i don't understand the lawgic behind the comments we  no need to know
this personality he is very intimate  to us. what is wrong in asking
for clarification on the mail especially when the content itself is
ambiguous. he might be the very well known person to all of us or
universally but it could be my choice to listen to  it or not once i
know about him.

i think such a tricky mails without giving sufficient information
should be avoided publicly.

I'm glad to note your friend without any hesitation asked yu such
questions which many don't ask,  and you have sought list response.
These fears are of relevance for almost all totally blind people in
the world. And should be brought for public disscussion frequently, As
you have done.

I have few suggestions as well as observations.
In India, One thing is noteworthy to keep in mind, once you're a blind
man and is  accompanied by a female happens to be blind, and look like
a perfect couple, Indian society in general is quick to extend
support. They love to help loving mates who are blind. Because it is
not only strange visual for them, but they respect the daring attempt
undertaken by blind to explore the world without sight.

Further your mail hints your friend belonging to middle class family
wishes to visit touring cite outside his own town. And is not trained
in mobility essentials with stick Probably his partner is mistress in
using stick in outer domain?  Note: There is no shame in being lead by
lady on the roads which many gentlemen resist. Finally ask him to be
vocal, confident and remain unembarrassed while dealing with
unexplored terrotories and places. Life is short, uncertain convey it
to them to live to the fullest...

Activism of the Blind Triumphs Once Again, Jobs for Many Visually
Impaired in Delhi Schools and More Powers to the CCPD, a Path-breaking
Intervention of the Delhi High Court and Chief Commissioner for
Persons with Disabilities

The Persons With Disabilities Act was passed in 1995, but even after
more than 18 years, the Government Ministries and Departments at times
appear unwilling to comply with its provisions and grant the blind and
the low vision their rights as per the provisions of this Act. AICB,
which has frequently filed cases at the appropriate forums to ensure
these rights of the visually impaired, filed yet another case in the
Delhi High Court when various departments of the Delhi Government did
not provide reservation to the blind on more than 3700 vacancies
pertaining to two posts, namely, that of Special Educator and Computer
Teacher. As reported earlier, the Delhi High Court, after hearing
arguments of our lawyer Mr. Deepesh Aneja and the lawyer in another
similar matter, passed an important order on 8th May, 2014 ruling that
the post of Computer Teacher in schools is deemed to be identified for
reservation and appointment of the visually impaired.

Equally important is the fact that the Delhi High Court pronounced an
empowering interpretation of Section 58 of the Persons With
Disabilities Act and stated that the Chief Commissioner for Persons
With Disabilities is a “Statutory body” who has the powers to “Ensure
that the rights made available to persons with disabilities are given
effect to. Meaning thereby, those who are subject to the provisions of
the Act are to be made accountable for their acts and if it is found
that an organization is not implementing the provisions of the Act the
said organization be compelled to do so”.The judgment further goes on
to state “this would mean that the Chief Commissioner for Persons with
Disabilities has the statutory power to ensure that such posts which
are identified for reservation concerning visually differently abled
persons are filled up from the said/category of persons”.While
referring the two petitions in reference for final adjudication to the
Chief Commissioner for Persons with Disabilities, The High Court
directed that the CCPD would dispose of the matter in three days time
and his orders would be complied with by all concerned without
“demur”.

As per these directions, the Chief Commissioner for Persons With
Disabilities held the hearing of this case on 12th May, 2014 with the
courtroom filled to capacity. The final orders were passed by the CCPD
on 15th May, 2014 directing the Delhi Subordinate Services Selection
Board and the concerned departments of the Delhi Government to reserve
1% vacancies for the blind and the low vision on the two posts (among
others) in reference, that is the Special Educator and Computer
Teacher. Directions have also been given to issue a corrigendum and
re-open the application process in respect of these posts so that the
visually impaired persons can apply on both reserved and unreserved
vacancies relating to the posts in reference.

