Mailing lists do not have time bar. If I do not wish to receive mails at a particular times, I have many available options. I can stop data connection. I can opt for bundle mails from the desired list. I can change the setting of my phone so that the mail downloads would occur at a particular time. But members cannot be time-barred from posting to the list as long as the list continues. I think the matter should be taken to the information and broadcast ministry. As set top box is made compulsory they can force the DTH provider to provide talking set top box on demand. 1 more provision can be made that like gsm sim card we should be able to install any digicard in the set top box of our choice. I agree with Jorge sir, the digitization has put new challenges to VI community not only in DTH Matter but also in other areas of life. Still Prashant Sir and group of peoples struggle for Talking ATM is not over, we are facing the problem of inaccessible money deposit machines. Many of newly constructed buildings has the lift which has touch pad. New models of of ovens and washing machines has touch pad or even those does not have the touch pad and has physical keys they are not embossed. Very unfortunate. However I'm not at all surprised. I still remember that during the protest against ill-conceived RPD Bill 2014, when we young blind girl and boys were incessantly lathi-charged, the DPI chair and India's DRG convener in question employed dishonest means to outclass our efforts. He used all his conections with Congress Matriarch to see RPD Bill passed in the last session of the UPA II government. Thanks god it was averted courtesy collective action undertaken by disabled people across the country. If everything had gone as he conceptualized and pushed for, the entire credit could have gone to him and he would have become Lodestar from India. As is the case with the PWD Act 1995 where many who worked with him or have been patronized, have argued that it all began from him. This action by the DPI should serve lessons for all self-proclaimed NGO leaders to respect democracy and the power of collective voice. Likewise, the ordinary disabled people whose lives are mortgaged by few NGOs need to be alert and attentive. Note: again this should not be construed as NGO bashing, these are observations of a disabled researcher which should be braught in the public. Download the original attachment Page 1 Disabled Peoples’InternationalOrganisation Mondiale des Personnes HandicapéesOrganización Mundial de Personas con Discapacidadﻦﯿﻴﻗﻮﻌﻤﻟاﺍ صﺹﺎﺨﺷﻼﻟ ﺔﯿﻴﻟوﻭﺪﻟاﺍ ﺔﻤﻈﻨﻤﻟاﺍ1DPI World Council Meeting 2015Dhaka StatementDate: June 28 – 30, 2015 Place: DhakaBeing fully aware of spirit of DPI as a grass root cross disability organization democratically representing persons with disability worldwide, and based on DPI constitution and bylaws and in particular:Article 1 of the constitution that states that the principal seat of DPI is in Canada and can only be changed by a decision of the World CouncilArticle 3 of the constitution that states that membership shall be decided by the World Council after relevant study by the regional council and assemblyArticle 6 of the constitution concerning the termination of membership that states that a decision for expulsion by the World Council requires an opinion of the relevant regional council and need to be passed by a two-third majority of those present and voting to become valid and that offending member shall begiven due notice and an opportunity to respond and be granted an opportunity to appeal the decision to theWorld CouncilArticle 11 of the constitution that states that the World Council is composed of five members from every region, elected by the regions and that in no case shall the World Council have more than onerepresentative per nation among the councilors elected for the region and that the World Council should decide on the number and boundaries of the regions, deal with membership questions, decide on rules of procedure for the World council, appoint an executive director and decide the location of the DPI secretariatArticle 12 of the constitution that states that affairs of DPI in between meetings of World Council are dealtwith by the executive officers and that it is the responsibility of the executive officers to bring matters to the World Council for decision and to carry out the tasks set by the World CouncilIn addition to DPI bylaws concerning membership and disciplinary procedures and responsibilities of theexecutive officers that state that it is the secretary that assist in planning meetings and developing agendaitems and that regional representatives need to be included in the executiveThe DPI World Council extraordinary meeting in Bangladesh between the 28 and 30thof June, 2015 expresses its deep concerns to the unity, status and image of DPI as a constitutional, transparent anddemocratic organization and strongly believe that this image has been damaged as a result of theautocratic leadership style of DPI chair Javed Abidi. Hi, There is an app called play news stand. It comes preinstalled, just locate it and open it. Thereafter, in it's search box you can search for the newspaper you want to read. Note: have tried with Mint and HT and both of them are there. Can't say anything about TOI. The Registrar, Kannur University and Ors. *has ruled in favor of the 40 year old visually impaired lady