I would suggest u to install Kurzweil  in your system. Then u can
easily open/convert these files. As if u directly save file into MS
word document choosing save as option, its layout, page numbers and
tables etc. get disturbed. Therefore its not advisable to directly
convert kes file into MS word format. Moreover such conversion is
pethetic specially if the files contain some data in tabbular form,
such as mathematics, economics and other technical subjects.

I guess you need more quality magnifier than the window-built one.
There are many magnifier available. some better than other.
As far as I know, there are free and commercial products.
Among the commercial one which I had tested, zoomtext is the most
versatile with many configuration features.
Additionally, The product of freedonscientific and supernova have high
quality.
If you need the free one, please contact me personally, I may provide
few magnifiers what ever I had.

Friends, I've submitted my application last month at Palakkd DCM, but
didn't receive any acknowledgement. They told me that, they will call
when the card is ready and did not said any time limit.

will not going to inform us, we have to go at there to ask them,
whether our I cards are ready or not.

Yes! they didn't gave us any receipt, but, gave acknowledgement on
the photo copy of  our  application.

Unfortunetly , the funny thing is, In Maharashtra,  city Pune, people
doesn't know anything about it, When we spoke with them, (Drm, DCM
office) they simply said, It has been implemented in Delhi only, &,
not in any other cities.

Friends, My question is, how many cities, or states are there, which
are not going to implement this, or which don't even know, that they
should  implement this scheme?

setup.autonomy.services r very poor irrugular suppy of books & magzines
massive irrugularity in recruitment poor fooding & lodgeing. Low quality
education & skill training. I pained to see this that time when i talked
with present trainees things r unchanged
NGO 's r limted resoures , but they deliver maxmum in minimum resourses N I
V H  has maxmum resoure but deliver minimum with below quality.
U may compare with other national intitutes with N I V H at any label of
quality.

[AI] Blind and vision impaired viewers are left in the dark by Australian TV broadcasters

Last month, the ABC quietly announced it was beginning a 15-month
trial to provide around 14 hours a week of audio-described content for
blind and vision impaired viewers through its iView service.

For   vision-impaired people,  it's big news – but has only come about
after Vision Australia lodged a complaint with the Human Rights
Commission against all three commercial broadcasters and SBS, citing
indirect discrimination; advocacy group group Blind Citizens Australia
had already lodged a complaint there against the ABC.

A large proportion of Australian television viewers have for years
been left – literally – in the dark when it comes to much of what's
happening on their favourite programs.

Audio description (AD) adds key visual elements by using a second
audio track to describe action sequences, characters' gestures and
facial expressions and the like; it's essentially the equivalent of
closed captioning for the hearing impaired, a service that has long
been standard on most Australian content.



But for Australia's estimated 480,000 blind and vision-impaired
people, watching television can be a frustrating, often pointless
exercise or one that involves having someone help out with describing
events that aren't obvious through sound or dialogue.

The iView trial comes after an initial trial in 2012, and while it's
been cautiously welcomed by blindness organisations, it's seen as a
very small step in an area in which Australia lags woefully behind the
rest of the world.

"Many sighted people just can't understand the impact of not being
able to see the visual aspects of television – the trial in 2012
really showed that blind people got  a lot of value out of it and
technically it's not difficult to do," says Michael Simpson,  Vision
Australia's General Manager of NSW Client Services and Accessible
Information Services, who has been blind for 40 years.

Frustratingly, much of the content broadcast here – and some even
created here like Home And Away and Neighbours –  is already audio
described for international markets but not Australia. Technically,
Simpson says, it's not difficult to do but requires a "new mindset".

"It's the mindset and the regulatory framework, like closed captioning
years ago. There's regulations now about the amount of captioning that
stations have to provide," hesays.

Amanda Tink, a vision-impaired business consultant from Sydney, and
one of the complainants to the ABC after the 2012 trial, agrees.

"We are behind the UK and the US and Canada by a long way and even New
Zealand and a number of European countries who all do some form of
AD," she says. "And now even Netflix, who have only been in the
country two minutes, have announced they will provide AD for lots of
content."

