[AI] SRTC scraps concession to physically disabled
The Uttar Pradesh state road transport corporation (UPSRTC) remained unfazed of the pleas by physically challenged seeking revocation of the decision of scrapping the concession provided to them due to heavy losses to the corporation. However, the 100% physically disabled persons have been given free of cost travel as oppose to 40% concession provided earlier. http://timesofindia.indiatimes.com/city/allahabad/SRTC-scraps-concession-to-physically-disabled/articleshow/41369610.cms The decision was taken after the physically handicapped welfare directorate failed to pay the dues of about Rs 65 crore to Roadways from past couple of years. The directorate reimburses the travel cost of the disabled to the corporation. The non-payment was resulting into heavy losses amounting to crores of rupees every year to UPPSRTC. As per a circular issued by the managing director, UPSRTC, the corporation was not able to implement welfare policies for its employees due to the mounting losses. The letter has directed regional managers across the state to ensure travel of only those who are 100% disabled. The benchmark for it has also been determined and according to it, the passengers who are totally blind, having one or both arm and leg amputated or those whose one hand and one leg or both hands or both legs are paralysed and passengers who are mentally challenged (according to the definition of Physically Handicapped Public Act 1995) are now entitled to travel free of cost. Uptil now, the corporation used to provide free travel facility to all the disabled including persons with leprosy free physically handicapped, dumb, deaf or both. Further communique also states that the 100% disable passengers should have to posses original certificate authenticating their disability at the time of travel. The decision has been welcomed by employees union of the corporation while passengers have decried it. Physically handicapped Sumit Singh said, It was disappointing a decision on the part of corporation. The fact is that even the seats reserved for physically challenged are being occupied by regular passengers and in place of redressing the existing problem, it has scrapped the concession.
