Dear Sravanan, Even in Dharmasthala for visually Impaired person no need of standing in line, if you go direct to main enterence of the Manjunath Swami Temple, they will let you one escort to go in, in case they do not support opposite the temple towards the right side there is Dr.Virendra Hegda House if you go there one attendent will be escorting with you if there is no escort with you if you request there for room fecility in Dr.Hegde house they will provide you room fecility, for single person there is no room in Dharmasthala only if you are with family or friends you will get room, normally only on mondays are very crowded but other days not so much of crowd, I am visiting Dharmasthala for the past 22 years, whenever I come to Karnataka I visit Dharmasthala from here subbrmanya is about 50 to 60kms there are KSRTC busses available from Dharmasthala to Subbrmanya here only getting room is problem but if you pay Rs.500/ you will get good room, for free room from temple side you should book before, Subbramanya is connected by train from Bangalore and Mysore the station name is Subbramanya road just 10 to 15kms from temple one thing you should notice in these both places there is free lunch Dinhner and food will be very tasty prepaired by coconut oil, in these both temples men should remove their shirt and baniyan have to put on their shoulder while entering the main temple. happy journey On 12/1/14, Pavan Kumar Bolar pavansm...@gmail.com wrote: Sir . So far, NGOs had to apply to the government concerned, which would set up committees that would report back with its recommendations on grants after a scrutiny. The state would forward the recommendations to the central ministry, which was expected to follow the recommendations. What the order seeks to do is keep the central ministry, the funds disbursing authority, in the loop. A senior official in the central ministry said the department of disability affairs has decided that from the current (2014-15) financial year, all applications by NGOs seeking grant in aid for the disability sector shall be accepted online only. The order, sent to all chief secretaries and secretaries of all disability welfare departments in states, says the grants in aid committee will ascertain through inspections carried out, the functioning and suitability of the NGOs applying for the grants. Inspecting officers would have to put their signature and seal with date at the end of their reports, which should clearly mention whether the grant in aid is recommended or not. Photographic evidence should also be enclosed with the report, the order said. The ministry said no further grants would be released to an NGO that has not submitted a funds-utilisation report for more than a year. This is a good initiative to bring in transparency in disbursement of grants. It has become a tradition in the sector to give grants to the same organisations over and over again. Only those NGOs that have some network in the states get their proposals approved through bureaucrats they know. These NGOs have learnt how to work the system, said activist Javed Abidi, founder of the NGO Disability Rights Group. Emerging NGOs have no scope to break through this glass ceiling because of the nexus between the older organisations and the babus, he added. It was this alleged nexus that the ministry under the then UPA government had sought to break through an order this February when it issued restrictions on interactions of officials with representatives of NGOs seeking grants. The ministry had authorised such interactions only at a sufficiently higher level -- or officials above the rank of deputy secretary or director. The order said any official below this rank found to be interacting with any such representative could be liable to appropriate disciplinary action. The new order has made it mandatory for all NGOs that receive grants from the government to put up on their website details of beneficiaries along with their mobile numbers for better monitoring and feedback of the services rendered. When we scan the text, it comes as an image which cannot be red by any screen reader (just one limitation of the scanned text). In order for the screen reader to be able to read, the image needs to be converted through a process called optical character recognition (OCR). In other scenarios where this process is used are data entry, digitizing the typed or printed text after scanning, so that the text is editable, searchable, etc. Popular softwares used for this purpose from a blind or low vision's prospective are Openbook, ABBYY Fine Reader, Kurzweil, etc. The scanned text can be saved into various formats such as PDF, and in order to get the readable text (from screen reader's point of view), the OCR software is used. Review of Disability Affairs Delhi December 2, 2014 Last Updated at 00:27 IST A conference of State Social Welfare Ministers in-charge of Disability Affairs and Secretaries/Administrators of States/Union Territories was held on 23.08.2014 at VigyanBhawan, New Delhi. A total number of 31 States / UTs were represented out of which 10 Ministers attended the conference. All the States / UTs agreed to the proposal to conduct surveys for identification of Persons with Disabilities (PwDs) and assist in issuance of Universal Identity. Detailed information was provided about various steps taken by them to create barrier free access to built environment and new initiatives for rehabilitation of PwDs. The issue of simplification of procedures for issue of Disability Certificate was discussed. The States / UT administrations, who have not yet amended/notified the rules, simplified the procedure for issue of Disability Certificate, were requested to complete the process by the end of March, 2015. About 39.29 per cent of Persons with Disabilities had been issued Disability Certificate till March, 2014. However as on 7.10.2014 the achievement is 44.73%. Since State Governments are responsible for issue of Disability Certificates, Central Government has been continuously urging them to take appropriate steps to issue Disability Certificate to all genuine PwDs in campaign mode. Office of Chief Commissioner for Persons with Disabilities is also regularly pursuing the matter with the State Commissioners. In the 13th State Commissioners' meeting held on 5-6 July, 2014, it was recommended that Special Drives for issuing disability certificates to 70% in three months and 100% coverage within one year should be conducted in every State/UT Administration. This information was given by the Minister of State for Social Justice and Empowerment, Shri Krishan Pal Gurjar in a written reply to a question in Lok Sabha here today. The trader, who is blind, fulfilled his dream after beating all the odds to work for a top financial firm. He is now calling on others who are visually