It is pertinent to mention that many visually impaired persons had
approached AICB after the denial of reservation on these posts as it
meant denial of jobs for scores of blind and low vision persons. This
important judgment will ensure equitable reservation for visually
impaired persons in recruitments, create substantial job opportunities
for them in the recruitment process which has been challenged by AICB
and, also provide much needed teeth to the Chief Commissioner for
Persons with Disabilities to enforce his directions. Also, in similar
instances, this judgment would prove to be very useful in various

My two scents worth on this subject. Warning, I could be talking through my
hat.
1. Get hold of a lawyer . It's always handy to have one around to ensure a
strong legal position.
2. Contact law enforcement.
3. It is counterproductive to make snap judgments before knowing all the
facts. It is easy to say be strong and this kind of thing is dependent on a
person's strengths etc but this advice, though well-meant is mail box
clutter if it is given without knowing the facts.

dear all, he's got opportunities to go to hyderabad as he got an
interview call from an NGO and the interview is supposed to be on
monday if he goes there. his dad told him not to go for any interviews
or any competative exam as he has applied for SBI PO. He can escape
but he has his two younger brothers who are kids and also blind and
his step out of home could cause harm to his brothers as his father
has warned him before. Lawyers can be approached but lawyers need a
lot of money. any suggestions? can we deal with this situation in
other way? please help with your suggestions.

Hi friends, I am going to appear in Delhi Judicial Services exam which
is scheduled to be held on 1st of June 2014. Earlier I submitted a
representation to Registrar General of Delhi High Court regarding
implementation of of MSJE and CCPD guidelines in upcoming DJS exam.
Wherein I demanded that the candidates must be allowed to bring their
own scribe and, 20 minutes compensatory time should be allotted each
hour to the candidate using services of the scribe.
Today (17th May) I received a letter from assistant registrar of Delhi
High court, allowing me to bring their own scribe and asking to
firnish the detail of scribe. I have problem with their conditions,
the letter reads as under:

The Registrar General High Court of Delhi New Delhi
I am directed to inform you that you have been permitted to bring a
scribe of your choice for appearing in Delhi Judicial Service
Preliminary Examination - 2014 scheduled to be held on 01.06.2014,
subject to the condition that you will submit an affidavit containing
the details of the scribe viz, his name, father's name, residential
address, educational qualification and an undertaking that the scribe
is not a graduate / post-graduate in Law.
I am further directed to inform you that the aforesaid affidavit duly
sworn by you along with a photograph of the scribe, shall reach the
office of Joint Registrar (Vig.) by 25.05.2014 and in case of
nonreceipt thereof, it shall be presumed that you are no longer
interested in bringing your own scribe and in that eventuality, the
scribe will be provided by this Court at the respective Test Centre on
the date of the Examination.

Respected members, these conditions are clearly contradictory to MSJE
guidelines. In case I am bringing my own scribe, before one week of
exam how can I ensure that I will bring such and such person? Some
time it is dependent upon the availability of the person and sometime
it is decided only one day ahead of the examination that who will be
my scribe. Here its very problematic to supply the details of the
scribe, indirectly they are again pushing us to accept their scribe
who are not even know how to read questions properly. I want to know
whether any humanright agency, any advocate on the list can help us to
file a petition on the behalf of candidates? If I will go personally,
it will take time and this precious time for the preparation of the
exam will be wested there.

Hi,
The auto language detection   characteristics is not from nvda but it
is from Espeak.
Nvda does no thing on TTs.
In brief you must understand that the selected voice and working
language must be the same.
Do not think that two or three language, espeak supports more than
seventy languages.

Impaired in Delhi Schools and More Powers to the CCPD, a Path-breaking
Intervention of the Delhi High Court and Chief Commissioner for
Persons with Disabilities

The Persons With Disabilities Act was passed in 1995, but even after
more than 18 years, the Government Ministries and Departments at times
appear unwilling to comply with its provisions and grant the blind and
the low vision their rights as per the provisions of this Act. AICB,
which has frequently filed cases at the appropriate forums to ensure
these rights of the visually impaired, filed yet another case in the
Delhi High Court when various departments of the Delhi Government did
not provide reservation to the blind on more than 3700 vacancies
pertaining to two posts, namely, that of Special Educator and Computer
Teacher. As reported earlier, the Delhi High Court, after hearing
arguments of our lawyer Mr. Deepesh Aneja and the lawyer in another
similar matter, passed an important order on 8th May, 2014 ruling that
the post of Computer Teacher in schools is deemed to be identified for
reservation and appointment of the visually impaired.

