best and start preparing for the worst.

With best wishes,

Ketan

At best, it should be referred to standing committee, where we can voice

Don't Know why Javed and et al are in desperate haste to have it passed.

Dear Ketan

The question really is:
1 Wait until an ideal draft is ready which is acceptable to all
stakeholders?
2 Get the legislation and work for the amendments.

The difficult question is even if we wait and again go through the
consultation process will the babus still water it down all over again?
Even
the one which went through the consultation process was not fully
acceptable
in some quarters. In my view, we the stakeholders should first work to
make
a draft which is generally good and not having serious concerns. I agree,
it

is impossible to get a draft which is 100% appealing to all.

I think, no political dispensation is concerned with the political
ramification of this bill and hence, it should not hold serious
significance

to any political entity which takes over post election.

Therefore, in my focus should be first get a good draft and later,
collectively work for its passage.

We should not by any means compromise on "nothing for us without us".

This is my personal take on this subject.

Subject: [AI] Rights of Persons with Disabilities Bill

Dear friends,

We have all been discussing this legislation for a few days now and
obviously our passions are running high with the way this is being
imposed upon us. I personally feel that this is also a significant
way of looking at our polity and our sector:

This law was to have been in actuality one of the most consulted and
discussed piece of legislation in the history of this country. I
remember having participated in several such discussions. But as it
turned out: we are being handed a raw deal. Our sector is
legitimately upset about this.

Congress, BJP, Communists or any one do not really care for us. None
of the senior parliamentarian is ever concerned about disability.

India ratified UNCRPD without reservations: This could have meant 1
of 2 things: either the nation is serious to change the entire legal
regime to bring it in tune with the Convention or (and this is more
likely in our case) just ratify the damned document and make disabled
happy.

I am still perplexed as to how are we going to have UNCRPD implemented
merely by having the new disability law (certainly not this one with
all its inadequacies) when there are so many laws that run counter to
the Convention.

This sure needs to be kept in mind by us at the time of considering
the new law and should also insist in the amendment of the other
relevant laws.

With best wishes,

Ketan

[AI] Must attend Protest against the Bill at Parliament Street today at 11 AM

2014-02-07 Thread Asudani, Rajesh

Though not physically, but mentally I am very much with the protestors at
parlimant street.

If the present draft bill fails to clearly define low vision, does not have
adequate penal provisions, has weak institutions to monitor and enforce the
law, justifies discrimination on ground of disability for furthering so-called
legitimate aims, places persons with high support needs in pattronage of RCI,
does not say who may be included in high support needs, and so on, why should
we have it in the first place?
Only solace perhaps is bifurcation of reservation for blind and low vision
that too by giving half a percent to each it makes mockery of biggest group of
persons with disabilities...

Dear Comrades
Do join us today please, if not today then we'll lose this battle. And
our future generations will never forgive us.
We have not slept last night and have been meeting mailing and calling
MPS of Rajya Sabha through all means that we possess. fortunately we
managed to contect 40MPS of various parties and breiff them about the
ramifications of this RPD Bill. Many of them assured they will oppose
the Bill few said: they will refer to the Standing Committee. in a
desperate and sudden move last late night Government uploaded revised
list of legislative business to be conducted on 7 feb 2014. It is
going to introduce RPD Bill today later in the day. as we read the
revised list last night we have been tirelessly doing what we can do
to prevent the passage of this Black law. Please do circulate this
