The recording quality of Plextalk is very good, you can enhance it by
using external microphone. the main advantage of Plextalk is that it
records in daisy format.

Hello Siddhi,
Take a try of macro.

code:

Sub AVG()
With Range(A4)
   .FormulaR1C1 = =AVERAGE((R[-3]C+R[-2]C+R[-1]C)/3)
   .Formula = .Value
   End With
   MsgBox Done!
End Sub

Save it in standard module using alt + f11, Insert-module-paste the code and 
run it.
Enable all macros. Save file as macro enable. Now you can read the digits 
one by one using f2 edit command.

billionss located near each other with 100/100 matrix. So I was
wondering that is there any way we could read them character by
character within that cell only after entering the formula. as pasting
in other cell creats confusion. is there any laternative way?

and the answer is 6. when I use control `. it shows me the average
formula ((a1+a2+a3)/3) where earlier JAWS was announcing 6 has a
formula.
Am I doing correctly? or you were suggesting something else.

I would suggest you to peruse the book Disability and the Law written
by by Rajive Raturi  Mallika Iyer, 2nd edn, 2011.

This edition of Disability and the Law is being published at a time

it exists today and this edition takes a look at some such judicial
orders that have had an impact on the rights of persons with

the good part of this book which I really appreciated is that
Judgments and orders in individual cases as also in petitions filed in
public interest have been included and placed into chapters based on
their subject.
Citations have been provided for cases that have been reported. A
synopsis of the judgment/order appears at the start of each chapter
for easy reading.

A write-up on various statutes, regulations, and cases affecting the
rights of persons with disabilities in the United States is also
printed in this edition
to enable comparison of case law in India and the United States.


I have scanned this entire book and benifiting it immensely from time to time.

Dear Mukesh Sir,
Thanks for the information.
My question was that if you have large number (in billions) and
formula in the same cell. is there anyway where you could read the
number charcter by charcter instead of pasting into other cell? as
when I press f2 JAWS reads to me the formula and not the number.

The average example was to confirm Amar's suggestion.

hello,
as i have also  mentioned earlier on this topic that this project is
under consideration with the ministry of railways and it is now been
at the trial stage we have to wait for some more time. this has been
confirmed on the list after getting the reply to my emails  from the
CCM office of the Northern railways and also from my region
South-eastern railways.

so let's hope to have the action guidelines soon from the Indian
Railways on this facility.

yesterday when i went to the ticket counter to book my tickets, the
counter fellow told me that i should have the ID card now to book the
tickets in consaition. when i asked him the procedure for the same, he
says he does not know.
there should be some place where we will get complete information as
because the railway counter booking personnel also does not have a
complete idea. he also said, get the card next time for booking
without having knowledge by himself about the procedure.
so interesting

No.
Even in Nagpur ticket clerks were telling me yesterday to go to DRM office and 
make the card.
At first, they confused it to be mandatory for booking the ticket even on the 
counter, but later realized that it is mandatory for online ticketing not off 
line.

On a related note, would the concession tickets via COD mode also be booked by 
giving the card number?
Let us press for it as well.

[AI] How to get the hindu ePaper in text format after subscribtion

Hey access Indians, is anyone of you subscriber of the hindu ePaper?
Actually I purchased the subscribtion for the same, but sadly I didn't
find this ePaper accessible with the screenreader. Though this paper
is available  to download for the subscribers in a pdf format where
complete paper  is given. But this pdf version contains news in
several collumns  where jaws doesn't recognize separet collumns
rather merges all collumns, which makes jaws to read first line of all
collumns. By this way it is extremely difficult to make any sense out
of it.
I have read that the news can be read in text format after
subscribtion, is it possible to have all paper in text format?

the HEPSN Unit of Pondicherry University has started a google group,
and has started compiling and sending newspapers and periodicals to
the visually impaired students and faculty members of the University.
You are most welcome to make use of these compiled materials by
joining the Google group.