Equally important is the fact that the Delhi High Court pronounced an
empowering interpretation of Section 58 of the Persons With
Disabilities Act and stated that the Chief Commissioner for Persons
With Disabilities is a “Statutory body” who has the powers to “Ensure
that the rights made available to persons with disabilities are given
effect to. Meaning thereby, those who are subject to the provisions of
the Act are to be made accountable for their acts and if it is found
that an organization is not implementing the provisions of the Act the
said organization be compelled to do so”.The judgment further goes on
to state “this would mean that the Chief Commissioner for Persons with
Disabilities has the statutory power to ensure that such posts which
are identified for reservation concerning visually differently abled
persons are filled up from the said/category of persons”.While
referring the two petitions in reference for final adjudication to the
Chief Commissioner for Persons with Disabilities, The High Court
directed that the CCPD would dispose of the matter in three days time
and his orders would be complied with by all concerned without
“demur”.

As per these directions, the Chief Commissioner for Persons With
Disabilities held the hearing of this case on 12th May, 2014 with the
courtroom filled to capacity. The final orders were passed by the CCPD
on 15th May, 2014 directing the Delhi Subordinate Services Selection
Board and the concerned departments of the Delhi Government to reserve
1% vacancies for the blind and the low vision on the two posts (among
others) in reference, that is the Special Educator and Computer
Teacher. Directions have also been given to issue a corrigendum and
re-open the application process in respect of these posts so that the
visually impaired persons can apply on both reserved and unreserved
vacancies relating to the posts in reference.

It is pertinent to mention that many visually impaired persons had
approached AICB after the denial of reservation on these posts as it
meant denial of jobs for scores of blind and low vision persons. This
important judgment will ensure equitable reservation for visually
impaired persons in recruitments, create substantial job opportunities
for them in the recruitment process which has been challenged by AICB
and, also provide much needed teeth to the Chief Commissioner for
Persons with Disabilities to enforce his directions. Also, in similar
instances, this judgment would prove to be very useful in various

Perform your transactions in counters designated for the specific transactions 
and avoid help offered by any other person, bank staff not withstanding, for 
getting your money depositted or withdrawn. There should be lesser possibility 
for a staff doing public dealings to do anything fraudulent. 

Additionally, you may think of minimizing your branch visits and be as cashless 
as possible in your transactions. Avail and use cheque book, ATM or netbanking. 
Not that there are no risks involved their, but at least you are not going to 
be cheated in the manner you have specified.

Hi friends, I am going to appear in Delhi Judicial Services exam which
is scheduled to be held on 1st of June 2014. Earlier I submitted a
representation to Registrar General of Delhi High Court regarding
implementation of of MSJE and CCPD guidelines in upcoming DJS exam.
Wherein I demanded that the candidates must be allowed to bring their
own scribe and, 20 minutes compensatory time should be allotted each
hour to the candidate using services of the scribe.
Today (17th May) I received a letter from assistant registrar of Delhi
High court, allowing me to bring their own scribe and asking to
firnish the detail of scribe. I have problem with their conditions,
the letter reads as under:

I am directed to inform you that you have been permitted to bring a
scribe of your choice for appearing in Delhi Judicial Service
Preliminary Examination - 2014 scheduled to be held on 01.06.2014,
subject to the condition that you will submit an affidavit containing
the details of the scribe viz, his name, father's name, residential
address, educational qualification and an undertaking that the scribe
is not a graduate / post-graduate in Law.
I am further directed to inform you that the aforesaid affidavit duly
sworn by you along with a photograph of the scribe, shall reach the
office of Joint Registrar (Vig.) by 25.05.2014 and in case of
nonreceipt thereof, it shall be presumed that you are no longer
interested in bringing your own scribe and in that eventuality, the
scribe will be provided by this Court at the respective Test Centre on
the date of the Examination.

Respected members, these conditions are clearly contradictory to MSJE
guidelines. In case I am bringing my own scribe, before one week of
exam how can I ensure that I will bring such and such person? Some
time it is dependent upon the availability of the person and sometime
it is decided only one day ahead of the examination that who will be
my scribe. Here its very problematic to supply the details of the
scribe, indirectly they are again pushing us to accept their scribe
who are not even know how to read questions properly. I want to know
whether any humanright agency, any advocate on the list can help us to
file a petition on the behalf of candidates? If I will go personally,
it will take time and this precious time for the preparation of the
exam will be wested there.
