[AI] Effect of CHange.org

2014-05-02 Thread Sushmeetha
Received the below email today, hope its helpful for all the Bangalore
residents. Please share within your network.

We won! BMTC has started displaying helpline numbers for women in all their
buses.
Kumar Pushkar, Director (IT) at the Bangalore Metropolitan Transport
Corporation, responded to our petition and said -
1. BMTC has revamped its helpline number 1800-425-1663.
2. Women Safety issues will be answered on priority if you dial 2 after
landing on the helpline number.
Sushmeetha, this wouldn't have happened without the 50,000 people who signed
my petition. BMTC listened to us. They are taking many steps to make their
buses safer for women.
This campaign taught me something very simple. With enough public support,
we can ensure that authorities listen to our demands; Even an 18-year-old
like me can create the change I want to see.
Sushmeetha, is there something you want to change? Start a petition and
mobilise support.
I look forward to supporting your petition and cheering you as you win your
campaign.
With lots of excitement,
Amala via Change.org

2014-05-02 Thread Rahul Bhatia
ya because for hosted network automatically turned off,
for sharing your network you have to turn on via these commands, ya
you are right there are several softwares like conectify and virtual
router, but i came to know that conectify has its drawback after some
time our system faces blue screen problems, i am not sure about that.
on the other hand i have used virtual router each and every time we
have to turn on that also.

Re: [AI] Accessible Linux

2014-05-02 Thread Pranav Lal
Hi,

I have heard that ubuntu 14 is accessible out of the box. You would use the
text console of the installation. Route that console's output through
com0com. You would then use a terminal emulation program to monitor the
matching com pport and drive the installation from there.

Re: [AI] Attention: Only 38% disabled certified, belying parties' tall talk By Rema Nagarajan

2014-05-02 Thread avinash shahi
As I hinted about the seriousness on certificate issue on 28th of last
month, EPW has come up with an editorial on this RTI finding!

Disabled citizens face a traumatic time procuring the crucial
disability certificate
http://www.epw.in/editorials/whither-internet-democratisation.html
Among the tasks that fill most Indians with dread is the act of
procuring the all-important identity and eligibility documents so dear
to the Indian bureaucracy. Imagine the plight of disabled citizens for
whom getting a disability certificate that officially recognises their
disability and medically ranks it in percentage terms has long been a
nightmarish experience. Yet, without that certificate their identity
as a disabled person, no matter how obvious and visible the
disability, is not established. So, whether it is a job, admission
into an educational institution or a travel concession, without such a
certificate they have no access to the government welfare schemes,
concessions and subsidies meant for them. Recently, an application
under the right to information (RTI) has elicited information from the
Ministry of Social Justice and Empowerment that only 38% of the
disabled in the country have managed to get the precious certificate.
The information under the RTI, carried by the media, says that while
40% of the disabled in Uttar Pradesh and Madhya Pradesh have managed
to get the certificate, in Delhi the figure stands at only 22%. States
like Maharashtra, Rajasthan, Gujarat, Assam and Kerala seem to be
among the worst performers in this respect, while Tripura with 98% and
Tamil Nadu with 72% coverage are among the best.

Census 2011 records 26.8 million disabled Indians but this figure is
widely disputed and is considered to be much lower than the actual
number. Recently, Tamil Nadu has made it possible to apply for the
certificate online with promise of delivery within seven days. But
elsewhere, the time period between application and delivery varies
from a minimum of six months to a year, according to disability
rights' activists. The description of the travails of disabled
applicants, especially in rural and remote areas, is harrowing.
Regardless of the distance, the disabled applicant (whether rural or
urban but often poor and a daily-wage earner) has to make at least
four visits over a long period of time before receiving the prized
certificate. Worse still, the more "prestigious" institutions -
educational or health providers - insist on "reviewing" this
certificate all over again. This is due to the touts who operate with
impunity almost at the gates of the recognised hospitals and centres
promising to speed up the process for a bribe or even for the
able-bodied who use these certificates to avail of certain government
concessions and subsidies.

Often, the extent of the disability also becomes a point of
contention. However, this is akin to punishing the disabled for the
authorities' inability to ensure a foolproof system. Parents of
children with learning disabilities too find obtaining such
certificates which allow their children certain exemptions and
concessions in public examinations a traumatic and time-consuming
experience, for themselves and also for the children. A suggestion
that such learning disability certificates should be issued by any
teaching medical college with a psychiatry department has not been
heeded and it is mandatory to get it from designated government
hospitals. Again, disability certificates issued in one state are not
recognised in another and the disabled person who has had to take a
transfer for employment or education has to go through the tedious
process all over again.

The working group on disability of the Eleventh Five-Year Plan had
deliberated on this very aspect and recommended simplification of the
procedure. The National Centre for Promotion of Employment for
Disabled People (NCPEDP), which was part of the working group and has
fought long and hard to simplify the cumbersome procedure, managed to
ensure that the guidelines were amended to an extent in 2010. These
said that an authorised single doctor at the primary and community
health centres could certify visible disabilities while applicants
with multiple and mental disabilities would have to approach the
district headquarters medical board. The crass and humiliating
practice of taking full-body photographs of the disabled so that the
disability could be "seen" in the photograph on the certificate was
also dropped.