The streaming service, launched in March, will offer AD for its
original programming, beginning with its new series Daredevil – about
a blind superhero. They also plan to roll out AD on previous seasons
of programs including Orange Is The New Black, House of Cards and
Unbreakable Kimmy Schmidt.

The ABC trial of just 14 hours' programming is disappointing, says
Tink. "That  covers children's programs, documentaries, drama ... most
people won't be watching all of those things, so it probably really
equates to about two hours. In terms of the ABC's commitment to AD,
it's not nearly enough."

She says the fact that the service is only available on catch-up,
rather than broadcast television, is also less than ideal – many blind
and visually impaired people don't have internet access or iPhones
which, at present, are the only way to access audio described content.

But Tink   is hopeful the iView trial will become a permanent – and
expanded – part of the ABC's programming.

Programs with audio description have also found to be valuable for
people with learning disabilities or on the autism spectrum; even more
reason, she believes, that it should be adopted by all the
broadcasters.

"Having the iView trial is great, but we still need to talk about the
need to have AD on broadcast television because apart from the fact
that's the way most people can access television, it gives you access
at the same time as everyone else," she says.

Discussions between Blind Citizens Australia and the Federal
Government   are being brokered by the  Australian Human Rights
Commission, and are ongoing.

"The trial is a positive step (but) permanent, real-time, audio
description on broadcast Australian television, similar to what is
available now in many other countries, is the only way to remove
current discriminatory barriers for Australians who are blind or have
low vision."

A spokesperson for ABC's iview declined to comment, directing us
instead to the Government's Department of Communications, which

Visual impairment no disability for this boy from Valley Wants to make
family proud and crack civil services exam. He may be visually impaired but
this is no hurdle for 25-year-old Abrar Ahmad Bhat from Srinagar. This
disability does not stop him from pursuing his dream of getting education
from Delhi University and cracking civil services exam. One may find it
impossible to travel to different parts of the country in such a condition,
but Abrar travels to Delhi and Dehradun alone without accompanying anyone.

Approve transfer of visually-impaired govt. staffer’. Going an extra mile
to help a visually-impaired person get a transfer from Chennai to his
native Madurai, the Madras High Court has directed the State government to
approve a post for him, which has been recommended by the Madurai
Corporation. Disposing off a petition by S. Samuvel, Justice D.
Hariparanthaman directed the State government to pass an order approving

Smriti Irani makes surprise visit to Hindu College. Delhi University
Teachers Union president Nandita Narain also submitted representations to
the minister regarding the Choice Based Credit System. Union Human Resource
Development Minister Smriti Irani on Tuesday made an unscheduled visit to
Hindu College to take stock of hostel facilities for disabled students, and
to “ensure that college extends fee-waiver to students with special
needs”’. The college had earlier discontinued the waiver scheme while
allegedly citing fund constraints. Irani’s inspection came just a day after
she met a visually impaired student from Hindu College at a public meeting.
The student had raised the issue of college not extending the hostel

Diploma in computer education course for Visually Impaired by The Blind
Relief Association. The course start w.e.f. 1.8.2015.  Fee for the course
is Rs. 11325/-, but at the end of the course Rs. 3500/- will be refunded.  This

the Course is one academic year and entry qualification is 12th class pass
with minimum of 50% marks with relaxation of marks as for govt. norms. The

NIVH also runs community FM station where apart from classical music
and other programmes,lessons of textbooks are regularly aired. They

Greetings from AWAKE VISHWA SEVA FOUNDATION! With the successful batch Awake
is going to start fresh batch for Basic and advanced Computer Course in june
23rd 2015 at Bangalore.

To Create IT Awareness, Provide Knowledge and Specialized Skills to empower
the student to become Self-Sufficient and Independent Enough in Order to
Take Advantage of Employment and Entrepreneurial Opportunities In The

Friend amit, I have submitted on 26th February 2015 till date I have
not received any ID card or phone from railways, regarding receipt the
concerned person signed on the duplicate copy of the application & has
written the date no stamp that copy is receiving by them but I do not
know when I will get ID card.