currently, Times of India (in English), the Tamil Edition of The Hindu
are compiled on each day and send to the google group members. Indian
Express (in English) will also be included in the compilation list
soon.
likewise, Economic and Political Weekly (EPW) and Frontline
(Fortnightly Magazine from the Hindu) are compiled as they are
published online and sent through the group. Other most needed
magazines also can be included on request and on exploring the
resources available.
Since it is an institutional initiative, the proof of disability for
the visually impaired members included in the group need to be
maintained and submitted to the University administration for
verification. Hence, those visually impaired friends willing to join
the group are requested to send either the scanned copy or a photocopy
of their disability certificate to the Hepsn Unit, Pondicherry
University. You may please send in your willingness to join the group
along with your scanned disability certificate, name and current
position  to the following mail id:

You will receive an invitation to join the group to the mail id from
which you send your certificate and details. those convenient of
sending their disability certificate in hard copy may please first

This is simple example of misunderstanding text you quoted.
It should be understood as, India has misfortune to have ... blind 
population rather blind population is misfortune.


Consider India as single family and all of us its members. You cannot say

course will not run if we don't get a few more students this term.

The course will run for 10-12 weeks and cover everything from the basics 
of the ribbons and the Backstage view through tables, forms, adding of

If you'd like the chance to take the course, please send an email to

Dear Siddhi,
As per my knowledge there is no alternative to read number character by 
character. If you follow my suggestion then the cell will contain only 
digits and not the formula. So you can read it by character by character.
In this case there is no need to paste it in another cell. You can get the 
numbers in that particular cells only. If you don't mind do send the sample 
dummy file and I will modify it for you to read numbers as per your 
requirement.

My question was that if you have large number (in billions) and
formula in the same cell. is there anyway where you could read the
number charcter by charcter instead of pasting into other cell? as
when I press f2 JAWS reads to me the formula and not the number.

billionss located near each other with 100/100 matrix. So I was
wondering that is there any way we could read them character by
character within that cell only after entering the formula. as pasting
in other cell creats confusion. is there any laternative way?

Amar, I tried what you said but it displays the formula. for example,
the in the cell a4, there is a formula of an average ((a1+a2+a3)/3)
and the answer is 6. when I use control `. it shows me the average
formula ((a1+a2+a3)/3) where earlier JAWS was announcing 6 has a
formula.
Am I doing correctly? or you were suggesting something else.

for the educationally and socially backward classes is poorly studied.
While there is some research into the impact of reservations in
politics and in higher education, there has been no study yet of its
impact on the economy.

In the first ever study on the issue, evidence on this question, based
on research on the Indian Railways, Ashwini Deshpande from the Delhi
School of Economics, and Thomas Weisskopf from the University of
Michigan, measured the impact of reservation for Scheduled Castes
(SCs) and Scheduled Tribes (STs) on the Indian Railways between 1980
and 2002.

Beyond the numbers, we can speculate about the reasons why there
might be some positive impact of affirmative action, Ms. Deshpande
explained. Individuals from marginalised groups may be especially
highly motivated to perform well when they attain decision-making and
managerial positions, because of the fact that they have reached these
positions in the face of claims that they are not sufficiently
capable, and they may consequently have a strong desire to prove their
detractors wrong, the authors suggested.

This is a possible explanation which rings true for Scheduled Caste
employees of the Railways whom The Hindu spoke to. At every level
where there is discretionary power, SC/ ST employees are
systematically discriminated against, said B.L. Bairwa, the president
of the All-India Scheduled Castes and Scheduled Tribes Railway
Employees Association.

He cited a number of cases from across the country that he was
battling, of deserving backward caste railway employees who had been
passed up for promotions, transferred arbitrarily or given adverse
records. When an SC or ST employee rises, he has to prove himself and
work extra hard. I am not surprised the efficiency goes up, he said.

Only to add to the average formula, instead of using the formula
=((A1+A2+A3)/3), you can use =AVERAGE (A1:A3). I don't know any other
method to find the values other than what was mentioned in the list.

Today I enquired about the concession card at the DRM of the South Central
Railway in Secunderabad.
The Railway Board is yet to circulate guidelines to its offices on issuing
the card.
We will have to wait for some more time!

Today itself I have got an email from ChiefCommercial Manager of
Western Railway in response to my email stating that Railway Board has
not issued any circular to provide identity card to handicap for
availing concession in e-ticketing.

Having looked at the IRCTC website and after my informal discussion
with Northern Railway Commercial Department,  I am pretty clear that
this is a trial project.