impaired to spend more time looking for solutions to their problems and less time pondering over them. Goyal, who lives in central London, won the GG2 Achievement through Adversity Award earlier this month at the GG2 Leadership Awards. His biggest achievement was when he became the world's first blind trader at JP Morgan, the largest bank in America. Goyal gets by by using screen-reading software to check his emails, read research reports and look at presentations. When he needs to read graphs, which the software cannot do, he goes through the data and tries to imagine the graph in his head. I use a computer like everybody else, Goyal told Eastern Eye. Financial markets are a very brutal place. Nobody would give me a large portfolio to manage if I could not generate the same or better return. The firm I work for is one of the biggest macro hedge fund companies. Here it's your performance that matters. This is what I've wanted all my life - for people to not judge me on my disability but judge me on my merit. The 34-year-old left JP Morgan in 2012 and joined hedge fund Blue Crest Capital, where he works as a portfolio manager in the emerging markets fund. Recalling his journey, Goyal revealed that he was not born blind. In fact, growing up as a young boy in Mumbai, he was like any other happy child. He loved tennis and used to get coaching lessons. By the age of seven, however, Goyal was diagnosed with retinitis pigmentosa, a condition which caused his vision to gradually deteriorate. It was when the city trader was 19 years old that he nearly broke down after losing 95 per cent of his eyesight. He said: There's two support systems I've had in my life. One is my family, parents and sisters. The second is my spiritual master Dr Balaji Tambe. When I was 19, I was ready to give up my education. I was going through the worst of my disease, I wasn't able to cope and lost my confidence. I didn't think I could pass my exams so I wanted to give up studies. But his mother forced Goyal to sit for the exam, and to his surprise he not only passed but received good grades. He left India at the age of 26 to do an MBA at Wharton Business School in America. While there, he secured an internship in the summer at J P Morgan. It was really challenging trying to convince banks, Goyal explained. Eventually JP Morgan made me an offer. I did the work they gave me, I went through a set of interviews. Eventually the leadership of the bank was convinced and said: 'We'll take a chance on you'. When Goyal was studying at Wharton Business School, he was given the Joseph P Wharton award for a student who symbolises the Wharton Way of Life. He even became a vice-president at JP Morgan within two years. His philosophy in life is not to waste time lamenting about problems, but rather spend time finding the right solutions for them. The human mind and body is amazing, Goyal said. When you have less of one thing, you can make it up easily with something else. When I have a problem, I start looking for solutions. I don't sit and ponder too much about the problem. Knowledge always trumps everything. Gathering knowledge, working hard and letting it play out on its own. It will work out eventually. The wheelchair-bound theoretical physicist, who shot to international fame in the 1980s with his book A Brief History of Time, hailed the decision by US tech giant Intel at a press conference in London. By making this technology freely available, it has the potential to greatly improve the life of disabled people all over the world, said Hawking, his words relayed by the robotic voice of his computer. Without this, I would not be able to speak to you today, said the 72-year-old, who was diagnosed at the age of 21 with a motor neurone disease related to amyotrophic lateral sclerosis (ALS). The communications system will be made available to researchers on the Internet as open source, although it would still have to be adapted for individual users. Hawking, who teaches at Cambridge University, can write on his computer using a cheek sensor which is detected by an infrared switch mounted to his glasses and helps him select characters. His current system, developed by Intel over the past three years, reduces the number of moves needed to spell out words, as well as giving him new functions for the first time such as sending email attachments. Hawking's typing speed is twice as fast and there is a tenfold improvement in common tasks, Intel said in a statement. The British company SwiftKey has also digitized all his works to help the computer guess more quickly what he is trying to say. Hi All, I have been assigned some more responsibilities in the office, in which one is to deal with Malayalam PDF files. So, wanted to know if do we have any alternatives in this regard. Would be really grateful, if anybody could point out the way of reading jpg files too as am not good in performing the advanced OCR feature of JAWS. dear lists, respectfully, it is to let you know that i'm again facing the serious and tormenting issue regarding my exam. i'm the student of 1st sem of MCA from IGNO univercity. before a couple of months, ignou is not excepting any of my assignment which is printed, assignment has to be in hand written, but after some prayer and petition, they finally permid me to submit my printed assignment now we have the term end exam from 6th december, and i have to appear in exam on 4 subject. but the problem is that i got my writer who will attain my exam on 6th december and 13 december. it meanse that the skribe which i have chosen, will only be able to attain my 2 exams, and i have also issue the permission later for my current writer. but i still haven't get any scribe for my remaining exams. so i have approach my regional director for above problem but he is end up saying that once the permission later has been issue, i won't be able to change my writer and whenever i intend to change my another writer, i need to take the permission from him, which is almost impossible for me, as my house is far from my regional director office, and even examination center. it will take at least more then 3 hours to reach. so i wanted to learn that is there any latest circular which could serve the purpose so that i no longer need to go to the regional director so as to take permission for my every writer? By writing this application I'm not trying to run out of rules and regulation of the guide line pertaining to scribe, yes, i'm trying hard to abide the rules and regulation for scribe, but it will be very cumbersum for us in darjeeling to get by any writer even by paying! That's why I'm very much tensed not for my study, but for the scribe. so i humbly request to the expert that please have a look the above matter and suggest me any fruteful solution as soon as possible. i'm waiting any positive response!