Hey Friends, seeking an information,
has anyone submited the necessary documents to Delhi drm office for getting
ID card? and are they giving any acknowledgement slip for the future
reference? the other day i visited and the concerned person was on leave.
so some other person asked me to write an application that i need an ID
card and get that photo copied. on the photocopy, he signed and put the
stamp and returned me the copy. he seemed completely ignorant. he was
looking as if i have come from mars or saturn!

i would like to aske, r they giving proper railway acknowledgement slip for
the reference or they're just putting stamp on the copy of  the application
itself and returning?

another question, has anyone on the list got the id card from Delhi drm

I use www.bigbasket.com for the purpose and it is fully accessible with Jaws.

They also do have Android and IOS app, but I did not use it so far.

This brief write-up makes a modest attempt to identify some examples of 
positives and negatives including some glaring contradictions and silences in 
the Parliamentary Standing Committee's report on RPD Bill. The write-up has 
been divided in to four segments, namely, part one, part two, part three, and, 
part four respectively. Part one makes some prefatorial observations; part two 
briefly alludes to and enlists some positive aspects of the Committee's 
recommendations; likewise, part three, gives some illustrative examples of 
negative aspects of Committee's recommendations including references to some 
glaring contradictions and silences; part four contains the concluding remarks.


Part one


Prefatorial Observations

I  must begin by congratulating and complimenting the Standing Committee not 
just for tabling its  report on RPD Bill before both houses of Parliament on 
seventh of may 2015; but also for making a commendable effort to improve the 
Bill in the larger interests of Persons with Disabilities. While it is true 
that the Standing Committee's report also contains some highly disturbing, 
regressive and negative recommendations, this does not in any way, take away 
from the fact that the intentions of the Committee have throughout been 
bonafide and above board.

My quick and cursory reading of the report leaves me thoroughly persuaded that 
the Committee certainly deserved better guidance from its officials including 
from the Department of Empowerment of Persons with Disabilities than it 
actually seems to have got. The Committee's failure to internalize the current 
and progressive narrative of disability is comprehensive and is also evident 
from a number of negative recommendations which, for example, talk of equating 
disability with certain ailments, such as, diabetes type I, blood cancer and 
kidney failure; or for that matter recommendations pertaining to changing the 
title of the proposed legislation in a manner that it actually will become more 
patronising if the said recommendation is accepted by the Government and the 
Parliament.

Another sorry spectacle is that some civil society group or groups have already 
plunged in to a race of competing for credit hunting when they lost no time in 
claiming, contrary to facts, that almost all their recommendations have been 
accepted by the Committee. My own sense is that the Committee must have done 
its best to elicit views, comments and suggestions from all stakeholders and 
must accordingly have finalised the set of their recommendations. Besides, it 
is also likely that same or similar suggestions in certain matters must have 
been received by the Committee from various quarters. This explains why my 
humble advice to these credit-mongers and fame-hunters is that at least for 
now, they will do well to focus their creative energies in getting the best 
possible piece of legislations for Persons with Disabilities. Let the good be 
not the enemy of the perfect.


Part two

Positive aspects

Following are examples of positive aspects of the Committee's recommendations:

1 insert definition of "Discrimination on the basis of Disability" as this 
expression occurs in the Bill in several places. The Committee has further 
favoured formulation of definition of the said expression on the lines of the 
United Nations Convention on the Rights of Persons with Disabilities [UNCRPD]. 
This recommendation is of enduring significance as it will have far-reaching 
implications for Persons with Disabilities.

2 recast section 3.3  of the Bill: another recommendation of enduring 
significance is the Committee's view that section 3.3 should be recast as it is 
likely to infringe on the fundamental rights of Persons with Disabilities in 
its present form. It goes without saying that this provision, as it now exists 
in the Bill, will provide a handle/license to officials to discriminate on the 
basis of disability, more particularly, in the face of the fact that the 
question as to what constitutes "Legitimate End" is highly subjective and has 
neither been defined nor explained anywhere in the Bill. The said section 3.3 
states that no person shall be discriminated against on the basis of disability 
unless it is shown that the impugned act or omission is aimed to achieve a 
legitimate end.