Breaking down the task to the district level and ensuring that the
district administration takes on this task in a mission mode are the
need of the hour. Instead of forcing the disabled applicants to come
to the authorities, the application can be accepted either online or
by post and a doctor later sent to the disabled person's home to
verify the disability and issue the certificate within 45 days of the
application, the activists point out. The Rights of Persons with
Disabilities Bill introduced in the R

[AI] Fwd: [MhaNewsViewsIndia:1350] India signs treaty to facilitate published works for blind

2014-05-02 Thread Vaishnavi Jayakumar
*1-May-2014*

*GENEVA* : India has signed the "Marrakesh Treaty" to facilitate access to
published works for blind, visually impaired or print disabled persons.

The treaty was signed yesterday at a ceremony organised by World
Intellectual Property Organisation (WIPO) during the 27th session of
Standing Committee on Copyright and Related Rights (SCCR).

Veena Ish, Joint Secretary, Ministry of Human Resource Development of
India, signed the "Marrakesh Treaty to Facilitate Access to Published Works
for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled
(MVT)," which was adopted on June 23, 2013, a Ministry of External Affairs
statement said.

The main goal of Marrakesh Treaty is to create a set of mandatory
limitations and exceptions for the benefit of the blind, visually impaired
and otherwise print disabled (VIPs), the statement said.

It requires contracting parties to introduce a standard set of limitations
and exceptions to copyright rules in order to permit reproduction,
distribution and making available of published works in formats designed to
be accessible to VIPs and to permit exchange of these works across borders
by organisations that serve those beneficiaries.

A total of 51 countries signed the Treaty as of the close of the diplomatic
conference in Marrakesh last year.

India's ratification of this treaty will facilitate importation of
accessible format copies from the member states by the Indian authorised
entities such as educational institutions, libraries and other such
institutions working for the benefit of visually impaired persons.

This will also facilitate translation of imported accessible format copies
and export of accessible format copies in Indian languages, the statement
said.

India would soon be ratifying the Treaty, which will enter into force after
the deposit of 20 instruments of ratification or accession by eligible.

Re: [AI] Need virtual router for laptop

2014-05-02 Thread Rahul Bhatia
windows seven has its own virtual router feature follow these steps
Have you ever wanted to share your pc's net connection with your
android device through wifi. Well there are few tools you can use to
do this. They are
Connectify
 and
Virtual Router.
But they are not very stable and went through several blue screens
myself. But if you're running on Windows 7, don't bother. The OS
itself supports this
feature. Here's how to do it.

list of 4 items
1. First check wheather your drivers support the feature. Open command
prompt in Administrator mode and enter the following
netsh wlan show settings
If it says hostednetwork = enable or something similar you're ready to go.
2. Create a net hosted network by entering the following command
netsh wlan set hostednetwork mode=allow ssid=new_network_name
key=new_network_password
This will create a wifi hosted network
3. Then go to the network and sharing center and go to adapter
settings and choose your internet connection -> properties -> sharing
and tick the share
this network and seleted the newly created wifi network.
4. Then turn on the hosted network by entering this in the command prompt
netsh wlan start hostednetwork
check with your wifi enabled device, you'll find the network is available
That's it, all done and enjoy!!!
list end
This works not only for Android device, you can connect your laptop,
your i-phone or any other wifi enabled device...

Subject: [Important] Introducing Tamil OCR Scanning Software for SpeedyBraille
Production & Reading Tamil Books

Dear Friends,

If you are producing Tamil Braille materials, here is good news for you!

Conversion of Tamil printed books and materials into Tamil Braille has always
been a challenge due to the laborious task for physically typing Tamil text or
Tamil Braille on the PC before converting the same to Braille format for
production of Tamil Braille

Now the waiting period is over with the Tamil OCR Scanning Software just
released!

All you need is an ordinary flatbed scanner and the Tamil OCR Scanning Software
for conversion of Braille books; it will now speed up the production of Tamil
Braille books as it will eliminate the need to do the laborious task of typing
the Tamil books. Just simply scan the Tamil printed book, convert to text
format and translate to Braille format using Duxbury Braille Translation
Software and emboss the Braille books with your Index Braille Embosser.

Ø Reading of Tamil Books: You can even assist the Visually Handicapped
students to also read Tamil textbooks, library books, magazines, newspapers and
letters, etc. with the combination of Tamil OCR and eSpeak Software.

Ø Creation of Digital Library: Now you can even create a Digital Library of
Tamil books by digitizing the printed books and records if required with Tamil
OCR Scanning Software.

Ø Features & Benefits:

We are pleased to give below the special features of the Tamil OCR Scanning
Software:

· High recognition accuracy and speed

· Unicode output

· Batch recognition: Scan large numbers of pages, and have them recognized
"at one go". To save as a single file.

· Processes standard image formats (bmp, jpg, png, tiff, gif).

· We recommend using the program on Windows 7. Tested on Windows XP SP3.

Ø Trial: In case you wish to try out the software we would appreciate if you
would kindly write to us we shall be glad to send you the Demo link.
Alternatively, you can place your order in our favour alongwith the Demand
Draft and we shall then immediately send you the software package.

Ø For more details and price, please contact us!

In case you require any further information or clarification, please contact us
and we shall be glad to provide the same.

Looking forward to hearing from you.

Thanks.