advocate, who was denied the post of a lecturer by Kannur University. Justice A.K. Jayasankaran Nambiar ordered Kannur University to consider the suitability of Mr. Prasanna Kumari “for the post notified by treating her as a candidate who has the necessary age qualification for the post and is otherwise eligible for the post.” The court also ordered the university to complete the aforesaid exercise within two months. Ms. Prasanna Kumari http://www.livelaw.in/visually-challenged-woman-before-the-high-court-of-kerala-challenging-the-alleged-denial-of-benefit-of-age-relaxation-to-her-by-kannur-university/ is a visually impaired person with 100% disability as certified by a Medical Board. She acquired an LLB Degree followed by a Post Graduate Degree (LLM) and also obtained the National Eligibility Test [NET] qualification that is mandated by the University Grants Commission for appointment as Lecturers. In the year 2008, the petitioner responded to notification dated 29.1.2008 issued by the Kannur University inviting applications for the post of Lecturer in Law. In the said notification, one post of Lecturer in the Department of Law was notified, and was reserved for physically handicapped persons. The notification made it clear that if there were no eligible candidates from the category for which the post was reserved, candidates belonging to other eligible categories including open category would be considered strictly as per the norms stipulated in the Kerala State Subordinate Services Rules, 1958. During the interview, a question was raised with regard to her age. She clarified that by virtue of the Government order dated 25.5.1984 issued by the State Government, she was entitled to the benefit of age relaxation as contemplated for physically handicapped candidates. The University however, appointed a candidate from the open category to the post, without any further communication with the petitioner. The question to be considered by the Court was whether the Petitioner could be disqualified for the post of Lecturer in Law on account of the fact that she was aged 40 years and seven months as on 1.1.2008, the cut-off date mentioned in the notification. The University had contended that the State Rules providing for age relaxation was adopted by the University after the job was notified. The Court however observed that even though the university failed to adopt the rules framed by the state government, it could still have gone by the rules framed by the government in tune with the central legislation governing the field, the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act of 1995. Allowing the petition, the court held that the *“action of the university in not considering the suitability of the petitioner for the post of lecturer in law, under the quota earmarked for the physically challenged candidates, is clearly illegal.”* The Court also directed the University to consider the case for retaining the open category candidate who was erroneously appointed by the University, if possible, against any other vacancy in a sanctioned post or through the creation of a supernumerary post, if the rules of the respondent University so permit. Dear Avinash, It is truly worrysome indeed but frankly speaking I am more worried by the lack of access requirements of the VI population across the board. Mere putting Braille signages all across or beepers at places our access needs cannot be addressed. There is lack of understanding as to where these labels need to be put or beepers to be installed. There alternatives available of which there is complete absence of awareness. Unfortunately, I would hold us (the VI community) as much guilty of this negligence and ignorance as anyone else. Having said all this, your comments about cause of concern is well taken and must be acted upon sooner rather later. Dear Friends, Somehow there is nothing shocking in all this: our organizations need to make more noise in this regard. Gujarat is probly the only state in the Indian union where there are several blind individuals who are leading major organizations but unfortunately not enough noice is being created by them. There have been two HC rulings against the government on the issue of not recruiting 100 per cent blind teachers but the government still refuses to withdraw the notification, says Mulwani. Ironically, there are more than 250 totally blind teachers, recruited in government primary schools of the state. Bushan Punani, executive secretary of the Blind People's Association (BPA) says, The 2013 resolution is against section 32 of Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. This notification in turn fixes criteria for recruitment for visually impaired as people with more than 40% but less than 75% vision for teachers job. In another case Ravi Segliya, 32, was among 31 totally blind primary school teachers who had to knock on the high court's door to figure in the list of 23,500 primary school teachers recruited between July 5, 2010 and September 5, 2011. The PIL was filed by a blind candidate Kaushik Akabari. The 2013 notification reserves just 1.5% jobs for people with low vision and not completed blind candidates says Segliya. Service providers are now a days selling boxes of diferent types e.g. with HD quality, with recording etc. All they have to do is to introduce the set-top box developed in UK with RNIB as one of the options.
